基于FSA的船舶引航系統(tǒng)的安全評(píng)估

【摘要】:船舶引航工作對(duì)于保證船舶安全航行、提高港口作業(yè)效率、維護(hù)港口安全秩序、保護(hù)港口水域環(huán)境都具有重要的意義,也與國(guó)家主權(quán)和國(guó)家安全密切相關(guān)。然而,引航卻也是一項(xiàng)風(fēng)險(xiǎn)非常高的工作。相關(guān)部門(mén)的權(quán)威統(tǒng)計(jì)數(shù)據(jù)顯示,港內(nèi)引航過(guò)程中事故占船舶海上事故的一半以上,甚至一些航運(yùn)企業(yè)的船舶發(fā)生的海事有八成來(lái)自于港口引航,因此有必要對(duì)其進(jìn)行深入的研究。 引航工作是與很多因素密切相關(guān)的工作,為了方便進(jìn)行系統(tǒng)化的研究,本文首次將引航系統(tǒng)分為五個(gè)分系統(tǒng),即引航員、環(huán)境系統(tǒng)、引航設(shè)備、港口支持系統(tǒng)、被引航船舶。本文采用FSA的理論框架,利用事故樹(shù)與頭腦風(fēng)暴等方法對(duì)引航系統(tǒng)的風(fēng)險(xiǎn)進(jìn)行識(shí)別,建立船舶引航系統(tǒng)評(píng)價(jià)指標(biāo)體系,采用模糊綜合評(píng)判與層次分析法建立風(fēng)險(xiǎn)評(píng)估模型,并進(jìn)行模型的應(yīng)用論證。 為了使船舶引航系統(tǒng)評(píng)估模型更加實(shí)用,本研究開(kāi)發(fā)了“船舶引航系統(tǒng)安全評(píng)估”應(yīng)用軟件。并將其應(yīng)用到某港口進(jìn)行實(shí)例應(yīng)用,通過(guò)輸入專(zhuān)家的打分相關(guān)數(shù)據(jù),快速給出計(jì)算結(jié)果。通過(guò)對(duì)評(píng)估結(jié)果進(jìn)行研究分析,提出相關(guān)決策建議,,以提高此港口引航安全。
[Abstract]:The pilotage of ships is of great significance to ensure the safe navigation of ships, to improve the efficiency of port operations, to maintain the security order of ports and to protect the environment of port waters. It is also closely related to national sovereignty and national security. Pilotage, however, is also a very risky job. Authoritative statistical data from relevant departments show that accidents in pilotage in ports account for more than half of the accidents at sea, and even 80% of the maritime accidents that occur on ships of some shipping enterprises come from pilotage in ports. Therefore, it is necessary to carry on the thorough research to it. Pilotage work is closely related to many factors. In order to facilitate systematic research, the pilot system is divided into five sub-systems for the first time, namely pilot system, environmental system, pilotage equipment, port support system and pilotage ship. In this paper, the theoretical framework of FSA is used to identify the risk of pilotage system by means of accident tree and brainstorming, and the evaluation index system of pilotage system is established, and the risk assessment model is established by fuzzy comprehensive evaluation and analytic hierarchy process. The application of the model is demonstrated. In order to make the evaluation model of ship pilotage system more practical, the application software of ship pilotage system safety evaluation is developed in this paper. It is applied to a port for practical application, and the calculation results are given quickly by inputting the relevant data of expert scoring. Through the research and analysis of the evaluation results, the relevant decision-making suggestions are put forward in order to improve the pilotage safety of the port.
