【摘要】：2015年3月,電改“9號文”提出了增量配電業(yè)務(wù)開放的重要改革舉措,這意味著其他市場主體都可以參與到競爭性配售電業(yè)務(wù)中,這將打破電網(wǎng)公司主導(dǎo)配售電市場的現(xiàn)狀。新電改的落地對電力行業(yè)帶來了鏈條式的沖擊,但是應(yīng)當(dāng)認(rèn)識到新電改啟動的主要目的是提高電力行業(yè)的整體效率,構(gòu)建綠色低碳、節(jié)能減排的電力體系,因此,電改對于電網(wǎng)公司來說不僅是挑戰(zhàn)還是機遇。穩(wěn)妥、務(wù)實地針對本次電改的增量改革思路,研究各省電力政策背景和電力市場背景,探索新電改政策背景下電網(wǎng)公司配電網(wǎng)適應(yīng)性發(fā)展策略,是公司從容應(yīng)對電改形勢、增強整體電力供應(yīng)服務(wù)水平的關(guān)鍵要點之一。論文圍繞新電改下電網(wǎng)公司配電網(wǎng)適應(yīng)性發(fā)展策略的問題,采用了總體背景研究——分模塊研究——發(fā)展策略建議總述的研究思路,主要研究方法和研究內(nèi)容如下:首先,基于新電改相關(guān)政策的解讀,總結(jié)新政策對電網(wǎng)公司發(fā)展配電網(wǎng)業(yè)務(wù)的四大方面影響,分析電網(wǎng)公司在新形勢下發(fā)展配電網(wǎng)規(guī)劃、建設(shè)、運營業(yè)務(wù)所面臨的問題與挑戰(zhàn),并指出重點發(fā)展要求。其次,分為三個章節(jié)對配電網(wǎng)的投資決策問題、規(guī)劃建設(shè)問題、運營發(fā)展問題進行詳細(xì)研究:一是基于電網(wǎng)公司的配電網(wǎng)投資決策模式現(xiàn)狀和問題分析,提出從投資規(guī)模分析、市場信息發(fā)掘、項目評價決策到投資發(fā)起模式的配電網(wǎng)投資決策管理流程;二是就分布式、需求響應(yīng)和儲能對配電網(wǎng)規(guī)劃的技術(shù)和經(jīng)濟性影響進行了分析,明確了配電網(wǎng)規(guī)劃的重要發(fā)展趨勢;三是結(jié)合配網(wǎng)投資決策的不同模式,分析配網(wǎng)“重點運營”和“非重點運營”兩種策略,并探究針對配電網(wǎng)的“重點運營”策略及其商業(yè)模式和盈利模式。最后,基于前文所有研究分析,科學(xué)、有針對性的提出了涵蓋投資決策、規(guī)劃、建設(shè)以及運營的配電網(wǎng)適應(yīng)性發(fā)展思路和發(fā)展策略建議。通過論文研究,取得了以下研究成果,具有一定的創(chuàng)新意義:一是設(shè)計了適應(yīng)新電改、確保電網(wǎng)公司的盈利最大化以及實現(xiàn)電力系統(tǒng)資源優(yōu)化配置的配電網(wǎng)投資決策優(yōu)化管理機制;二是研究新一輪電改政策背景下,分布式并網(wǎng)、需求響應(yīng)、儲能等多元化電源和負(fù)荷的發(fā)展對配電網(wǎng)規(guī)劃的技術(shù)性和經(jīng)濟性影響,論證新業(yè)態(tài)下配電網(wǎng)規(guī)劃趨勢;三是針對電網(wǎng)公司提出配電網(wǎng)規(guī)劃、建設(shè)、運營的全方位適應(yīng)性發(fā)展策略。本論文的研究,能夠從政策背景、市場背景等方面全面地把握電網(wǎng)公司面臨的內(nèi)外部發(fā)展環(huán)境,科學(xué)、正確地提出配電網(wǎng)適應(yīng)性發(fā)展策略,保證公司在各種不確定因素的影響下,揚長避短、持續(xù)擁有較強的市場競爭力,實現(xiàn)電網(wǎng)公司利益水平一定下的配網(wǎng)產(chǎn)業(yè)的健康發(fā)展以及電力系統(tǒng)資源配置最優(yōu)化。
[Abstract]:In March 2015, "9" put forward an important reform measure of opening up incremental distribution service, which means that other market entities can participate in competitive distribution business. This will break the current situation of the power distribution market dominated by grid companies. The landing of the new electricity reform has brought a chain impact to the power industry, but it should be recognized that the main purpose of the new power reform is to improve the overall efficiency of the power industry and to build a green and low-carbon power industry. Energy saving and emission reduction of the power system, therefore, electricity reform is not only a challenge or an opportunity for grid companies. Safely and pragmatically, in view of the incremental reform ideas of this electricity reform, we will study the power policy background and the electricity market background of each province. Under the background of the new power reform policy, it is necessary for the company to deal with the situation of the power reform calmly by exploring the adaptive development strategy of the distribution network of the power grid company. One of the key points to enhance the overall power supply service level. This paper focuses on the problem of the adaptive development strategy of distribution network under the new power transformation, and adopts the research ideas of the overall background research, the sub-module research and the development strategy proposal. The main research methods and contents are as follows: firstly, based on the interpretation of the new power reform policies, this paper summarizes the four major impacts of the new policies on the development of distribution network business of grid companies, and analyzes the distribution network planning and construction of grid companies under the new situation. The problems and challenges faced by the operation business, and the key development requirements are pointed out. Secondly, there are three chapters on the investment decision, planning and construction of the distribution network. The problems of operation development are studied in detail: first, based on the current situation and problem analysis of distribution network investment decision mode of power grid company, the paper puts forward the analysis of investment scale and market information. The distribution network investment decision management process from project evaluation and decision to investment initiation mode, second, the distribution network planning technology and economic impact of distributed, demand response and energy storage are analyzed, and the important development trend of distribution network planning is clarified. The third is to analyze the two strategies of "key operation" and "non-key operation" of distribution network, and probe into the strategy of "key operation", its business model and profit model for distribution network. Based on all the previous research and analysis, scientific and pertinent suggestions are put forward for the adaptive development of distribution network including investment decision, planning, construction and operation. Through the research of this paper, the following research results are obtained. It has certain innovation significance: first, it designs the optimal decision management mechanism of distribution network investment, which adapts to the new power reform, ensures the profit maximization of the power grid company and realizes the optimal allocation of power system resources; second, it studies the background of the new round of electricity reform policy. Distributed grid connection, demand response, energy storage and other diversified power supply and load development have a technical and economic impact on distribution network planning, and demonstrate the distribution network planning trend under the new situation. The research of this paper can comprehensively grasp the internal and external development environment faced by power grid companies from the aspects of policy background and market background, scientifically and correctly put forward the adaptive development strategy of distribution network. Under the influence of various uncertain factors, the company will continue to have strong market competitiveness under the influence of various uncertain factors, so as to realize the healthy development of distribution network industry and the optimization of power system resource allocation under the fixed benefit level of the power grid company.
