【摘要】：國(guó)家經(jīng)濟(jì)建設(shè)的健康、平穩(wěn)、快速發(fā)展,需要巨大的能源作為基礎(chǔ),安全可靠的能源需求供給直接關(guān)系到國(guó)家發(fā)展的核心戰(zhàn)略。國(guó)家經(jīng)濟(jì)發(fā)展的安全在于能源供給的安全。我國(guó)目前以煤炭為主要消費(fèi)的能源消費(fèi)結(jié)構(gòu)決定了煤炭在能源供給中的重要位置,煤碳資源供給的安全尤其在于煤礦企業(yè)的安全生產(chǎn)。 煤礦企業(yè)安全生產(chǎn)關(guān)系國(guó)家經(jīng)濟(jì)發(fā)展的順利進(jìn)行、社會(huì)的和諧穩(wěn)定、家庭的圓滿幸福、個(gè)人的生命安全健康、煤炭企業(yè)的發(fā)展,其成功好壞與否影響深遠(yuǎn)、巨大。沒(méi)有煤礦企業(yè)的生產(chǎn)安全,就沒(méi)有無(wú)數(shù)家庭、個(gè)人的平安、幸福,就沒(méi)有企業(yè)、社會(huì)經(jīng)濟(jì)的安全發(fā)展,就沒(méi)有國(guó)家的社會(huì)穩(wěn)定、和諧發(fā)展。研究、探索煤礦企業(yè)的安全生產(chǎn)管理、解決煤礦企業(yè)的安全生產(chǎn)問(wèn)題具有重大的社會(huì)政治、經(jīng)濟(jì)意義,加強(qiáng)煤礦企業(yè)的安全文化建設(shè)對(duì)于煤炭企業(yè)安全生產(chǎn)、事故發(fā)生的防范減少具有極其重要的理論與實(shí)踐價(jià)值。 本文的研究背景是我國(guó)當(dāng)前社會(huì)經(jīng)濟(jì)發(fā)展形勢(shì)下能源資源需求量巨大,煤炭是主要的供給能源,煤礦企業(yè)安全生產(chǎn)的嚴(yán)峻形勢(shì),明確指出安全文化建設(shè)對(duì)于煤礦企業(yè)管理中解決安全生產(chǎn)問(wèn)題的重要性、可行性。首先以企業(yè)文化的基本理論、安全管理理論、企業(yè)安全文化理論為基礎(chǔ),闡述了煤礦安全文化的結(jié)構(gòu)層次、特點(diǎn),然后對(duì)陜西X煤礦企業(yè)生產(chǎn)管理中安全文化建設(shè)的現(xiàn)狀和其中存在的問(wèn)題以及原因進(jìn)行分析,結(jié)合X煤礦的實(shí)際情況,提出X煤礦企業(yè)安全文化體系構(gòu)建的建議措施,論述了其安全文化建設(shè)體系的保障機(jī)制。 本文X煤礦企業(yè)文化建設(shè)研究的目的在于有效預(yù)防和遏制X煤礦企業(yè)安全生產(chǎn)事故的發(fā)生,探索煤炭企業(yè)安全生產(chǎn)管理的積極有效方式方法,以確保煤炭生產(chǎn)企業(yè)職工生產(chǎn)生活環(huán)境的安全和諧與生命的安全健康,并藉由此為我國(guó)煤礦企業(yè)安全生產(chǎn)和長(zhǎng)期發(fā)展的管理方式方法作出可資參考的理論與實(shí)踐價(jià)值探討。
[Abstract]:The healthy, steady and rapid development of the national economic construction requires huge energy as the basis. The safe and reliable energy supply is directly related to the core strategy of national development. The security of national economic development lies in the security of energy supply. At present, the energy consumption structure, which takes coal as the main consumption, determines the important position of coal in the energy supply. The safety of coal resource supply especially lies in the safe production of coal mining enterprise. With the smooth development of the national economic development of the safe production relations of coal mining enterprises, the harmonious and stable society, the complete happiness of the family, the safety and health of the individual life and the development of the coal enterprise, the success or failure of the coal enterprise has a profound influence on it. Without the production safety of coal mining enterprises, there would be no countless families, no individual peace, no happiness, no enterprise, no safe development of social economy, no social stability and harmonious development of the country. It is of great social and economic significance to study and explore the safety production management of coal mine enterprises and solve the safety production problems of coal mining enterprises. Strengthening the safety culture construction of coal mining enterprises is of great social and economic significance to the safety production of coal enterprises. The prevention and reduction of accidents has extremely important theoretical and practical value. The research background of this paper is the huge demand for energy resources under the current situation of social and economic development in China, coal is the main energy supply, and the severe situation of safe production in coal mining enterprises. It is pointed out that the construction of safety culture is important and feasible to solve the problem of safety production in the management of coal mine enterprises. Firstly, based on the basic theory of enterprise culture, safety management theory and enterprise safety culture theory, the structure and characteristics of coal mine safety culture are expounded. Then it analyzes the present situation, existing problems and reasons of the safety culture construction in the production management of X coal mine in Shaanxi province, and puts forward some suggestions for the construction of the safety culture system of the X coal mine enterprise combined with the actual situation of the X coal mine. This paper discusses the safeguard mechanism of its safety culture construction system. The purpose of this paper is to effectively prevent and contain the occurrence of safety accidents in X coal mining enterprises, and to explore the positive and effective ways and means of safety production management in coal mining enterprises. In order to ensure the safety and harmony of the production and living environment and the safety and health of the life of the workers in the coal production enterprises, the paper discusses the theoretical and practical value of the management methods for the safety production and long-term development of the coal mining enterprises in China.
