大亞灣石化園區(qū)安全風(fēng)險(xiǎn)分析及控制對(duì)策

【摘要】:化工園區(qū)在為國(guó)民經(jīng)濟(jì)做出重大貢獻(xiàn)的同時(shí),其安全問(wèn)題及風(fēng)險(xiǎn)也日益突出。近年來(lái)化工園區(qū)安全風(fēng)險(xiǎn)問(wèn)題越來(lái)越受學(xué)術(shù)界及園區(qū)管理者的關(guān)注,但由于缺乏科學(xué)的安全規(guī)劃、企業(yè)準(zhǔn)入條件不同、安全管理存在薄弱環(huán)節(jié)、園區(qū)應(yīng)急救援能力不足等使化工園區(qū)仍然存在較大的安全隱患,制約著園區(qū)的安全發(fā)展和當(dāng)?shù)氐慕?jīng)濟(jì)發(fā)展。 本文主要對(duì)惠州大亞灣石油化學(xué)工業(yè)區(qū)(簡(jiǎn)稱(chēng)“石化園區(qū)”)存在的風(fēng)險(xiǎn)進(jìn)行分析,從整體上了解和分析石化園區(qū)存在的安全風(fēng)險(xiǎn),通過(guò)與國(guó)內(nèi)外先進(jìn)化工園區(qū)管理對(duì)比,結(jié)合近期園區(qū)安全發(fā)展相關(guān)文件要求,提出對(duì)石化園區(qū)風(fēng)險(xiǎn)的控制措施。論文主要開(kāi)展了以下幾方面的研究工作: 1、通過(guò)對(duì)石化園區(qū)及區(qū)內(nèi)現(xiàn)有企業(yè)基本情況的調(diào)研,結(jié)合近年來(lái)石化園區(qū)安全發(fā)展現(xiàn)狀,對(duì)石化園區(qū)存在的危險(xiǎn)物質(zhì)進(jìn)行統(tǒng)計(jì)分類(lèi),得出石化區(qū)主要風(fēng)險(xiǎn)因素,利用危險(xiǎn)源分級(jí)標(biāo)準(zhǔn)對(duì)石化園區(qū)危險(xiǎn)源進(jìn)行分級(jí)辯識(shí),確定園區(qū)的重大危險(xiǎn)源。 2、應(yīng)用區(qū)域風(fēng)險(xiǎn)疊加分析的方法,選用Phast Risk6.7軟件對(duì)石化園區(qū)的個(gè)人風(fēng)險(xiǎn)和社會(huì)風(fēng)險(xiǎn)進(jìn)行計(jì)算分析。 3、借鑒國(guó)內(nèi)專(zhuān)家、學(xué)者對(duì)石化園區(qū)安全容量的定義及計(jì)算方法,結(jié)合石化園區(qū)實(shí)際,,通過(guò)園區(qū)安全容量與園區(qū)運(yùn)輸風(fēng)險(xiǎn)關(guān)系的分析,運(yùn)用簡(jiǎn)化風(fēng)險(xiǎn)計(jì)算的方法,對(duì)園區(qū)運(yùn)輸風(fēng)險(xiǎn)進(jìn)行計(jì)算,從而得出石化園區(qū)最大安全容量。 4、在石化園區(qū)安全風(fēng)險(xiǎn)及安全容量分析的基礎(chǔ)上,在借鑒國(guó)內(nèi)外先進(jìn)化工園區(qū)管理經(jīng)驗(yàn)的基礎(chǔ)上,通過(guò)與園區(qū)管理相關(guān)文件要求對(duì)比,分析石化園區(qū)在“園區(qū)規(guī)劃布局、園區(qū)企業(yè)準(zhǔn)入、園區(qū)安全管理和園區(qū)應(yīng)急管理”方面存在的問(wèn)題。 5、結(jié)合石化園區(qū)發(fā)展實(shí)際,提出對(duì)策措施:合理劃分石化園區(qū)安全功能區(qū);制定并嚴(yán)格實(shí)施入園企業(yè)安全準(zhǔn)入制度;盡快設(shè)立“職責(zé)一體化”的園區(qū)安全管理部門(mén);合理規(guī)劃建設(shè)陸上和海上消防站、加強(qiáng)應(yīng)急物資儲(chǔ)備和消防裝備配備、整合應(yīng)急資源、建設(shè)石化園區(qū)消防管網(wǎng)整合工程等。
[Abstract]:While making great contribution to the national economy, the safety problems and risks of the chemical park are becoming increasingly prominent. In recent years, more and more attention has been paid to the problem of safety risk in chemical park. However, due to the lack of scientific safety planning and the different access conditions of enterprises, there are weak links in safety management. The lack of emergency rescue ability in the park makes the chemical industry park still have bigger safety hidden trouble, which restricts the security development of the park and the local economic development. This paper mainly analyzes the risks existing in Huizhou Daya Bay Petrochemical Industrial Zone (referred to as "Petrochemical Park"), understands and analyzes the safety risks of petrochemical parks as a whole, and compares them with the management of advanced chemical parks at home and abroad. According to the related document requirements of the recent development of the park, the paper puts forward some measures to control the risk of the petrochemical park. The thesis mainly carried out the following research work: 1, through the investigation of the basic situation of the petrochemical park and existing enterprises in the region, combined with the status quo of the petrochemical park security development in recent years, The main risk factors in petrochemical area are obtained by statistical classification of hazardous substances in petrochemical park, and the risk sources in petrochemical park are classified and identified by using hazard source classification standard. Determine the major hazard source of the park. 2. Apply the method of regional risk superposition analysis, select Phast Risk6.7 software to calculate and analyze the personal risk and social risk of petrochemical park. 3, draw lessons from domestic experts, The definition and calculation method of the safety capacity of the petrochemical park, combined with the actual situation of the petrochemical park, through the analysis of the relationship between the safety capacity of the park and the transportation risk of the park, and using the method of simplifying the risk calculation, the paper calculates the transportation risk of the park. The maximum safety capacity of petrochemical park is obtained. 4. Based on the analysis of safety risk and safety capacity of petrochemical park, the paper draws lessons from the management experience of advanced chemical industry park at home and abroad. By comparing with the related document requirements of the park management, this paper analyzes the problems existing in the petrochemical park in the aspects of "park planning and layout, park enterprise access, park safety management and park emergency management". 5. Combined with the actual development of the petrochemical park, Countermeasures and measures are put forward as follows: rationally dividing the safety functional areas of petrochemical parks; formulating and strictly implementing the safety admission system for enterprises entering the park; setting up as soon as possible a "duty integrated" safety management department of the park; rationally planning and constructing onshore and offshore fire stations, Strengthen the emergency materials and equipment, integrate emergency resources, build petrochemical park fire pipe network integration engineering.
