【摘要】：鐵路貨運(yùn)安全問題一直作為鐵路貨運(yùn)質(zhì)量的核心內(nèi)容,如今鐵路貨物列車運(yùn)行速度有了較大幅度提高,另一方面鐵路承運(yùn)貨物品類不斷豐富、總量不斷增加,對(duì)鐵路貨運(yùn)安全有了更新、更高的要求。本文將風(fēng)險(xiǎn)管理理論應(yīng)用于鐵路貨運(yùn),圍繞鐵路貨運(yùn)適用的風(fēng)險(xiǎn)管理分析框架,它是風(fēng)險(xiǎn)管理的基礎(chǔ)、風(fēng)險(xiǎn)管理的組織、風(fēng)險(xiǎn)管理的流程、風(fēng)險(xiǎn)管理文化、風(fēng)險(xiǎn)管理溝通、風(fēng)險(xiǎn)管理監(jiān)督和控制六個(gè)方面展開。 論文提出了運(yùn)用了PNRS理論對(duì)PNRS的風(fēng)險(xiǎn)進(jìn)行了分析,并對(duì)鐵路貨運(yùn)的風(fēng)險(xiǎn)進(jìn)行了梳理,揭示了鐵路貨運(yùn)的運(yùn)營(yíng)風(fēng)險(xiǎn)和PNRS風(fēng)險(xiǎn),最后指出鐵路貨運(yùn)應(yīng)在管理基礎(chǔ)、流程、組織、流程、文化、溝通平臺(tái)、監(jiān)督控制方面加強(qiáng)建設(shè)。
[Abstract]:Railway freight safety has always been the core content of railway freight quality. Nowadays, the running speed of railway freight trains has been greatly improved. On the other hand, the types of railway freight goods are constantly rich and the total amount is increasing. Railway freight safety has been updated, higher requirements. In this paper, the theory of risk management is applied to railway freight transportation, which is the basis of risk management, the organization of risk management, the process of risk management, the culture of risk management and the communication of risk management. Risk management supervision and control are carried out in six aspects. This paper puts forward the use of PNRS theory to analyze the risk of PNRS, combs the risk of railway freight transportation, reveals the operation risk and PNRS risk of railway freight transportation, and finally points out that railway freight transportation should be based on management, process and organization. Strengthen the construction of process, culture, communication platform, supervision and control.
