重慶農(nóng)村客運(yùn)運(yùn)營(yíng)模式與安全管理研究

【摘要】:發(fā)展農(nóng)村客運(yùn)是實(shí)踐科學(xué)發(fā)展觀,貫徹國(guó)家統(tǒng)籌城鄉(xiāng)戰(zhàn)略,是繁榮農(nóng)村經(jīng)濟(jì)、惠澤百姓、提高廣大農(nóng)村人口生活水平的重大民生工程。農(nóng)村客運(yùn)的服務(wù)對(duì)象為廣大農(nóng)村人口,農(nóng)村人口居住分散,農(nóng)民的生產(chǎn)、生活出行時(shí)間不固定,出行需求多樣化,農(nóng)村客運(yùn)具有與城市客運(yùn)、城際客運(yùn)相比具有特殊性、復(fù)雜性,其運(yùn)輸組織和管理難以直接應(yīng)用傳統(tǒng)方法。系統(tǒng)研究農(nóng)村客運(yùn)的運(yùn)營(yíng)模式、管理機(jī)制,有利于解決當(dāng)前城鄉(xiāng)客運(yùn)運(yùn)輸不暢、效率不高、市場(chǎng)不規(guī)范等問(wèn)題,突破農(nóng)村客運(yùn)發(fā)展瓶頸,其研究對(duì)理順農(nóng)村客運(yùn)管理機(jī)制,提高農(nóng)村客運(yùn)服務(wù)水平,推動(dòng)城鄉(xiāng)客運(yùn)一體化發(fā)展進(jìn)程具有重要意義。 本文采用調(diào)查分析和理論分析相結(jié)合的方法,對(duì)農(nóng)村客運(yùn)運(yùn)營(yíng)模式與安全管理進(jìn)行系統(tǒng)研究。其中,交通調(diào)查采用實(shí)地走訪、表格調(diào)查、座談?wù){(diào)研等方式。理論研究運(yùn)用區(qū)域經(jīng)濟(jì)學(xué)、交通規(guī)劃學(xué)、系統(tǒng)工程學(xué)研究農(nóng)村客運(yùn)與社會(huì)經(jīng)濟(jì)發(fā)展關(guān)系模型、農(nóng)村客運(yùn)安全模型、農(nóng)村客運(yùn)成本模型,并對(duì)農(nóng)村客運(yùn)站建設(shè)、管理與維護(hù)等提出對(duì)策建議。通過(guò)研究農(nóng)村客運(yùn)與社會(huì)經(jīng)濟(jì)、城鄉(xiāng)發(fā)展的內(nèi)在聯(lián)系,探索農(nóng)村客運(yùn)發(fā)展機(jī)理。主要對(duì)重慶農(nóng)村客運(yùn)的運(yùn)營(yíng)組織、客運(yùn)站建設(shè)、安全管理等方面進(jìn)行深入系統(tǒng)研究,提出適合重慶農(nóng)村地區(qū)的客運(yùn)運(yùn)輸組織形式與管理方式。研究農(nóng)村客運(yùn)站建設(shè)、維護(hù)管理中存在的問(wèn)題,對(duì)客運(yùn)站的合理建設(shè)規(guī)模、建設(shè)資金、維護(hù)方式等問(wèn)題進(jìn)行深入研究。
[Abstract]:The development of rural passenger transportation is an important project of people's livelihood, which is to practice the scientific development view, carry out the strategy of coordinating urban and rural areas, and prosper the rural economy, benefit the common people and improve the living standard of the rural population. The service objects of rural passenger transport are the vast rural population, the rural population living scattered, the production of farmers, the life travel time is not fixed, the travel demand is diverse, rural passenger transport has the particularity compared with urban passenger transport and inter-city passenger transport. Because of its complexity, its transportation organization and management are difficult to directly apply traditional methods. The systematic research on the operation mode and management mechanism of rural passenger transport is helpful to solve the problems of the current urban and rural passenger transport, such as poor transportation, low efficiency, non-standard market and so on, and break through the bottleneck of rural passenger transport development. It is of great significance to improve the service level of rural passenger transport and promote the development of urban and rural passenger transport integration. In this paper, the method of investigation and theoretical analysis is used to systematically study the mode of rural passenger transport operation and safety management. Among them, the traffic survey uses the field visit, the form investigation, the discussion investigation and so on way and so on. The theoretical study applies regional economics, traffic planning and systems engineering to study the relationship between rural passenger transport and socio-economic development model, rural passenger transport safety model, rural passenger transport cost model, and the construction of rural passenger station. Management and maintenance, etc., put forward countermeasures and suggestions. By studying the internal relation between rural passenger transport and social economy, urban and rural development, this paper explores the mechanism of rural passenger transport development. This paper makes a deep and systematic study on the operation organization, passenger station construction and safety management of rural passenger transport in Chongqing, and puts forward the organization form and management mode of passenger transport suitable for the rural area of Chongqing. This paper studies the problems existing in the construction and maintenance management of rural passenger stations, and makes a thorough study on the reasonable construction scale, construction funds, maintenance methods and so on.
