【摘要】：水上交通安全包括公司、船舶、船員和環(huán)境等諸多因素,航運公司的安全工作是水上交通安全中至關重要的因素之一。航運公司的安全管理工作中包括航運公司的內(nèi)部安全生產(chǎn)和相關政府管理部門如海事部門對航運公司的外部安全監(jiān)管工作兩個方面,其中航運公司承擔安全管理主體責任,政府管理部門依照法律法規(guī)要求,制定執(zhí)行航運公司安全管理制度,規(guī)范航運市場,對航運公司安全生產(chǎn)工作的執(zhí)行情況監(jiān)督檢查,發(fā)揮著重要的規(guī)范和促進作用。 經(jīng)過調(diào)查分析,當前政府部門對航運公司的安全監(jiān)管工作和航運公司的安全生產(chǎn)工作存在管理標準不足,管理制度不健全,管理手段落后和管理成效不顯著等諸多問題。因此,本文在深入研究當前標準化和安全管理標準化理論的基礎之上,選取山東地區(qū)航運公司的安全監(jiān)管工作為研究對象,分析山東地區(qū)航運公司安全管理、海事等政府部門安全監(jiān)督管理工作的現(xiàn)狀和存在的問題,分析標準化管理理論在其中運用的可行性和必要性,就運用標準化管理的工作手段提高航運公司安全監(jiān)管的工作水平進行積極探索和研究。 本文研究吸收了國際國內(nèi)相關行業(yè)標準化研究的成就,尤其結合當前安全生產(chǎn)標準化的相關理論和國際國內(nèi)安全管理規(guī)則(ISM/NSM CODE)的強制性規(guī)定,汲取目前在部分航運公司強制性運行安全管理體系所運行取得的經(jīng)驗,研究建立山東地區(qū)航運公司安全監(jiān)管標準體系,從公司的組織架構、運作模式、操作要求等各方面建立航運公司安全監(jiān)管的工作制度標準,為航運公司的安全監(jiān)管工作提供相應指導,并引導航運公司實現(xiàn)安全規(guī)范化管理和科學管理。 同時按照轉(zhuǎn)變職能、簡政放權的要求,本文還從政府部門的安全監(jiān)管責任、法律法規(guī)體系和工作程序方面出發(fā),分析海事部門等相關政府部門對航運公司安全管理的法律法規(guī)要求和工作現(xiàn)狀,尤其對現(xiàn)有的安全管理體系審核工作、航運公司日常監(jiān)督管理等相關航運公司安全監(jiān)管工作情況和問題進行研究,分析對航運公司安全監(jiān)管標準化的可行性,提出安全監(jiān)管的具體工作措施,為政府部門對航運公司的安全監(jiān)督管理提供有效完善的工作手段。
[Abstract]:The safety of water transportation includes many factors, such as company, ship, crew and environment. The safety of shipping company is one of the most important factors in the safety of water traffic. The safety management of shipping companies includes two aspects: the internal safety production of shipping companies and the external safety supervision of shipping companies by relevant government management departments such as maritime departments, in which the shipping companies bear the main responsibility of safety management. According to the requirements of laws and regulations, the government management department formulates and implements the shipping company safety management system, standardizes the shipping market, and supervises and inspects the implementation of the shipping company's safety production work, which plays an important role in regulating and promoting the shipping company's work safety. Through the investigation and analysis, there are many problems in the safety supervision of shipping companies and the safety production of shipping companies, such as inadequate management standards, imperfect management system, backward management methods and poor management results. Therefore, based on the in-depth study of the current standardization and safety management standardization theory, this paper selects the safety supervision of shipping companies in Shandong as the research object, and analyzes the safety management of shipping companies in Shandong. The present situation and existing problems of safety supervision and management in maritime and other government departments, and the feasibility and necessity of the application of standardized management theory in it are analyzed. The application of standardized management to improve the safety supervision of shipping companies is actively explored and studied. This paper studies and assimilates the achievements of international and domestic related industry standardization research, especially combining the relevant theories of safety production standardization and the mandatory regulations of international and domestic safety management rules (ISM/NSM CODE). Drawing on the experience gained in the current operation of some shipping companies' mandatory operation safety management system, this paper studies the establishment of a standard system of safety supervision for shipping companies in Shandong region, from the perspective of the company's organizational structure and operation mode, Operating requirements and other aspects of the establishment of shipping company safety supervision work system standards, for shipping companies to provide corresponding guidance for safety supervision, and guide shipping companies to achieve standardized safety management and scientific management. At the same time, in accordance with the requirements of changing functions and simplifying the delegation of power, this paper also proceeds from the responsibility of government departments for safety supervision, the system of laws and regulations and the working procedures. Analyzing the laws and regulations of maritime department and other relevant government departments on the safety management of shipping companies and the current situation of their work, especially the audit work of the existing safety management system, The safety supervision and management of shipping companies are studied, the feasibility of standardization of safety supervision of shipping companies is analyzed, and the specific working measures of safety supervision are put forward. To provide effective and perfect working methods for government departments to supervise and manage the safety of shipping companies.
