長江航道重點航段突發(fā)事件應(yīng)急資源配置系統(tǒng)研究及實現(xiàn)
[Abstract]:With the rapid development of China's economy, the transportation industry is also booming. Among them, waterway transportation as one of the main means of transportation of goods and goods is also increasingly prosperous. Through the development of Yangtze River shipping to alleviate the transport tension improve the ecological environment and adjust the productive forces structure to promote the development of national economy and society. However, waterway transportation accidents also occur, threatening the environment, property and even the safety of life. Therefore, the emergency rescue work of waterway traffic accident is very important. Waterway emergency rescue work mainly includes the location of emergency rescue base and the allocation of emergency resources. The main contents of this paper are as follows: based on the analysis of the types, characteristics and characteristics of the Yangtze River shipping traffic accidents, this paper summarizes the classification methods of emergency materials, including the classification of emergency materials according to the scope of use. According to the classification of important degree, according to accident inducement, according to the use of emergency materials, according to the classification of emergency materials, and the use of cluster analysis method to classify the Yangtze River emergency materials. Through the analysis of the four year data provided by the Yangtze River Maritime Safety Bureau, we can understand the comparison of the number of accidents occurring within the jurisdiction of the Yangtze River Maritime Safety Bureau, and discuss the Wuhan section, and conclude the accident rate at all levels within four years of the Wuhan section. The quantity of each use of some substances in accidents at all levels is summed up, which can be used to predict the future accident demand and provide resources for this purpose. Through summing up the domestic and foreign emergency rescue base location model, including the median model, the absolute midpoint model, the set coverage model, the maximum coverage model and so on. According to the characteristics of waterway traffic accidents, this paper uses the fuzzy analytic hierarchy process (AHP) to establish the emergency mechanism location scheme and the emergency base location model. In the aspect of resource allocation of emergency rescue base, this paper summarizes the methods of resource allocation of emergency rescue base at home and abroad, and according to the characteristics of waterway traffic accident, this paper constructs the model of emergency resource allocation. A multi-stage decision-making method is proposed to solve the emergency resource model. According to the classification results of emergency materials, the direct correlation analysis between emergency materials and waterway traffic accidents, the location of emergency rescue base and the method of allocation of emergency resources, the requirement analysis and database design of emergency relief system are carried out. Code design and interface design are used to realize the software system of emergency resource allocation in key navigation section of Yangtze River. The results of this paper can provide theoretical basis for the Yangtze River shipping department to formulate the location of rescue base and the emergency resource allocation scheme.
