港口重點(diǎn)設(shè)備安全監(jiān)管與事故應(yīng)急信息系統(tǒng)原型研究

【摘要】:隨著港口規(guī);、現(xiàn)代化的發(fā)展,港口設(shè)備逐漸向大型化、復(fù)雜化、自動(dòng)化發(fā)展,現(xiàn)代港口作業(yè)也越來(lái)越依賴于這些現(xiàn)代化設(shè)備。港口設(shè)備的更新變化,大大提高了港口的作業(yè)效率,加快了港口的經(jīng)濟(jì)發(fā)展,同時(shí)也提高了港口作業(yè)人員與港口設(shè)備的接觸幾率,增加了港口安全隱患?梢,港口設(shè)備的安全問(wèn)題不僅關(guān)系到港口生產(chǎn)活動(dòng)順利進(jìn)行,更關(guān)系到港口作業(yè)人員的生命安全,港口設(shè)備的安全問(wèn)題必須得到足夠的重視。 論文的研究對(duì)象為港口重點(diǎn)設(shè)備,研究工作圍繞安全監(jiān)管和事故應(yīng)急兩個(gè)方面展開。港口重點(diǎn)設(shè)備的安全監(jiān)管的內(nèi)涵比較廣,論文著重于港口重點(diǎn)設(shè)備的風(fēng)險(xiǎn)管理。首先界定了港口重點(diǎn)設(shè)備(含特種設(shè)備)類型;分析了港口重點(diǎn)設(shè)備的風(fēng)險(xiǎn)等級(jí),采用模糊綜合評(píng)價(jià)法進(jìn)行了港口重點(diǎn)設(shè)備的風(fēng)險(xiǎn)評(píng)價(jià);在此基礎(chǔ)上,利用港口重點(diǎn)設(shè)備的歷史風(fēng)險(xiǎn)數(shù)據(jù),結(jié)合BP神經(jīng)網(wǎng)絡(luò)模型,實(shí)現(xiàn)港口重點(diǎn)設(shè)備風(fēng)險(xiǎn)態(tài)勢(shì)預(yù)測(cè)。港口重點(diǎn)設(shè)備事故應(yīng)急管理的內(nèi)容也比較多,論文著重于港口重點(diǎn)設(shè)備的事故應(yīng)急處置方法和應(yīng)急信息研究。首先分析了港口重點(diǎn)設(shè)備的事故類型及其應(yīng)急處置方法,建立事故應(yīng)急處置方法庫(kù);針對(duì)事故應(yīng)急處置中應(yīng)急資源的重要性,建立了應(yīng)急人員數(shù)據(jù)庫(kù)、應(yīng)急設(shè)備數(shù)據(jù)庫(kù)等;完成了應(yīng)急信息系統(tǒng)的功能設(shè)計(jì),開發(fā)了應(yīng)急信息原型系統(tǒng)。港口重點(diǎn)設(shè)備安全監(jiān)管與應(yīng)急信息系統(tǒng)的研究,可以為事故的預(yù)防預(yù)警,事故的快速響應(yīng)提供有力的支持,從而保障港口重點(diǎn)設(shè)備的安全,降低事故損失。
[Abstract]:With the development of port scale and modernization, port equipment is becoming more and more large-scale, complicated and automated, and modern port operation is more and more dependent on these modern equipment. The renewal and change of port equipment greatly improve the efficiency of port operation, speed up the economic development of port, increase the contact probability between port operators and port equipment, and increase the hidden danger of port security. It can be seen that the safety of port equipment is not only related to the smooth progress of port production activities, but also related to the safety of port operators, and the safety of port equipment must be paid enough attention to. The research object of this paper is the port key equipment, the research work revolves around the safety supervision and the accident emergency. The connotation of port key equipment safety supervision is broad, the paper focuses on the risk management of port key equipment. Firstly, the types of port key equipment (including special equipment) are defined, the risk grade of port key equipment is analyzed, and the risk evaluation of port key equipment is carried out by using fuzzy comprehensive evaluation method. On this basis, using the historical risk data of the port key equipment, combined with the BP neural network model, the risk situation prediction of the port key equipment is realized. The content of emergency management of port key equipment accident is also more. The thesis focuses on the research of emergency disposal method and emergency information of port key equipment. Firstly, this paper analyzes the accident types and emergency disposal methods of port key equipment, establishes the emergency disposal method database, and establishes the emergency personnel database, emergency equipment database and so on, aiming at the importance of emergency resources in emergency treatment. The function design of emergency information system is completed, and the prototype system of emergency information is developed. The study of port key equipment safety supervision and emergency information system can provide strong support for the prevention and early warning of accidents and the rapid response of accidents, thus ensuring the safety of port key equipment and reducing the loss of accidents.
