【摘要】：三級(jí)危險(xiǎn)化學(xué)品從業(yè)單位的安全管理是安全生產(chǎn)工作的重點(diǎn)和難點(diǎn)，由于其生產(chǎn)工藝普遍落后，人員素質(zhì)難以適應(yīng)現(xiàn)代化生產(chǎn)要求，安全管理能力較差，，造成事故多發(fā)。當(dāng)前，三級(jí)危險(xiǎn)化學(xué)品企業(yè)通過實(shí)施安全評價(jià)和安全生產(chǎn)標(biāo)準(zhǔn)化來提高企業(yè)的安全管理水平，保障生產(chǎn)、經(jīng)營的安全狀態(tài)。在實(shí)施過程中，企業(yè)、監(jiān)管部門和安全中介機(jī)構(gòu)三方的因素都會(huì)影響到企業(yè)的安全管理工作。 本文通過運(yùn)用系統(tǒng)的思想將企業(yè)，監(jiān)管部門和安全中介機(jī)構(gòu)在安全工作中發(fā)揮的作用進(jìn)行整合分析，同時(shí)通過對三級(jí)危險(xiǎn)化學(xué)品企業(yè)的實(shí)際情況調(diào)查研究，找到影響企業(yè)安全管理工作推進(jìn)的關(guān)鍵性因素。為依托安全評價(jià)和安全生產(chǎn)標(biāo)準(zhǔn)化來保障安全生產(chǎn)狀態(tài)的企業(yè)提供進(jìn)一步發(fā)揮其科學(xué)指導(dǎo)性作用的建議。 根據(jù)調(diào)查的內(nèi)容和統(tǒng)計(jì)分析的結(jié)果發(fā)現(xiàn)推進(jìn)安全管理工作中遇到的問題以及影響安全管理工作推進(jìn)的要素。采用解釋結(jié)構(gòu)模型法（Interpretative StructuralModeling）對這些要素的關(guān)鍵性以及相互關(guān)系進(jìn)行分析。通過解釋結(jié)構(gòu)模型，找到模型中5條因素通路，得到了提升三級(jí)危險(xiǎn)化學(xué)品企業(yè)安全管理水平的對策措施。
[Abstract]:The safety management of the tertiary hazardous chemical units is the key and difficult point of the work of safety production. Because of its backward production technology, the personnel quality is difficult to adapt to the requirements of modern production, the safety management ability is poor, resulting in frequent accidents. At present, the level of safety management is improved and the safe state of production and operation is ensured by implementing safety evaluation and safety standardization in the third grade hazardous chemical enterprises. In the process of implementation, the tripartite factors of enterprises, regulatory authorities and safety intermediaries will affect the safety management of enterprises. In this paper, the role of enterprises, regulatory departments and safety intermediaries in safety work is integrated and analyzed by using systematic thinking. At the same time, through the investigation and study of the actual situation of third-level hazardous chemical enterprises, Find out the key factors that affect the safety management of enterprises. It provides suggestions for enterprises which rely on safety evaluation and safety standardization to ensure safe production status and give further play to their scientific guidance role. According to the contents of the survey and the results of statistical analysis, the problems encountered in the promotion of safety management and the factors affecting the promotion of safety management are found. The key and interrelation of these elements are analyzed by using the explanatory structural model method (Interpretative StructuralModeling). By explaining the structural model and finding out five factor paths in the model, the countermeasures to improve the safety management level of the third-level hazardous chemicals enterprises are obtained.
