基于模糊層次-LEC法的兵器企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化評價研究

【摘要】:近年來,由國家安監(jiān)總局的推動,安全生產(chǎn)標(biāo)準(zhǔn)化已然在我國各行業(yè)的各企業(yè)內(nèi)相續(xù)進(jìn)行。兵器企業(yè)屬于高危險行業(yè),相比其他行業(yè)發(fā)生一般事故、較大事故的概率較高。在兵器企業(yè)生產(chǎn)性質(zhì)的作用下,兵器企業(yè)若發(fā)生事故即會產(chǎn)生不可估量的人員、財產(chǎn)損失。由此,強(qiáng)化標(biāo)準(zhǔn)化在兵器企業(yè)中的建設(shè),改進(jìn)兵器企業(yè)標(biāo)準(zhǔn)化考評工作,使考評方法更為科學(xué)合理,考評結(jié)果更能體現(xiàn)企業(yè)現(xiàn)狀,并持續(xù)改進(jìn),以應(yīng)對我國構(gòu)建安全生產(chǎn)標(biāo)準(zhǔn)化的大環(huán)境和大形勢,且對于準(zhǔn)確衡量兵器企業(yè)標(biāo)準(zhǔn)化程度,提高標(biāo)準(zhǔn)化水平,并在日常管理中重點(diǎn)監(jiān)控以預(yù)防兵器企業(yè)高危事故發(fā)生,促進(jìn)兵器企業(yè)經(jīng)濟(jì)的可持續(xù)發(fā)展具有重要意義。本文以《中國兵器工業(yè)集團(tuán)公司安全生產(chǎn)標(biāo)準(zhǔn)化考評標(biāo)準(zhǔn)》為基礎(chǔ),首次將模糊層次和LEC法相結(jié)合,引入標(biāo)準(zhǔn)化考評中,并將其在某兵器企業(yè)標(biāo)準(zhǔn)化考評中實(shí)際運(yùn)用。通過建立模糊層次-LEC法評價體系,以該兵器企業(yè)為研究對象,在對企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化單純的全盤對標(biāo)檢查基礎(chǔ)上,利用LEC法評價突出了該企業(yè)標(biāo)準(zhǔn)化中應(yīng)關(guān)注的高危設(shè)備或高危作業(yè)崗位等高?荚u項(xiàng)目的重點(diǎn)關(guān)注問題。并通過模糊層次法對高?荚u項(xiàng)目的安全性評估計(jì)算,以高?荚u項(xiàng)目的安全性評估結(jié)果為參考依據(jù),由于二八定律(80%事故發(fā)生在20%的高危行業(yè)(裝置))可知高?荚u項(xiàng)目的安全與否對企業(yè)整體安全水平關(guān)系重大,從而通過專家評議而最終判定高?荚u項(xiàng)目是否對企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化的考評現(xiàn)狀產(chǎn)生不利影響,是否對已考評得出的安全生產(chǎn)標(biāo)準(zhǔn)化現(xiàn)有得分和等級產(chǎn)生質(zhì)疑甚至構(gòu)成否定,驗(yàn)證了企業(yè)原有評定的標(biāo)準(zhǔn)化等級是否準(zhǔn)確。運(yùn)用LEC法綜合分析企業(yè)各考評項(xiàng)的風(fēng)險水平,再利用模糊層次法對具體考評項(xiàng)進(jìn)行安全性評估,解決了在企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化考評中由于標(biāo)準(zhǔn)化等級的判定不準(zhǔn)確、標(biāo)準(zhǔn)化等級評定過高造成企業(yè)對不達(dá)標(biāo)的高危項(xiàng)目忽視從而帶給企業(yè)重大人身傷害、財產(chǎn)損失問題,以及安全生產(chǎn)標(biāo)準(zhǔn)化工作中整改重點(diǎn)、企業(yè)日常監(jiān)管方向不明確的問題。通過本文的研究使企業(yè)整體安全生產(chǎn)標(biāo)準(zhǔn)化的級別劃分更為清楚、準(zhǔn)確,使兵器企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化考評更合理、重點(diǎn)更突出,為兵器企業(yè)的安全生產(chǎn)標(biāo)準(zhǔn)化考評工作的科學(xué)性發(fā)展奠定理論基礎(chǔ)。
[Abstract]:In recent years, the standardization of production safety has been carried out continuously in all industries of our country, promoted by the State Administration of Safety Supervision. Weapon enterprises belong to high risk industries, and the probability of larger accidents is higher than that of other industries. Under the action of the production nature of the weapon enterprise, if the accident occurs, it will produce inestimable loss of personnel and property. Therefore, we should strengthen the construction of standardization in weapon enterprises, improve the standardization and evaluation of weapon enterprises, make the evaluation methods more scientific and reasonable, and the evaluation results can better reflect the present situation of the enterprises and continue to improve. In order to deal with the environment and situation of constructing standardization of production safety in our country, and to measure accurately the standardization degree of weapon enterprises, to improve the level of standardization, and to focus on monitoring in daily management to prevent the occurrence of high risk accidents in weapon enterprises. It is of great significance to promote the sustainable development of weapon enterprise economy. Based on the Standard of Standardization of production Safety of China Armament Industry Group Company, this paper, for the first time, combines fuzzy hierarchy with LEC method, and introduces it into the standardized evaluation, and applies it to the standardization evaluation of a certain weapon enterprise for the first time. Through the establishment of fuzzy hierarchy LEC method evaluation system, taking the weapon enterprise as the research object, on the basis of the standardization of enterprise safety production and the simple overall inspection of the standard, The application of LEC method to the evaluation of high risk equipment or high risk jobs in the standardization of the enterprise has highlighted the key issues of the high risk assessment projects. The safety evaluation of high risk evaluation project is calculated by fuzzy hierarchy method, and the safety evaluation results of high risk evaluation project are taken as reference. Because the Law of 28 (80% of accidents occurred in 20% of high-risk industries (installations) shows that the safety of high risk assessment projects is of great importance to the overall safety level of enterprises. Therefore, through the expert evaluation, the author finally determines whether the high risk evaluation project has a negative impact on the status quo of the standardization of production safety in enterprises, and whether the existing scores and grades of the safety production standardization obtained by the evaluation have been questioned or even negatived. It verifies whether the standardization grade of the original evaluation of the enterprise is accurate or not. The LEC method is used to synthetically analyze the risk level of each evaluation item in enterprises, and then the fuzzy hierarchy method is used to evaluate the safety of the specific evaluation items, which resolves the inaccuracy of the standardization grade in the enterprise safety production standardization evaluation. The high standardization grade causes the enterprises to ignore the high risk items which do not meet the standard, thus brings the enterprise serious personal injury, the property loss problem, as well as the safety production standardization work rectifies the focal point, the enterprise daily supervision direction is not clear. Through the research of this paper, the classification of the overall safety production standardization of the enterprise is more clear and accurate, and the evaluation of the standardization of the production safety of the weapon enterprises is more reasonable and the emphasis is more prominent. It lays a theoretical foundation for the scientific development of standardization of production safety in weapon enterprises.
