【摘要】：S項目是中國石油吉林石化公司“十二五”重點投資項目,該項目坐落在中國石油吉林石化公司東部廠區(qū)內,項目總投資2280萬元。主要由加氫精制裝置、中間原料油罐區(qū)、成品罐組區(qū)、鐵路停車線等四個主要部分組成,為了節(jié)省項目投資,S項目是在原有廢棄裝置的基礎上利舊部分設備管線,建設的新型石油煉化深加工裝置,屬于新建與改建并存項目,施工地域受限,周圍毗鄰多個在用生產裝置,項目建設情況復雜涉及到舊裝置拆除、土建工程、設備安裝、工藝管線安裝、電氣儀表安裝等多項作業(yè),項目安全管理風險較大。 施工安全管理是項目建設管理的重要內容。針對大型石油煉化工程項目建設施工安全管理的特點,本文以S項目為例對整個工程項目進行了(WBS)工程結構分解,在相關安全科學理論分析的基礎上,結合企業(yè)HSE管理運行模式,分析了S項目存在的風險,提出相對應的安全控制手段,由于采取了必要的安全控制措施,使S項目在實施過程中有效規(guī)避了風險,實現了安全建設目標。同時S項目的順利實施為吉林石化公司建設同類裝置邁入科學化、規(guī)范化軌道積累了一定經驗,也為今后提升企業(yè)產品核心競爭能力、加快產業(yè)技術升級,打造千億元綜合能源石化公司目標具有非常重要的意義。
[Abstract]:S project is a key investment project of PetroChina Jilin Petrochemical Company, which is located in the eastern plant area of PetroChina Jilin Petrochemical Company. The total investment of the project is 22.8 million yuan. It is mainly composed of four main parts: hydrofining unit, intermediate feedstock oil tank area, finished product tank assembly area, railway parking line, etc. In order to save project investment, S project is to benefit the old part equipment pipeline on the basis of the original waste plant. The new type of petroleum refining and chemical deep processing equipment built belongs to the co-existing project of new construction and reconstruction, the construction area is limited, and the surrounding area is adjacent to a number of active production devices. The complex construction situation of the project involves the demolition of old equipment, civil engineering and installation of equipment. Process pipeline installation, electrical instrument installation and other operations, project safety management risk. Construction safety management is an important part of project construction management. In view of the characteristics of construction safety management of large petroleum refining and chemical engineering project, this paper takes S project as an example to decompose the whole project structure of (WBS), based on the analysis of relevant safety science theory. Combined with the operation mode of enterprise HSE management, the risk of S project is analyzed, and the corresponding safety control measures are put forward. As a result of taking necessary safety control measures, S project can effectively avoid the risk in the process of implementation. The goal of safety construction has been realized. At the same time, the successful implementation of the S project has accumulated some experience for Jilin Petrochemical Company to build similar units into a scientific and standardized track, as well as to enhance the core competitiveness of enterprise products and speed up the upgrading of industrial technology in the future. It is of great significance to build a hundred billion yuan comprehensive energy and petrochemical company.
