【摘要】：電力普遍服務(wù)是政府為了推進社會公平而實施的一項公共政策。近年來國家提出“善治”的施政理念,同時提出了電力市場化改革與配電網(wǎng)改造行動計劃等規(guī)劃政策,不僅將“電力普遍服務(wù)”作為電力企業(yè)的基本義務(wù),還對相應(yīng)的補償機制設(shè)計提出了新的要求。本文首先立足于“善治”理念,從公共價值視角分析指出普遍服務(wù)外部性糾正與補償機制設(shè)計是建立在社會價值測量的基礎(chǔ)上的。通過梳理公共價值建構(gòu)中社會價值測量的核心內(nèi)涵,本文將公共價值視角下社會價值測量的關(guān)鍵點應(yīng)用到電力普遍服務(wù)領(lǐng)域,構(gòu)建了包含受助對象福利價值、納稅人環(huán)境價值和電力企業(yè)經(jīng)濟價值的電力普遍服務(wù)社會價值測量框架;并采用滿意度評價等測算方法構(gòu)建了包含利益相關(guān)者偏好意愿的電力普遍服務(wù)社會價值測量模型。其次,沿用庇谷外部性的理論,對電力普遍服務(wù)的內(nèi)涵進行了研究,并從電力普遍服務(wù)社會價值測量模型中進一步推演得到電力普遍服務(wù)的正外部性測量模型即社會價值與電力企業(yè)經(jīng)濟價值之差。關(guān)于外部性存在的經(jīng)濟分析表明福利漏損的產(chǎn)生來源于實際供給與最優(yōu)供給的偏離,電力普遍服務(wù)正外部性帶來的福利漏損為由于正外部性的存在帶來的社會價值損失,基于此構(gòu)建了電力福利漏損測量模型。最后,本文通過對補償機制的目標(biāo)、原則、對象、資金來源于補償方案的分析,提出了“十三五”期間富民縣補償機制設(shè)計方案,即資金來源通過受助對象、電力企業(yè)與政府合理分攤,資金通過縣公司自籌與政府優(yōu)惠貸款的形式以貸款期間政府貼息發(fā)放,通過價格進行補貼。論文以云南省富民縣為例進行實證分析,結(jié)果表明電力普遍服務(wù)實踐中存在正外部性及福利漏損,這一現(xiàn)象必須通過政府補償機制來解決。2006年以前我國農(nóng)村電力普及率低,電力普遍服務(wù)的主要任務(wù)在于解決無電人口,這一時期的補償以直接投入為主;隨著電力普遍服務(wù)水平的提高,無電人口用電問題得到基本解決,電力普遍服務(wù)進入電能質(zhì)量提升的階段,這一階段補償機制以政策性貸款與政府貼息為主;未來隨著電力市場化改革與電力普遍服務(wù)的不斷發(fā)展,電力普遍服務(wù)將出現(xiàn)新的內(nèi)涵,屆時需要政府與電力企業(yè)共同提出新的電力普遍服務(wù)解決方案與之適應(yīng)。
[Abstract]:Power universal service is a public policy implemented by the government in order to promote social equity.In recent years, the government has put forward the idea of "good governance", and put forward some planning policies, such as the market-oriented reform of electric power and the plan of action for the transformation of distribution network, which not only regards "universal service of electric power" as the basic obligation of electric power enterprises.It also puts forward new requirements for the corresponding compensation mechanism design.Based on the concept of "good governance", this paper points out that the design of universal service externality correction and compensation mechanism is based on the measurement of social value.By combing the core connotation of social value measurement in the construction of public value, this paper applies the key points of social value measurement in the perspective of public value to the field of electric power universal service, and constructs the welfare value of the recipient.The measurement framework of power universal service social value of taxpayers' environmental value and electric power enterprise's economic value, and the model of power universal service social value measurement including stakeholders' preference is constructed by using the method of satisfaction evaluation.Secondly, the connotation of universal power service is studied by using the theory of externality of sheltered valley.The difference between social value and economic value of electric power enterprises is derived from the positive externality measurement model of power universal service from the social value measurement model of electric power universal service.The economic analysis on the existence of externality shows that the welfare leakage comes from the deviation between the actual supply and the optimal supply. The welfare leakage caused by the positive externality of electric power universal service is the loss of social value brought by the existence of positive externality.Based on this, a model of power welfare leakage measurement is constructed.Finally, through the analysis of the goal, principle, object and fund source of compensation mechanism, this paper puts forward the design scheme of compensation mechanism in Fumin County during the 13th Five-Year Plan period, that is, the source of funds through the recipients,The electric power enterprise and the government apportion reasonably, the fund through the county company self-financing and the government preferential loan form by the government discount interest during the loan period, carries on the subsidy through the price.Taking Fumin County of Yunnan Province as an example, the result shows that there are positive externalities and welfare leakage in the practice of power universal service, which must be solved by the government compensation mechanism.The main task of the universal power service is to solve the problem of the population without electricity, and the compensation in this period is based on direct input. With the improvement of the general service level of electricity, the problem of electricity consumption of the population without electricity is basically solved.Power universal service has entered the stage of power quality improvement. In this stage, the compensation mechanism is mainly based on policy loans and government discount interest. In the future, with the reform of electricity market and the continuous development of power universal service,There will be a new connotation of power universal service, and it will be necessary for the government and the power enterprise to put forward a new power universal service solution to adapt to it.
