【摘要】:國家電網(wǎng)調(diào)度數(shù)據(jù)網(wǎng)(SGD net,以下簡稱調(diào)度數(shù)據(jù)網(wǎng))是為電力調(diào)度生產(chǎn)服務(wù)的專用數(shù)據(jù)網(wǎng)絡(luò),是實(shí)現(xiàn)各級(jí)調(diào)度中心之間及調(diào)度中心與廠站之間實(shí)時(shí)生產(chǎn)數(shù)據(jù)傳輸和交換的基礎(chǔ)承載設(shè)施,是實(shí)現(xiàn)公司應(yīng)急技術(shù)支持系統(tǒng)和備用調(diào)度中心功能不可或缺的支撐平臺(tái),隨著國家電力技術(shù)的高速發(fā)展,應(yīng)急指揮系統(tǒng)加速建設(shè),河北省電力調(diào)度數(shù)據(jù)網(wǎng)已經(jīng)形成核心網(wǎng)河北子網(wǎng)、省調(diào)接入網(wǎng)、地調(diào)接入網(wǎng)。近年來電網(wǎng)調(diào)度自動(dòng)化系統(tǒng)從變電站有人值班到集控中心時(shí)的少人或無人值班,再到三集五大提出的“大運(yùn)行”。自動(dòng)化系統(tǒng)為滿足電網(wǎng)調(diào)控管理需求,從支持一體化應(yīng)用的角度,擴(kuò)展了支撐平臺(tái)的權(quán)限管理、信息分層分級(jí)管理、人機(jī)展示和數(shù)據(jù)建模維護(hù)功能,滿足了集控的需求。通過對(duì)遙測、遙信基礎(chǔ)數(shù)據(jù)的智能化分析,對(duì)可疑遙測、可疑遙信、特殊接線等進(jìn)行實(shí)時(shí)報(bào)警提示。系統(tǒng)提供多層次的、全面的綜合分類告警和智能推理功能,為電網(wǎng)調(diào)度人員的工作提供有力的支持,提高調(diào)度人員處理電網(wǎng)問題的效率、減少誤判,實(shí)現(xiàn)了綜合故障分析功能和事故處理輔助決策。伴隨電力投資的持續(xù)加大,電力網(wǎng)絡(luò)建設(shè)的加快,網(wǎng)絡(luò)架構(gòu)越來越大、越來越復(fù)雜。國家電網(wǎng)公司大電網(wǎng)、智能化電網(wǎng)的建設(shè),河北南部電網(wǎng)的電力傳輸,電網(wǎng)運(yùn)行的安全越發(fā)重要,為了實(shí)現(xiàn)對(duì)一次設(shè)備運(yùn)行工況的連續(xù)監(jiān)控,增強(qiáng)駕馭大電網(wǎng)的能力,建設(shè)以信息化、數(shù)字化、自動(dòng)化、互動(dòng)化為特征的堅(jiān)強(qiáng)智能電網(wǎng),河北南部電網(wǎng)的電力二次應(yīng)用系統(tǒng)正在完成從穩(wěn)態(tài)到動(dòng)態(tài),從秒級(jí)到毫秒級(jí)的改變,從非實(shí)時(shí)到實(shí)時(shí)的改變,這將對(duì)調(diào)度數(shù)據(jù)網(wǎng)的實(shí)時(shí)性、可靠性、帶寬等提出了更高要求。論文分析了保定地區(qū)電力調(diào)度數(shù)據(jù)網(wǎng)的升級(jí)改造方案,主要是對(duì)現(xiàn)運(yùn)行的調(diào)度數(shù)據(jù)網(wǎng)設(shè)備進(jìn)行升級(jí)改造的設(shè)計(jì)原則和設(shè)計(jì)目標(biāo),分析調(diào)控一體管理模式對(duì)調(diào)度數(shù)據(jù)網(wǎng)新的功能需求,分別對(duì)保定地區(qū)電網(wǎng)調(diào)度數(shù)據(jù)網(wǎng)網(wǎng)絡(luò)體系、網(wǎng)絡(luò)設(shè)備、應(yīng)急措施、運(yùn)行協(xié)議進(jìn)行詳細(xì)設(shè)計(jì)。并對(duì)保定地區(qū)電力調(diào)度數(shù)據(jù)網(wǎng)的安全設(shè)計(jì),對(duì)改造后的運(yùn)行維護(hù)進(jìn)行分析。
