【摘要】：近年來,隨著經(jīng)濟(jì)的快速增長,我國港口建設(shè)處于快速發(fā)展時(shí)期,貨物吞吐量不斷增長,其中石油化工碼頭企業(yè)所占數(shù)量最大,由于油品、液體化工品本身的危險(xiǎn)特性和碼頭裝卸作業(yè)過程的特殊性,一旦發(fā)生事故,不僅造成嚴(yán)重的后果和損失,也勢(shì)必阻礙港口的發(fā)展。目前,石油化工碼頭企業(yè)技術(shù)水平參差不齊,裝卸設(shè)備設(shè)施陳舊的石油化工碼頭企業(yè)仍有一定數(shù)量,在安全管理上也存在不足,如安全管理水平參差不齊,安全管理體系的建立和實(shí)施滯后等,這些因素均嚴(yán)重影響了石油化工碼頭企業(yè)的安全運(yùn)營。 首先,本文闡述石油化工碼頭企業(yè)安全生產(chǎn)的特點(diǎn)、安全生產(chǎn)標(biāo)準(zhǔn)化的定義與相關(guān)因素、安全生產(chǎn)標(biāo)準(zhǔn)化相關(guān)的方針政策、法律法規(guī)與標(biāo)準(zhǔn)規(guī)范、我國石油化工碼頭企業(yè)安全生產(chǎn)現(xiàn)狀,研究分析相關(guān)政策及企業(yè)安全生產(chǎn)存在的問題。 其次,提出安全生產(chǎn)標(biāo)準(zhǔn)化體系的構(gòu)建原則,分析石油化工碼頭企業(yè)安全生產(chǎn)影響因素,構(gòu)建石油化工碼頭企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化指標(biāo)體系框架,利用基于熵權(quán)法的模糊綜合評(píng)價(jià)給出各指標(biāo)要素權(quán)重,在此基礎(chǔ)上編制石油化工碼頭企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化指標(biāo)體系。 最后,通過對(duì)石油化工碼頭企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化指標(biāo)體系在兩個(gè)企業(yè)進(jìn)行評(píng)價(jià)應(yīng)用的實(shí)證分析,驗(yàn)證指標(biāo)體系的合理性,并提出針對(duì)性的對(duì)策建議。
[Abstract]:In recent years, with the rapid growth of the economy, the port construction of our country is in the rapid development period, the cargo throughput is increasing, in which the number of the petrochemical terminal enterprises is the largest, due to the dangerous characteristics of the oil products, the liquid chemicals and the particularity of the loading and unloading operation process of the terminal, In the event of an accident, it will not only cause serious consequences and losses, but also hinder the development of the port. At present, the technical level of the petrochemical wharf enterprises is uneven, and the old petrochemical terminal enterprises of the loading and unloading equipment facilities still have a certain quantity, and the safety management level is not enough, such as the uneven safety management level, the establishment and implementation of the safety management system, and the like, These factors seriously affect the safe operation of the petrochemical terminal enterprise. First of all, this paper expounds the characteristics of the safety production of the petrochemical wharf enterprise, the definition of the standardization of safety production and the relevant factors, the principles and policies related to the standardization of safety production, the laws and regulations and the standard specifications, and the safety production of the petrochemical wharf enterprise in China. The Research and Analysis of the Related Policies and the Problems in the Production of the Enterprise's Safety Secondly, put forward the construction principle of the safety production standardization system, analyze the influencing factors of the safety production of the petrochemical wharf enterprise, build the framework of the standardized index system of the safety production of the petrochemical wharf enterprise, and give the indexes to be given by using the fuzzy comprehensive evaluation based on the entropy method. On the basis of this, the standardization of the safety production of the petrochemical wharf enterprise is prepared. Finally, through the empirical analysis of the evaluation and application of the safety production standardization index system of the petrochemical wharf in two enterprises, the rationality of the index system is verified, and the aim is put forward.
