基于危險(xiǎn)性分析的企業(yè)安全生產(chǎn)事故應(yīng)急預(yù)案研究

【摘要】:在信息快速傳播的今天,突發(fā)事件以特殊的姿態(tài)登上了人們視野的舞臺(tái),這種無(wú)形的推動(dòng),迫使政府、企業(yè)等改變?cè)瓉淼摹邦^痛醫(yī)頭,腳痛醫(yī)腳”的傳統(tǒng)老觀念,逐步向西方探索,學(xué)習(xí)西方“減災(zāi)、預(yù)防、應(yīng)急、恢復(fù)”一條龍的事故控制。應(yīng)急預(yù)案以防止和減少事故損失(包括人、財(cái)、物、環(huán)境等)為目標(biāo),以預(yù)防、處置、控制、恢復(fù)為指導(dǎo)思想,以展開有效的救援行動(dòng)為根本手段,快速處理事故的一個(gè)方案。 目前,政府高度重視宏觀公共事件的應(yīng)急情況,對(duì)微觀企業(yè)應(yīng)急預(yù)案管理控制不足。本論文以汽車制造企業(yè)作為研究對(duì)象,對(duì)危險(xiǎn)源進(jìn)行全面調(diào)查,列出危險(xiǎn)源清單;初步確定以調(diào)漆間為代表的重點(diǎn)危險(xiǎn)源;分析調(diào)漆間的危險(xiǎn)性,確認(rèn)其發(fā)生火災(zāi)爆炸事故的可能性,用道化學(xué)火災(zāi)爆炸指數(shù)法對(duì)調(diào)漆間的火災(zāi)爆炸危險(xiǎn)性進(jìn)行了評(píng)價(jià),得出其固有危險(xiǎn)等級(jí)為中度;結(jié)合企業(yè)現(xiàn)有的安全措施技術(shù),,對(duì)火災(zāi)爆炸指數(shù)進(jìn)行補(bǔ)償,將其固有危險(xiǎn)等級(jí)將到最低,其中應(yīng)急預(yù)案從調(diào)節(jié)安全措施補(bǔ)償系數(shù)的角度出發(fā),對(duì)降低調(diào)漆間固有危險(xiǎn)等級(jí)起了推動(dòng)作用;分析企業(yè)原有預(yù)案、其他類似企業(yè)的應(yīng)急預(yù)案,征詢專家意見;最終制定了應(yīng)急預(yù)案,為編制應(yīng)急預(yù)案提供了參考數(shù)據(jù)。 由于法律法規(guī)更新、科技創(chuàng)新和人們認(rèn)識(shí)水平的提高,人們對(duì)應(yīng)急預(yù)案的要求也越來越嚴(yán);加之企業(yè)的生產(chǎn)實(shí)際情況也會(huì)發(fā)生變化,這就要求我們不斷重視應(yīng)急預(yù)案工作,做好應(yīng)急預(yù)案的動(dòng)態(tài)更新和改進(jìn)工作。
[Abstract]:Today, with the rapid spread of information, emergencies have stepped on the stage of people's vision in a special manner. This invisible promotion has forced the government, enterprises, and so on to change the original traditional old concept of "treating the head and treating the foot." Gradually explore and learn from the West "disaster reduction, prevention, emergency, recovery" one-stop accident control. The emergency plan aims at preventing and reducing accident losses (including human, financial, material, environment, etc.), taking prevention, disposal, control and recovery as the guiding ideology, and carrying out effective rescue operations as the fundamental means to deal with accidents quickly. At present, the government attaches great importance to the emergency situation of macro-public events, and insufficient control over the emergency plan management of micro-enterprises. In this paper, automobile manufacturing enterprises are taken as the research object, the hazard sources are investigated comprehensively, the list of dangerous sources is listed, and the key dangerous sources represented by lacquer room are preliminarily determined. The risk of painting room is analyzed and the possibility of fire and explosion accident is confirmed. The fire and explosion risk of lacquer room is evaluated by chemical fire and explosion index method, and the inherent risk grade is moderate. Combined with the existing safety measures technology of the enterprise, the fire and explosion index will be compensated, and its inherent risk grade will be minimized. Among them, the emergency plan starts from the point of view of adjusting the compensation coefficient of safety measures. It plays an important role in reducing the inherent risk grade between paint blending and painting. The original plan of the enterprise and the emergency plan of other similar enterprises are analyzed, and the expert opinions are consulted. Finally, the emergency plan is worked out, which provides the reference data for the preparation of the emergency plan. Due to the renewal of laws and regulations, scientific and technological innovation and the improvement of people's understanding, people's requirements for emergency plans are becoming more and more stringent. In addition, the actual production situation of the enterprise will also change, which requires us to attach importance to the emergency plan work and do a good job in the dynamic updating and improvement of the emergency plan.
