基于AHP-模糊評價的化工園區(qū)綜合應急能力研究

【摘要】:為了適應化工園區(qū)的迅速發(fā)展,提高化工園區(qū)綜合應急能力,減少事故造成的各種損失,構建了化工園區(qū)綜合應急能力的3級評價指標體系,其中一級評價指標有3個,分別為事前管理與監(jiān)測能力、事中應急與處置能力、事后善后與總結能力;二級評級指標有8個,分別為日常安全管理與培訓、應急資源保障能力、監(jiān)控與預警能力、通信交流能力、現場指揮協(xié)調能力、現場救援能力、善后處理能力和總結分析能力;另外選取了安全管理法律法規(guī)、應急機構與預案、專業(yè)培訓與演練等31個三級評價指標。然后根據層次分析法的原理確定了各指標的權重,最后利用模糊綜合評價法建立了化工園區(qū)綜合應急能力評價模型。利用該模型評價了某化工園區(qū)的綜合應急能力,結果為"良好",分析了該化工園區(qū)綜合應急能力的不足之處,并提出了改進措施。
[Abstract]:In order to adapt to the rapid development of the chemical industry park, improve the comprehensive emergency response ability of the chemical industry park, and reduce all kinds of losses caused by the accident, a three-level evaluation index system for the comprehensive emergency response capacity of the chemical industry park is constructed, among which there are three first-grade evaluation indexes. They are the ability of prior management and monitoring, the ability of emergency response and disposal in the event, the ability of dealing with the aftermath and summing up after the event, the ability of daily safety management and training, the ability of emergency resource support, the ability of monitoring and early warning, the second grade index. Communication ability, field command and coordination ability, field rescue ability, aftertreatment ability and summing up and analyzing ability; in addition, 31 three level evaluation indexes, such as safety management laws and regulations, emergency organization and plan, professional training and drill, are selected. Then the weight of each index is determined according to the principle of Analytic hierarchy process (AHP). Finally, the comprehensive emergency capability evaluation model of chemical industry park is established by using fuzzy comprehensive evaluation method. The model is used to evaluate the comprehensive emergency response ability of a chemical industry park. The result is "good". The deficiency of the comprehensive emergency response capacity of the chemical industry park is analyzed, and the improvement measures are put forward.
