【摘要】:高壓配電網(wǎng)是連接輸電網(wǎng)和中壓配電網(wǎng)的重要環(huán)節(jié),其規(guī)劃方案的合理與否將直接影響電網(wǎng)系統(tǒng)整體的安全性、可靠性、電能質(zhì)量以及電網(wǎng)的經(jīng)濟(jì)效益和社會(huì)效益。因此,深入研究高壓配電網(wǎng)規(guī)劃方案評(píng)價(jià)方法,實(shí)現(xiàn)最優(yōu)決策,將使配電系統(tǒng)具有更高的供電可靠性、更高的電網(wǎng)資產(chǎn)利用率、更優(yōu)質(zhì)的電能質(zhì)量。高壓配電網(wǎng)建設(shè)項(xiàng)目具有資金密集,實(shí)施周期長(zhǎng),不確定因素多等特點(diǎn)?茖W(xué)、合理的規(guī)劃方案能有效節(jié)約投資,提高系統(tǒng)供電安全性和可靠性。電網(wǎng)規(guī)劃方案評(píng)價(jià)主要是通過(guò)綜合權(quán)衡現(xiàn)已形成備選規(guī)劃方案技術(shù)、經(jīng)濟(jì)、效能、社會(huì)等方面的指標(biāo),決策出最優(yōu)的規(guī)劃方案。在對(duì)配電網(wǎng)規(guī)劃方案的評(píng)價(jià)決策過(guò)程中不僅要考慮經(jīng)濟(jì)性和可靠性問(wèn)題,也要考慮風(fēng)險(xiǎn)性問(wèn)題和電網(wǎng)設(shè)備的利用效率。本文在研究配電網(wǎng)安全效能成本管理理念的基礎(chǔ)上,考慮配電網(wǎng)負(fù)荷呈現(xiàn)明顯的時(shí)序特性,將負(fù)荷時(shí)序特性計(jì)入運(yùn)行成本的計(jì)算過(guò)程中,同時(shí)考慮停電頻率、停電量、用戶類型對(duì)停電成本的影響,建立計(jì)及多影響因素的配電網(wǎng)全壽命周期成本模型。該模型在綜合考慮配電網(wǎng)規(guī)劃方案初始投資、運(yùn)行維護(hù)、故障報(bào)廢各階段的成本總和的同時(shí),將多種影響因素計(jì)入規(guī)劃方案的運(yùn)行成本和故障成本中。在深入研究規(guī)劃方案全壽命周期成本的同時(shí),兼顧規(guī)劃方案的風(fēng)險(xiǎn)和效能。規(guī)劃方案的風(fēng)險(xiǎn)系數(shù)從配電網(wǎng)規(guī)劃方案的結(jié)構(gòu)、技術(shù)、經(jīng)濟(jì)和環(huán)境四方面進(jìn)行評(píng)估獲得。配電網(wǎng)規(guī)劃方案的效能系數(shù)則通過(guò)規(guī)劃方案電壓合格率指標(biāo)評(píng)估獲得。最后在計(jì)及多影響因素的配電網(wǎng)全壽命周期成本模型的基礎(chǔ)上,將風(fēng)險(xiǎn)與效能評(píng)估結(jié)果計(jì)入目標(biāo)函數(shù),建立配電網(wǎng)規(guī)劃方案的風(fēng)險(xiǎn)效能成本(REC)評(píng)價(jià)模型。實(shí)際案例分析表明本文提出的計(jì)及全壽命周期風(fēng)險(xiǎn)效能成本的配電網(wǎng)規(guī)劃評(píng)價(jià)模型使風(fēng)險(xiǎn)、效能和周期成本統(tǒng)籌處理,科學(xué)合理,可操作性強(qiáng),提高了電網(wǎng)規(guī)劃評(píng)價(jià)工作的客觀性和科學(xué)性。
[Abstract]:High voltage distribution network is an important link to connect transmission network and medium voltage distribution network. Whether its planning scheme is reasonable or not will directly affect the overall security, reliability, power quality, economic and social benefits of the network.Therefore, studying the evaluation method of HV distribution network planning scheme and realizing the optimal decision will make the distribution system have higher reliability of power supply, higher utilization ratio of power network assets and higher quality of power quality.High-voltage distribution network construction project has the characteristics of capital-intensive, long implementation period and many uncertain factors.Scientific and reasonable planning scheme can effectively save investment and improve the security and reliability of power supply system.The evaluation of power network planning scheme is mainly to make the optimal planning scheme by synthetically weighing the technical, economic, efficiency and social indicators of the alternative planning scheme.In the process of evaluation and decision of distribution network planning scheme, not only economic and reliability issues should be considered, but also risk and utilization efficiency of power network equipment should be considered.On the basis of studying the concept of security efficiency cost management of distribution network, this paper considers the obvious time series characteristic of distribution network load, and takes the time sequence characteristic of load into account in the calculation process of operation cost, at the same time considering the frequency and quantity of power outage.The effect of user type on power outage cost is discussed. The life cycle cost model of distribution network considering multiple factors is established.In this model, the total cost of initial investment, operation and maintenance of distribution network planning scheme, and the total cost of each stage of failure are considered, and many factors are taken into account in the operation cost and fault cost of the planning scheme.At the same time, the risk and efficiency of the planning scheme are also taken into account while the whole life cycle cost of the planning scheme is studied in depth.The risk coefficient of the planning scheme is obtained from the structural, technical, economic and environmental aspects of the distribution network planning scheme.The efficiency coefficient of the distribution network planning scheme is obtained by evaluating the voltage pass rate of the planning scheme.Finally, on the basis of the life-cycle cost model of distribution network considering multiple factors, the risk and effectiveness evaluation results are taken into account in the objective function, and the risk effectiveness cost evaluation model of distribution network planning scheme is established.The analysis of practical cases shows that the evaluation model of distribution network planning, which takes into account the cost of life cycle risk effectiveness, makes the risk, efficiency and cycle cost to be handled as a whole, which is scientific, reasonable and feasible.It improves the objectivity and scientific nature of power grid planning evaluation.
