【摘要】:運(yùn)輸事業(yè)在國家經(jīng)濟(jì)發(fā)展中起著重要的作用,其中海上運(yùn)輸事業(yè)更是有著重中之重的地位。但是伴隨著海上運(yùn)輸?shù)难杆侔l(fā)展,海上交通事故也層出不窮。在對(duì)海上事故原因進(jìn)行分析后發(fā)現(xiàn),有很大一部分事故是由于船員的大意疏忽,工作失誤,或管理人員對(duì)船員的管理不善而造成的。 船員作為海上航行安全的重要影響因素之一,越來越受到人們的關(guān)注。為此,國際勞工組織(ILO)于1958年出臺(tái)了《1958年船員身份證明公約》(SID公約),在1978年,國際海事組織(IMO)又出臺(tái)了《1978年海員培訓(xùn)、發(fā)證和值班標(biāo)準(zhǔn)國際公約》(STCW公約),對(duì)船員的適任內(nèi)容,適任要求,以及適任標(biāo)準(zhǔn)進(jìn)行詳細(xì)規(guī)定,以達(dá)到提高船員的各方面水平的目的,使得船員符合現(xiàn)行的國際船員適任標(biāo)準(zhǔn)。 本文就船員的適任性進(jìn)行綜合評(píng)價(jià)。首先,在明確不同部門,不同級(jí)別船員的職責(zé)與適任要求的基礎(chǔ)上,對(duì)船員的適任性的影響因素進(jìn)行分析,將眾多影響因素概括為船員的業(yè)務(wù)水平,思想素質(zhì),心理素質(zhì)和生理素質(zhì)等四個(gè)方面,全面地構(gòu)建船員的適任性的評(píng)價(jià)指標(biāo)體系,并且通過層次分析的方法確定各個(gè)適任性評(píng)價(jià)指標(biāo)的權(quán)重系數(shù)。最后運(yùn)用模糊綜合評(píng)價(jià)的方法對(duì)船員的適任性給予綜合評(píng)價(jià)。 對(duì)船員的適任性的有效合理的評(píng)價(jià)有利于船公司及其他航運(yùn)企業(yè)的船員管理人員了解船員是否適合任職,為船員管理人員選拔船員,評(píng)價(jià)船員方面提供了理論依據(jù)。從長遠(yuǎn)的角度來看,也有助于減少由于人為因素造成的海難事故數(shù),提升海上運(yùn)輸?shù)陌踩U纤健?br/>[Abstract]:Transportation plays an important role in national economic development, among which maritime transport plays an important role. However, with the rapid development of maritime transport, maritime traffic accidents also emerge in endlessly. After analyzing the causes of the marine accidents, it is found that a large part of the accidents are caused by the carelessness of the crew members, the working errors, or the mismanagement of the crew members by the management staff. As one of the important factors affecting the safety of maritime navigation, crew members have attracted more and more attention. To this end, the International Labour Organization (ILO) published the 1958 Convention on the Identification of Seafarers in 1958 and the Sid Convention. In 1978, the International Maritime Organization (IMO) also introduced the International Convention on Standards of training, Certification and Watchkeeping for Seafarers, 1978. The requirements of suitability and the standards of suitability shall be specified in detail to achieve the purpose of raising the standards of crew members in all respects and to bring them into conformity with the existing international standards of competency of crew members. This paper makes a comprehensive evaluation on the suitability of crew members. First of all, on the basis of defining the duties and requirements of crew members of different departments and ranks, this paper analyzes the influencing factors of seamen's suitability and willfulness, and generalizes many influencing factors as the professional level and ideological quality of crew members. In the four aspects of psychological quality and physiological quality, the evaluation index system of seamen's suitability for captivity is constructed, and the weight coefficient of each suitable willful evaluation index is determined by the method of analytic hierarchy process (AHP). Finally, the method of fuzzy comprehensive evaluation is used to evaluate the suitability of crew. An effective and reasonable evaluation of the suitability of crew members is helpful for the crew management of shipping companies and other shipping enterprises to understand whether the crew is suitable for service, and to provide a theoretical basis for the selection of crew members and the evaluation of crew members. In the long run, it also helps to reduce the number of accidents caused by human factors and to improve the level of safety and security of maritime transportation.
