【摘要】：安全生產(chǎn)關(guān)系人民群眾生命財(cái)產(chǎn)安全,關(guān)系改革開放、經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定的大局,是社會(huì)文明與進(jìn)步的重要標(biāo)志。切實(shí)抓好安全生產(chǎn)工作,實(shí)現(xiàn)安全發(fā)展是堅(jiān)持立黨為公、執(zhí)政為民的必然要求,是貫徹落實(shí)科學(xué)發(fā)展觀的必然要求,也是構(gòu)建社會(huì)主義和諧社會(huì)的必然要求。加強(qiáng)職工安全培訓(xùn),是當(dāng)前安全生產(chǎn)的一項(xiàng)緊迫任務(wù)。做好職工安全培訓(xùn),是踐行“三個(gè)代表”重要思想、落實(shí)科學(xué)發(fā)展觀和建設(shè)和諧社會(huì)的重要體現(xiàn)；是建立安全生產(chǎn)工作長效機(jī)制、從源頭預(yù)防生產(chǎn)事故的迫切需要；是法律賦予各級各部門的權(quán)利與職責(zé),也是企業(yè)的法定義務(wù),也是企業(yè)生存發(fā)展的立足之本。 磁縣是一個(gè)高危行業(yè)相對集中、重大事故易發(fā)縣,縣域內(nèi)不僅有煤礦、非煤礦山企業(yè),還有易燃易爆品生產(chǎn)經(jīng)營企業(yè),不僅要關(guān)注道路和水上交通安全,還要操心充填廢棄礦井安全等工作,此外還有壓力容器、市場消防、小食品生產(chǎn)經(jīng)營、危舊校舍等安全。安全生產(chǎn)工作點(diǎn)多、面廣、事雜,安全生產(chǎn)形勢嚴(yán)峻。再加上磁縣特殊的產(chǎn)業(yè)結(jié)構(gòu),在相當(dāng)時(shí)期內(nèi),磁縣經(jīng)濟(jì)在很大程度上還是煤炭經(jīng)濟(jì)、安全經(jīng)濟(jì),抓好安全生產(chǎn)不僅是一項(xiàng)經(jīng)濟(jì)工作,更是一個(gè)政治任務(wù)。因此研究磁縣全員培訓(xùn)的問題,不但有利于磁縣的生產(chǎn)安全事故率的降低,也有利于該縣的經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定,有利于全面建設(shè)和諧社會(huì)目標(biāo)的實(shí)現(xiàn),為解決其他事故多發(fā)地區(qū)全員培訓(xùn)問題提供參考。通過系統(tǒng)研究,提出了解決安全生產(chǎn)全員培訓(xùn)存在問題的建議,即督促企業(yè)制定長期系統(tǒng)的培訓(xùn)計(jì)劃；加大教育內(nèi)容更新與傳播手段更新的投入；建立教育反饋?zhàn)饔脵C(jī)制等。 通過實(shí)踐檢驗(yàn),提出了要想安全生產(chǎn)長效發(fā)展,就必須大力加強(qiáng)安全生產(chǎn)全員培訓(xùn),把大量的安全生產(chǎn)隱患消除在萌芽狀態(tài)中,促進(jìn)經(jīng)濟(jì)社會(huì)又好又快發(fā)展、建設(shè)和諧社會(huì)的政策建議。主要結(jié)論即：1、安全生產(chǎn)長治久安,必須大力開展安全生產(chǎn)全員培訓(xùn)教育工作。2、磁縣安全生產(chǎn)全員培訓(xùn)教育工作雖然存在缺少長期、系統(tǒng)的工作規(guī)劃等問題和不足,但總體上是超前的。3、開展安全生產(chǎn)全員培訓(xùn)教育工作,必須有領(lǐng)導(dǎo)的高度重視和大力支持。包括一系列的政策措施,培訓(xùn)機(jī)構(gòu)的設(shè)立,培訓(xùn)人員的到位,培訓(xùn)經(jīng)費(fèi)的保障,培訓(xùn)制度的落實(shí)等。

To do a good job of safe production and to realize safe development is the inevitable requirement of establishing the party for the public, ruling for the people, carrying out the scientific concept of development, and also the inevitable requirement of constructing the socialist harmonious society. Strengthen worker safety training, it is an urgent task of safety production at present. It is an important embodiment of carrying out the important thought of "three represents", carrying out the scientific development view and building a harmonious society to do well the safety training of workers, and is the urgent need to establish a long-term mechanism of safety in production and to prevent production accidents from the source. It is the legal right and responsibility of all departments, the legal obligation of the enterprise, and the base of the survival and development of the enterprise. Cixian is a relatively concentrated high-risk industry. Major accidents are easy to occur in counties. There are not only coal mines, non-coal mining enterprises, but also production and management enterprises of flammable and explosive products. They should not only pay attention to road and water traffic safety, Also worry about filling abandoned mine safety and other work, in addition to pressure vessels, market fire, small food production and operation, dangerous old school safety. Safety production work points, wide, miscellaneous, safety production situation is grim. In addition, with the special industrial structure of Cixian County, in a certain period of time, the economy of Cixian County is to a large extent coal economy, safe economy, and it is not only an economic work, but also a political task to do a good job in production safety. Therefore, studying the problem of all-staff training in Cixian is not only conducive to the reduction of the accident rate of production safety in Cixian, but also conducive to the economic development and social stability of the county and the realization of the goal of building a harmonious society in an all-round way. To provide reference for solving the problem of full-staff training in other accident-prone areas. Through systematic research, the paper puts forward some suggestions to solve the problems existing in safety production training, that is, to urge enterprises to make long-term systematic training plans, to increase the input of updating educational contents and means of communication, and to set up the mechanism of educational feedback and so on.
