基于PSCA優(yōu)化監(jiān)理方B-X750的輸電線路工程項(xiàng)目質(zhì)量管理研究

【摘要】:電力工程項(xiàng)目具有投資規(guī)模大、技術(shù)難度高、質(zhì)量要求嚴(yán)、配套設(shè)備多、建設(shè)周期長等特點(diǎn),因此,為確保工程質(zhì)量,大力推進(jìn)電力工程項(xiàng)目監(jiān)理為電力工程項(xiàng)目建設(shè)的重要內(nèi)容和發(fā)展趨勢(shì)。高質(zhì)量的電力工程項(xiàng)目監(jiān)理服務(wù),不僅可以全面、及時(shí)、準(zhǔn)確地發(fā)現(xiàn)工程設(shè)計(jì)、施工中存在的問題,確保工程質(zhì)量,而且可以最大化降低業(yè)主單位和和施工單位的經(jīng)濟(jì)損失。因此,關(guān)于電力工程項(xiàng)目監(jiān)理服務(wù)質(zhì)量研究具有重要的社會(huì)價(jià)值和經(jīng)濟(jì)價(jià)值。文章以寶雞~西安南750kV (以下簡稱“B-X750”)輸電線路工程項(xiàng)目作為研究對(duì)象。全文建立在通過提高監(jiān)理服務(wù)質(zhì)量,以提高工程項(xiàng)目質(zhì)量的邏輯關(guān)系上。首先,明確了監(jiān)理方工程項(xiàng)目質(zhì)量管理的內(nèi)涵,并結(jié)合監(jiān)理公司的特點(diǎn)將PDCA質(zhì)量管理模型,優(yōu)化為PSCA質(zhì)量管理模型。其次,對(duì)工程項(xiàng)目情況和公司情況進(jìn)行了簡介介紹,并明確了監(jiān)理公司在該監(jiān)理項(xiàng)目中存在的兩方面重要問題。一是缺乏超高壓輸電線工程項(xiàng)目監(jiān)理經(jīng)驗(yàn),二是公司忽略了對(duì)自身監(jiān)理服務(wù)質(zhì)量的管理。再次,文章運(yùn)用PSCA質(zhì)量管理模型,對(duì)B-X750工程項(xiàng)目質(zhì)量管理方案進(jìn)行設(shè)計(jì)。在方案設(shè)計(jì)中,為克服超高壓輸電線監(jiān)理經(jīng)驗(yàn)不足問題,強(qiáng)調(diào)了 S環(huán)節(jié)中事前監(jiān)理的重要性。為克服公司“重工程項(xiàng)目質(zhì)量,輕服務(wù)管理”的錯(cuò)誤觀念,在C環(huán)節(jié)構(gòu)建了監(jiān)理服務(wù)自檢與專檢制度。最后,由于論文寫作時(shí)間跨度大,目前工程項(xiàng)目已經(jīng)完工,公司部分采納了文章所設(shè)計(jì)的方案。文章對(duì)應(yīng)用情況及結(jié)果進(jìn)行了簡單總結(jié)。
[Abstract]:Electric power engineering projects have the characteristics of large scale of investment, high technical difficulty, strict quality requirements, more supporting equipment and long construction cycle. Therefore, in order to ensure the quality of the project,To promote the supervision of electric power engineering project is the important content and development trend of electric power engineering project construction.The high quality supervision service of electric power engineering project can not only find out the problems existing in the design and construction of the project in an all-round, timely and accurate manner, but also ensure the quality of the project, and can maximize and reduce the economic losses of the owner and the construction unit.Therefore, the research on service quality of electric power project supervision has important social and economic value.This paper takes Baoji-Xi'an South 750kV (hereinafter referred to as "B-X750") transmission line project as the research object.This paper is based on the logical relation of improving the quality of engineering project by improving the quality of supervision service.Firstly, the connotation of the quality management of the supervision side project is clarified, and the PDCA quality management model is optimized to the PSCA quality management model according to the characteristics of the supervision company.Secondly, the engineering project and the company are introduced briefly, and two important problems in the supervision company are clarified.One is the lack of supervision experience of EHV transmission line project, the other is that the company neglects the management of its own supervision service quality.Thirdly, this paper designs the quality management scheme of B-X750 project by using PSCA quality management model.In the project design, in order to overcome the lack of experience in the supervision of EHV transmission line, the importance of prior supervision in S link is emphasized.In order to overcome the misconception of "attaching importance to the quality of engineering project and neglecting service management", a supervision service self-inspection and special inspection system was constructed in C link.Finally, due to the long time span of writing, the project has been completed.In this paper, the application and results are briefly summarized.
