【摘要】：本文通過對黑龍江地區(qū)特點(diǎn)的分析,建立了一套以人-船-環(huán)境三個(gè)要素相關(guān)聯(lián)的船舶安全評價(jià)系統(tǒng),用于海事管理對船舶航行安全檢查工作中。 本文旨在通過對基于層次分析法的綜合模糊評價(jià)的研究,為海事管理提供一種安全評估的有效依據(jù)。首先本文介紹了有關(guān)層次分析法的思想,有建立層次分析模型,設(shè)置九分位比例,進(jìn)行判斷矩陣一致性驗(yàn)證以及計(jì)算權(quán)重,同時(shí)介紹了模糊綜合評估的概念,以及隸屬的建立。 在應(yīng)用于船舶安全評估的過程中,首先構(gòu)造了一個(gè)完整的船舶安全評價(jià)體系指標(biāo),人-船-環(huán)境三個(gè)要素構(gòu)成了船舶安全航行的主要因素,并對各要素進(jìn)行了規(guī)律性分析,根據(jù)專家打分和實(shí)際經(jīng)驗(yàn)完成了模糊隸屬度和權(quán)重指標(biāo),對船舶安全進(jìn)行評估。最后本文利用Matlab軟件,完成了權(quán)重指標(biāo)計(jì)算的程序化,以便適用于各種環(huán)境變化,同時(shí)利用Matlab軟件GUI模塊功能,建立安全評估造作界面,形成人機(jī)互動,高效便捷的完成船舶安全評估
[Abstract]:Based on the analysis of the characteristics of Heilongjiang area, a set of ship safety evaluation system based on the three elements of human-ship-environment is established in this paper, which can be used in the inspection of ship navigation safety by maritime management. The purpose of this paper is to provide an effective basis for safety assessment of maritime management through the study of comprehensive fuzzy evaluation based on analytic hierarchy process (AHP). Firstly, this paper introduces the idea of analytic hierarchy process (AHP), including the establishment of AHP model, the setting of nine-digit ratio, the consistency verification of judgment matrix and the calculation of weight. At the same time, the concept of fuzzy comprehensive evaluation and the establishment of membership are introduced. In the process of applying it to ship safety assessment, a complete index of ship safety evaluation system is constructed. The three elements of ship-environment constitute the main factors of ship safety navigation, and the regularity of each factor is analyzed. According to the expert score and practical experience, the fuzzy membership degree and weight index are completed, and the ship safety is evaluated. Finally, this paper uses Matlab software to complete the program of weight index calculation, so as to be suitable for all kinds of environmental changes. At the same time, using the function of GUI module of Matlab software, the safety assessment is built into an interface to form human-computer interaction.
