煤礦安全管理協(xié)同機(jī)制研究

【摘要】:煤炭生產(chǎn)是高危行業(yè),煤礦安全形勢(shì)很嚴(yán)峻,它制約著礦業(yè)生產(chǎn)的發(fā)展,甚至我國(guó)整個(gè)國(guó)民經(jīng)濟(jì)的可持續(xù)發(fā)展。煤礦事故是系統(tǒng)的事故,本文通過(guò)對(duì)煤礦安全管理的國(guó)內(nèi)外研究情況進(jìn)行綜合考察,從整體系統(tǒng)這一角度對(duì)煤礦安全管理協(xié)同作用作了研究。 首先,文章介紹了煤礦安全管理協(xié)同作用的理論基礎(chǔ),主要包括一般系統(tǒng)理論、自組織理論及復(fù)雜適應(yīng)系統(tǒng)理論,自組織理論則又包括耗散結(jié)構(gòu)理論、超循環(huán)理論、突變論、混沌學(xué)理論、協(xié)同學(xué)理論。它描述了系統(tǒng)是怎樣自動(dòng)的從無(wú)序走向有序,從低級(jí)有序走向高級(jí)有序,最終實(shí)現(xiàn)系統(tǒng)結(jié)構(gòu)的穩(wěn)定狀態(tài)。 其次,概述了煤礦及煤礦生產(chǎn)的特點(diǎn),基于管理理論及系統(tǒng)理論思想,論述了煤礦安全管理系統(tǒng)的概念及構(gòu)成、煤礦安全管理系統(tǒng)的序參量及協(xié)同維度。在煤礦安全管理協(xié)同機(jī)制中,安全系統(tǒng)主體能力是協(xié)同機(jī)制中的序參量,它主宰著系統(tǒng)的演化進(jìn)程。依據(jù)控制躍遷過(guò)程,并結(jié)合煤礦安全系統(tǒng)的控制過(guò)程實(shí)踐,提出煤礦安全系統(tǒng)的控制躍遷過(guò)程,并進(jìn)一步將煤礦安全管理協(xié)同機(jī)制的識(shí)別維度劃分為安全物理系統(tǒng)、安全技術(shù)系統(tǒng)、安全行為系統(tǒng)、安全經(jīng)濟(jì)系統(tǒng)、安全社會(huì)系統(tǒng)及安全文化系統(tǒng)。 最后,根據(jù)協(xié)同學(xué)原理,建立起煤礦安全管理協(xié)同機(jī)制,即以煤礦安全管理的宗旨、使命及目標(biāo)為核心,安全系統(tǒng)的各個(gè)維度之間相互協(xié)作、相互競(jìng)爭(zhēng),產(chǎn)生漲落,從而實(shí)現(xiàn)安全系統(tǒng)的協(xié)同和飛躍,形成新的安全系統(tǒng)結(jié)構(gòu)。而協(xié)同機(jī)制又包括三個(gè)子機(jī)制,即煤礦安全管理動(dòng)力機(jī)制、耗散結(jié)構(gòu)機(jī)制和超循環(huán)機(jī)制。在前述理論研究的基礎(chǔ)上,并結(jié)合煤礦安全實(shí)踐,對(duì)建立起的煤礦安全管理協(xié)同機(jī)制進(jìn)行了實(shí)證分析。
[Abstract]:Coal production is a high-risk industry, the coal mine safety situation is very severe, it restricts the development of mining production, even the sustainable development of the whole national economy of our country. Coal mine accident is a systematic accident. This paper studies the synergism of coal mine safety management from the point of view of the whole system through the comprehensive investigation of the domestic and foreign research situation of coal mine safety management. First of all, the paper introduces the theoretical basis of coal mine safety management synergy, including general system theory, self-organization theory and complex adaptive system theory, self-organization theory includes dissipative structure theory, super-cycle theory, catastrophe theory. Chaos theory, synergetic theory. It describes how the system automatically moves from disorder to order, from low order to high order, and finally realizes the stable state of the system structure. Secondly, the characteristics of coal mine and coal mine production are summarized. Based on the theory of management and system theory, the concept and constitution of coal mine safety management system, the order parameter and cooperative dimension of coal mine safety management system are discussed. In the cooperative mechanism of coal mine safety management, the main body capability of the safety system is the order parameter of the cooperative mechanism, which dominates the evolution process of the system. According to the control transition process and the practice of coal mine safety system control process, the control transition process of coal mine safety system is put forward, and the identification dimension of coal mine safety management cooperative mechanism is further divided into safety physical system. Safety technology system, safe behavior system, safe economy system, safe society system and safety culture system. Finally, according to the principle of coordination, the cooperative mechanism of coal mine safety management is established, that is, with the aim, mission and goal of coal mine safety management as the core, the various dimensions of the safety system cooperate with each other, compete with each other, and produce fluctuations and fluctuations. In order to realize the cooperation and leap of the security system, a new security system structure is formed. The cooperative mechanism includes three sub-mechanisms, namely, the coal mine safety management power mechanism, the dissipative structure mechanism and the super circulation mechanism. On the basis of the above theoretical research and combined with the practice of coal mine safety, the cooperative mechanism of coal mine safety management is analyzed empirically.
