京津冀農(nóng)村地區(qū)電能替代的技術(shù)經(jīng)濟(jì)分析及政策研究

【摘要】:近年來,能源短缺和環(huán)境污染嚴(yán)重,這些人類面臨著的問題正在成為制約人類社會(huì)可持續(xù)發(fā)展的關(guān)鍵性因素。對(duì)于建筑采暖來講,要解決的問題是,在保持建筑物內(nèi)環(huán)境舒適的同時(shí),又能減少建筑物的能耗,并使得大氣環(huán)境的污染得以減輕。在此背景下,電能替代技術(shù)作為一種綠色技術(shù)需要開始推廣。在京津冀農(nóng)村地區(qū)積極推廣地源熱泵、空氣源熱泵、電蓄熱鍋爐等電能替代在空調(diào)領(lǐng)域的應(yīng)用,減少SO2,NOx以及顆粒物等污染物的排放量、改善環(huán)境污染,對(duì)于我國保護(hù)生態(tài)環(huán)境、社會(huì)發(fā)展有著極其重要的作用。本文對(duì)京津冀農(nóng)村地區(qū)四種主要電能替代泵替代燃煤鍋爐改造項(xiàng)目進(jìn)行技術(shù)經(jīng)濟(jì)分析,找出京津冀地區(qū)電能替代在具體應(yīng)用中存在的問題以及優(yōu)勢(shì)所在,對(duì)于電能替代的進(jìn)一步的推廣、普及有非常積極的參考意義。本文主要工作如下:首先,本文介紹了有關(guān)電能替代的基本理論,包括電能替代的概念、電能替代的戰(zhàn)略內(nèi)容以及當(dāng)前實(shí)施電能替代的必要性;對(duì)包括靜態(tài)分析方法、動(dòng)態(tài)分析方法、不確定分析方法以及價(jià)值工程基本理論等技術(shù)經(jīng)濟(jì)分析的基本理論加以介紹。其次,介紹京津冀農(nóng)村地區(qū)主要的電能替代模式,并對(duì)地源熱泵、空氣源熱泵、電蓄熱鍋爐以及電熱膜這四種模式的原理及其應(yīng)用推廣中存在的問題進(jìn)行分析;同時(shí),構(gòu)建以差額現(xiàn)金流量為基礎(chǔ)的電能替代項(xiàng)目的技術(shù)經(jīng)濟(jì)分析模型,主要包括基于差額的敏感性分析方法、電能替代經(jīng)濟(jì)效果分析指標(biāo)、以及基于價(jià)值工程的電能替代方案決策模型。這些針對(duì)京津冀農(nóng)村地區(qū)主要電能替代的技術(shù)經(jīng)濟(jì)分析模型的研究將為今后進(jìn)行的京津冀農(nóng)村地區(qū)電能替代示范項(xiàng)目的技術(shù)經(jīng)濟(jì)分析提供了理論基礎(chǔ)。再次,基于差額現(xiàn)金流量對(duì)京津冀農(nóng)村地區(qū)主要電能替代模式進(jìn)行了技術(shù)經(jīng)濟(jì)分析。主要從經(jīng)濟(jì)效果指標(biāo)及基于差額凈現(xiàn)值的敏感性展開分析,計(jì)算各電能替代模式的全年單位面積的差額凈年金值以便于各電能替代模式之間進(jìn)行分析比較,并且考慮排污治理費(fèi)對(duì)該數(shù)值進(jìn)行了修正。最后,在前文對(duì)京津冀農(nóng)村地區(qū)各電能替代模式應(yīng)用存在問題及其技術(shù)經(jīng)濟(jì)分析的基礎(chǔ)上,對(duì)京津冀農(nóng)村地區(qū)電能替代實(shí)施中存在的問題進(jìn)行歸納總結(jié)出,提出相應(yīng)政策建議,以促進(jìn)電能替代在京津冀農(nóng)村地區(qū)的規(guī)模化應(yīng)用。此項(xiàng)研究既能夠促進(jìn)電能替代開展,又能起到緩減城市霧霾問題的重要作用,對(duì)推動(dòng)電能替代在全國的發(fā)展同樣有借鑒和參考作用。
[Abstract]:In recent years, the energy shortage and environmental pollution are serious. These problems are becoming the key factors restricting the sustainable development of human society.For building heating, the problem to be solved is that while maintaining the comfort in the building environment, the energy consumption of the building can be reduced and the pollution of the atmospheric environment can be alleviated.In this context, power substitution technology as a green technology needs to be popularized.In the rural areas of Beijing, Tianjin and Hebei, the application of ground-source heat pump, air-source heat pump, electric storage boiler and other electric energy in the field of air conditioning has been actively popularized, so as to reduce the emissions of so _ 2no _ x and particulates, improve environmental pollution, and protect the ecological environment in China.Social development plays an extremely important role.In this paper, the technical and economic analysis of four main electric power replacement pump replacement coal-fired boiler reconstruction projects in rural areas of Beijing, Tianjin and Hebei is carried out to find out the problems and advantages of electric power substitution in the specific application in Beijing-Tianjin-Hebei area.For the further promotion of electric power substitution, popularization has a very positive reference significance.The main work of this paper is as follows: first, this paper introduces the basic theory of electric power substitution, including the concept of power substitution, the strategic content of power substitution and the necessity of implementing power substitution.The dynamic analysis method, the uncertain analysis method and the basic theory of value engineering are introduced.Secondly, it introduces the main electric power substitution modes in the rural areas of Beijing, Tianjin and Hebei, and analyzes the principles and problems in the application and popularization of the four modes: ground source heat pump, air source heat pump, electric storage boiler and electric heating film.The technical and economic analysis model of electric power substitution project based on difference cash flow is constructed, which includes sensitivity analysis method based on difference and economic effect analysis index of power substitution.And the decision model of electric power substitution scheme based on value engineering.The research on the technical and economic models of the main electric energy substitution in the rural areas of Beijing, Tianjin and Hebei will provide a theoretical basis for the technical and economic analysis of the demonstration project of electricity substitution in the rural areas of Beijing, Tianjin and Hebei in the future.Thirdly, based on the difference cash flow, the paper analyzes the main power substitution mode in the rural areas of Beijing, Tianjin and Hebei.Based on the economic effect index and sensitivity based on the difference net present value, the difference net annuity value per unit area of each power substitution mode is calculated to facilitate the analysis and comparison among the power substitution modes.And considering the sewage treatment fee to modify the value.Finally, on the basis of the analysis of the problems in the application of various electric power substitution modes in the rural areas of Beijing, Tianjin and Hebei and their technical and economic analysis, the problems existing in the implementation of the electric power substitution in the rural areas of Beijing, Tianjin and Hebei are summarized and the corresponding policy recommendations are put forward.In order to promote the electric power substitution in the Beijing-Tianjin-Hebei rural area scale application.This study can not only promote the development of electric power substitution, but also play an important role in alleviating the problem of urban haze. It can also be used for reference in promoting the development of power substitution in China.
