多級(jí)掙值法在電力施工項(xiàng)目成本控制中的應(yīng)用研究

【摘要】:近十幾年來,我國(guó)的電力市場(chǎng)發(fā)生了巨大的變化,大型電力施工項(xiàng)目的不斷上馬,為我國(guó)工農(nóng)業(yè)生產(chǎn)、居民生活等領(lǐng)域提供了可靠的能源保障,有力推動(dòng)了我國(guó)的經(jīng)濟(jì)發(fā)展與社會(huì)穩(wěn)定,但是在電力施工項(xiàng)目中,企業(yè)往往忽略了成本管控的重要性,導(dǎo)致大量人力、物力和財(cái)力在施工過程中被浪費(fèi),由此造成成本居高不下,經(jīng)濟(jì)效益日漸低迷的嚴(yán)重后果。因此,做好成本管控工作成為了企業(yè)生存與發(fā)展的關(guān)鍵所在。近十幾年來,掙值法已廣泛應(yīng)用于電力施工領(lǐng)域,本文以掙值法在電力施工項(xiàng)目中的應(yīng)用為研究對(duì)象,分析了電力施工項(xiàng)目成本控制相關(guān)理論、現(xiàn)狀及存在的問題;比較了傳統(tǒng)掙值法的缺陷與不足,提出了多級(jí)掙值法,并將其應(yīng)用在電力施工項(xiàng)目成本控制中,具體工作如下:首先,對(duì)施工項(xiàng)目成本控制和海內(nèi)外長(zhǎng)期以來關(guān)于掙值法的研究歷程進(jìn)行了歸納總結(jié),總結(jié)了工程項(xiàng)目成本控制理論方法和傳統(tǒng)掙值法的缺陷與不足。其次,引入了多級(jí)掙值法管理思想,對(duì)成本和進(jìn)度的層次分解結(jié)構(gòu)進(jìn)行細(xì)化,解決了因項(xiàng)目層級(jí)越多管理越松散的問題,在對(duì)下級(jí)子項(xiàng)目成本-進(jìn)度偏差的掙值分析上,自下而上逐級(jí)匯總,得出本級(jí)子項(xiàng)目的成本-進(jìn)度的績(jī)效預(yù)測(cè)值。據(jù)此,可為項(xiàng)目管理者提供更加精確的決策信息。最后,根據(jù)所提出的多級(jí)掙值法,建立以多級(jí)掙值法為基礎(chǔ)的電力施工項(xiàng)目成本控制流程,通過采用多級(jí)掙值法對(duì)施工項(xiàng)目中的人、材、機(jī)進(jìn)行成本進(jìn)度績(jī)效分析,實(shí)現(xiàn)多級(jí)掙值法在電力施工項(xiàng)目中的創(chuàng)新。
[Abstract]:In the past ten years, great changes have taken place in the electric power market of our country. The continuous launching of large-scale electric power construction projects has provided reliable energy security for China's industrial and agricultural production, residents' daily life, and so on.It has promoted the economic development and social stability of our country, but in the electric power construction project, the enterprises often ignore the importance of cost control, resulting in a lot of human, material and financial resources being wasted in the construction process.As a result, high costs, economic benefits are increasingly depressed serious consequences.Therefore, cost control has become the key to the survival and development of enterprises.In recent years, earned value method has been widely used in the field of electric power construction. This paper takes the application of earned value method in electric power construction project as the research object, analyzes the relevant theory, current situation and existing problems of the cost control of electric power construction project.This paper compares the defects and shortcomings of the traditional earned value method, puts forward the multilevel earned value method, and applies it to the cost control of the electric power construction project. The specific work is as follows: first,This paper summarizes the cost control of construction project and the research history of earned value method at home and abroad for a long time, and summarizes the defects and shortcomings of the theory and method of project cost control and the traditional earned value method.Secondly, the multi-level earned value method is introduced to refine the hierarchical decomposition structure of cost and schedule, which solves the problem that the more the project level is managed, the looser the management is.The cost-progress performance forecast value of the subproject is obtained from the bottom-up summary.Therefore, more accurate decision information can be provided for project managers.Finally, according to the multilevel earned value method, the cost control flow of electric power construction project based on multilevel earned value method is established, and the cost progress performance analysis of the person, material and machine in the construction project is carried out by adopting the multilevel earned value method.To realize the innovation of multilevel earned value method in electric power construction project.
