【摘要】：目前,我國電力行業(yè)安全生產(chǎn)形勢十分嚴(yán)峻。雖然全國電力安全生產(chǎn)狀況總體平穩(wěn),安全生產(chǎn)事故逐年下降,但安全事故還是時有發(fā)生。事故發(fā)生的原因固然有多種,但施工人員安全意識淡薄不能不說是其中的一個重要原因。本文針對電力企業(yè)施工人員的安全意識培育問題進(jìn)行研究,分析了電力企業(yè)施工人員安全意識培育中存在的問題及其成因,提出了解決電力企業(yè)施工人員安全意識培育的思路及對策,以期為電力企業(yè)安全生產(chǎn)提供一些可行性建議。本文共分為七個部分。 第一部分是緒論。主要介紹研究背景和意義,以及國內(nèi)外研究現(xiàn)狀,闡述安全意識及相關(guān)概念,研究的理論基礎(chǔ);第二部分闡述了電力企業(yè)施工人員安全意識培育的重要性。認(rèn)為電力企業(yè)施工人員安全意識的培育有利于電力企業(yè)的可持續(xù)發(fā)展,安全生產(chǎn)環(huán)境的形成,和諧社會的構(gòu)建;第三部分是電力企業(yè)施工人員安全意識培育的現(xiàn)實狀況,從取得的成績和存在的問題兩個方面進(jìn)行了分析。電力企業(yè)施工人員安全意識培育取得顯著成績,主要體現(xiàn)在安全素質(zhì)明顯提高,安全文化氛圍日漸濃厚。存在的問題主要是培育工作不太到位,安全意識較為淡薄;第四部分是電力企業(yè)施工人員安全意識淡薄引致事故的案例分析。本文主要以湖北省某電力分公司為例,統(tǒng)計了安全事故的發(fā)生情況,分析了典型事故案例；第五部分是電力企業(yè)施工人員安全意識培育存在問題的原因分析,主要歸納為法律法規(guī)不健全,安全監(jiān)管不到位,領(lǐng)導(dǎo)重視程度低,員工文化程度不高和環(huán)境因素影響嚴(yán)重等五點原因;第六部分是電力企業(yè)施工人員安全意識培育的對策。提出健全法律法規(guī)制度,加強(qiáng)安全監(jiān)管力度,加大培育工作力度,加大風(fēng)險控制力和加強(qiáng)安全文化建設(shè)的對策建議；第七部分是結(jié)語與討論。 總之,本文對電力企業(yè)施工人員安全意識培育的研究具有一定的理論意義和實踐意義。目前,大多數(shù)研究是針對煤礦、醫(yī)療和交通等的安全管理、安全教育問題。本文針對的是電力企業(yè)施工人員安全意識的培育,因此具有一定的創(chuàng)新性。
[Abstract]:At present, our country electric power industry safety production situation is very austere. Although the national electric power safety production situation is generally stable, the safety production accident drops year by year, but the safety accident still occurs from time to time. There are many reasons for the accident, but the weak safety consciousness of the construction personnel is one of the important reasons. In this paper, the problem of safety consciousness cultivation of construction personnel in electric power enterprises is studied, and the existing problems and causes of safety consciousness cultivation of construction personnel in electric power enterprises are analyzed. In order to provide some feasible suggestions for safety production of electric power enterprises, the author puts forward some ideas and countermeasures to solve the problem of cultivating safety consciousness of construction personnel in electric power enterprises. This paper is divided into seven parts. The first part is the introduction. This paper mainly introduces the background and significance of the research, as well as the current research situation at home and abroad, expounds the safety consciousness and related concepts, and the theoretical basis of the research. The second part expounds the importance of cultivating the safety consciousness of the construction personnel in electric power enterprises. It is considered that the cultivation of safety consciousness of construction personnel in electric power enterprises is beneficial to the sustainable development of electric power enterprises, the formation of safe production environment and the construction of harmonious society. This paper analyzes the achievements and problems. Significant achievements have been made in the cultivation of safety consciousness of construction personnel in electric power enterprises, which is mainly reflected in the obvious improvement of safety quality and the increasingly strong atmosphere of safety culture. The main problems are that the training work is not in place and the safety consciousness is relatively weak; the fourth part is the case study of the accidents caused by the weak safety awareness of the construction personnel in electric power enterprises. Taking a power branch in Hubei province as an example, this paper counts the occurrence of safety accidents and analyzes the typical accident cases. The fifth part is the analysis of the reasons why the safety consciousness cultivation of electric power enterprise construction personnel exists problems. The main reasons are that the laws and regulations are not perfect, the safety supervision is not in place, the leadership value is low, the staff's education level is not high and the environmental factors are serious. The sixth part is the countermeasures to cultivate the safety consciousness of the electric power enterprise construction personnel. The author puts forward the countermeasures and suggestions to perfect the laws and regulations, to strengthen the safety supervision, to strengthen the cultivation, to strengthen the risk control and to strengthen the construction of safety culture. The seventh part is the conclusion and discussion. In a word, this paper has certain theoretical and practical significance to the research of safety consciousness cultivation of construction personnel in electric power enterprises. At present, most of the research is aimed at coal mine, medical and traffic safety management, safety education. This paper aims at cultivating the safety consciousness of construction personnel in electric power enterprises, so it has certain innovation.
