【摘要】：相對(duì)于其他形式的發(fā)電產(chǎn)業(yè),風(fēng)力發(fā)電項(xiàng)目需要更大的前期投資,而且單位電量的電價(jià)比火力發(fā)電費(fèi)用更高,這樣在后期的售電方面存在更大的競(jìng)爭(zhēng),所以風(fēng)電場(chǎng)投資項(xiàng)目在投資建設(shè)中存在很大的風(fēng)險(xiǎn);另外,風(fēng)力發(fā)電作為新型的發(fā)電產(chǎn)業(yè),近年來(lái)發(fā)展很快,尤其發(fā)電設(shè)備在快速的更新過(guò)程中,風(fēng)電技術(shù)和相關(guān)設(shè)備目前還不是很成熟,有待繼續(xù)研發(fā);再者,受風(fēng)資源的影響,進(jìn)一步增加了風(fēng)電場(chǎng)項(xiàng)目投資的風(fēng)險(xiǎn)。風(fēng)電場(chǎng)在建設(shè)過(guò)程中,如果某些環(huán)節(jié)在銜接方面出現(xiàn)問(wèn)題也會(huì)提高整個(gè)項(xiàng)目的風(fēng)險(xiǎn)性,因此,制定一套有效的風(fēng)險(xiǎn)管理措施去最大限度的降低存在的各種風(fēng)險(xiǎn),對(duì)投資者來(lái)說(shuō)是非常有必要的。本文首先對(duì)所選課題的研究背景及其意義進(jìn)行了詳細(xì)的闡述,通過(guò)對(duì)課題所提到的擬建項(xiàng)目在開(kāi)發(fā)過(guò)程中可能遇到的各種風(fēng)險(xiǎn),引出如何合理地進(jìn)行管控和規(guī)避的問(wèn)題。然后圍繞工程建設(shè)的整個(gè)過(guò)程,從項(xiàng)目開(kāi)發(fā)、設(shè)計(jì)、建設(shè)等幾個(gè)環(huán)節(jié)可能存在的風(fēng)險(xiǎn)依次展開(kāi)論述,經(jīng)過(guò)對(duì)風(fēng)險(xiǎn)因素的辨別分析總結(jié)出可采取的有效管控措施,從而達(dá)到規(guī)避風(fēng)險(xiǎn)的目的,使課題提到的風(fēng)電工程項(xiàng)目在建設(shè)工程中真正能夠做到風(fēng)險(xiǎn)可控在控,實(shí)現(xiàn)精品工程的建設(shè)。其次,采用系統(tǒng)安全工程的方法,針對(duì)大唐新能源朔州風(fēng)電工程項(xiàng)目概況,圍繞風(fēng)源風(fēng)險(xiǎn)評(píng)價(jià)、風(fēng)力發(fā)電技術(shù)、政府電力政策調(diào)控、電力輸送隱患、電力實(shí)施管理等邏輯,對(duì)其進(jìn)行了整體的風(fēng)險(xiǎn)評(píng)估,對(duì)在擬建工程中潛在的主要危險(xiǎn)、有害因素等進(jìn)行了風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)排序,定性地從工程和經(jīng)濟(jì)兩方面做了可行性分析,評(píng)價(jià)其風(fēng)險(xiǎn)因素及其可接受的程度。最后,提出切實(shí)可行的安全技術(shù)以及風(fēng)險(xiǎn)控制的對(duì)策方案,并通過(guò)以上提出的對(duì)策措施總結(jié)出對(duì)整個(gè)擬建工程項(xiàng)目的評(píng)價(jià)結(jié)論。
[Abstract]:Wind power projects require more upfront investment than other forms of power generation, and the price per unit of electricity is higher than that of thermal power, so there is greater competition in the later stages of electricity sales.Therefore, wind farm investment projects have great risks in investment and construction. In addition, wind power generation, as a new generation industry, has developed rapidly in recent years, especially in the process of rapid renewal of power generation equipment.Wind power technology and related equipment are not very mature and need to continue to be developed. Furthermore, wind resources have further increased the risk of investment in wind farm projects.In the process of wind farm construction, if some links have problems in connection, it will also improve the risk of the whole project. Therefore, develop a set of effective risk management measures to minimize the existence of various risks.It is very necessary for investors.In this paper, the research background and significance of the selected project are described in detail. Through the various risks that the proposed project may meet in the development process, the problem of how to reasonably control and avoid the proposed project is brought forward.Then, according to the whole process of engineering construction, the possible risks in several links, such as project development, design, construction and so on, are discussed in turn, and the effective control measures that can be taken are summed up through the discrimination and analysis of risk factors.In order to avoid the risk, the wind power project mentioned in this paper can control the risk in the construction project and realize the construction of the fine project.Secondly, according to the general situation of wind power project in Shuozhou, a new energy source of Datang, the paper uses the method of system safety engineering to focus on the logic of wind source risk evaluation, wind power generation technology, government power policy regulation, hidden trouble of electric power transmission, electric power implementation management, etc.The whole risk assessment is carried out, the main potential hazards and harmful factors in the proposed project are identified and sorted, and the feasibility analysis is made qualitatively from the two aspects of engineering and economy.Evaluate its risk factors and their acceptability.Finally, the feasible safety technology and risk control countermeasures are put forward, and the evaluation conclusions of the whole proposed project are summarized through the above countermeasures.
