長島海事工作船碼頭建設必要性和可行性研究

【摘要】：長島海事工作船碼頭工程是《山東海事局“十三五”發(fā)展規(guī)劃》重點建設項目之一,并且已列入《國家水上交通安全監(jiān)管和救助系統(tǒng)布局規(guī)劃》(2005-2020)。本文在研究分析長島轄區(qū)海洋環(huán)境、通航環(huán)境、交通狀況、海事監(jiān)管、海事設施和存在的主要問題的基礎上,采用模糊綜合評價方法對長島港附近海域風險程度進行了計算評價,從而提出了在長島選址建設海事工作船碼頭的必要性、合理性；同時,結合海巡船舶�？繉嶋H需求,對影響工程建設的主要因素進行了分析論證,通過分析工程選址和工程建設條件,初步提出碼頭總平面布置和水工結構方案,得出了在長島建設115米的海事工作船碼頭,滿足60米級和20米級海巡船舶同時�？渴强尚械摹１疚难芯空J為長島海事工作船碼頭建設是非常必要的、可行的,對今后開展本項目的正式立項工作具有指導意義。本工程建成后將為轄區(qū)海上巡航和海事監(jiān)管工作提供良好的基礎設施保障,進一步縮短應急反應時間,從而有效提高長島水域乃至山東轄區(qū)北部海域的海事監(jiān)管能力,有利于改善通航環(huán)境,維持海上安全,保護海洋環(huán)境,本工程建設具有明顯的社會效益和國民經(jīng)濟效益。
[Abstract]:The long Island Maritime work ship Wharf Project is one of the key construction projects in the 13th Five-Year Development Plan of Shandong Maritime Safety Bureau, and has been included in the layout Plan of the National Maritime Traffic Safety Supervision and Rescue system (2005-2020). Based on the research and analysis of marine environment, navigable environment, traffic condition, maritime supervision, maritime facilities and main problems in long Island area, The fuzzy comprehensive evaluation method is used to calculate and evaluate the risk degree of the sea area near the long Island Port, and the necessity and rationality of selecting the site for the construction of the maritime work ship wharf in long Island are put forward, and at the same time, combined with the actual demand for the call of the sea patrol ship, The main factors affecting the construction of the project are analyzed and demonstrated. By analyzing the site selection of the project and the conditions for the construction of the project, the general layout of the wharf and the scheme of the hydraulic structure are preliminarily put forward, and the maritime work ship wharf of 115 meters is constructed on long Island. It is feasible to meet the requirements of both 60 m and 20 m class sea patrol ships at the same time. In this paper, it is considered that the construction of long Island maritime work ship wharf is very necessary and feasible, and it is of guiding significance for the formal establishment of this project in the future. After the completion of the project, it will provide a good infrastructure guarantee for maritime cruising and maritime supervision work in the jurisdiction, further shorten the emergency response time, thereby effectively improve the maritime supervision capability in the waters of long Island and even in the northern waters of Shandong Province. It is beneficial to improve navigation environment, maintain maritime safety and protect marine environment. The construction of this project has obvious social benefits and national economic benefits.
