危險(xiǎn)貨物道路運(yùn)輸安全監(jiān)管體系研究
[Abstract]:With the rapid development of petroleum and chemical industry in China and the extension of petrochemical industry chain, the dangerous goods industry has derived a large number of logistics demand, which brings great opportunities and challenges to the dangerous goods transportation industry. There are two main ways of transportation of dangerous goods in China: road transportation and railway transportation, of which 80% depend on road transportation. According to incomplete statistics, the volume of road transport of dangerous goods in China now exceeds 1 billion tons each year, and more than 300,000 dangerous goods transport vehicles travel on the roads. In order to effectively deter enterprises from "monitoring but not controlling" and "hanging over" and other problems, such as illegal consignment of dangerous goods and illegal transportation of dangerous goods, and other acts that disrupt the market order, In order to improve the management and precision of road transport of dangerous goods, it is necessary to study the safety supervision system of road transportation of dangerous goods and establish a perfect electronic waybill management system for road transport of dangerous goods. From the angle of how to improve the safety supervision system of road dangerous goods transportation, this paper analyzes the present situation, achievements and existing problems of road transport of dangerous goods in China. And the deep-level legal causes of the problems are systematically combed; Secondly, it analyzes the connotation and characteristics of road transport of dangerous goods, focusing on the objects of "goods, enterprises, personnel, vehicles, venues" and the links of "consignment, loading and unloading, transportation, emergency", etc. The preliminary construction of dangerous goods road transport safety supervision system; Then, the supervision mechanism of road transport of dangerous goods is deeply analyzed, and then the electronic waybill management system of road transport of dangerous goods is developed, including the application subsystem of transportation enterprises and the subsystem of industry supervision. Finally, taking Hainan Province as an example, the case application analysis is carried out. This paper discusses the safety supervision system of dangerous goods road transportation, and the research results have certain practical guiding significance for the industry management departments to carry out dangerous goods road transport safety supervision and electronic waybill management.
