基于間歇性可再生能源并網(wǎng)的智能電網(wǎng)安全管控研究

【摘要】:電力是整個國民經(jīng)濟的基礎,電網(wǎng)安全是電力工業(yè)永恒的主題。當前,我國電網(wǎng)建設呈現(xiàn)向高電壓、自動化、大聯(lián)網(wǎng)的趨勢,電網(wǎng)安全將面臨電源、用戶、體制變革、新技術應用以及自然災害、外力破壞等因素影響,安全風險管理的難度更大、要求更高。智能電網(wǎng)的建設為可再生能源發(fā)電并網(wǎng)提供了必要的基礎條件,然而,大規(guī)模間歇性可再生能源的并網(wǎng),使得電力系統(tǒng)的運行控制更為復雜,電網(wǎng)安全問題日益突出。為確保智能電網(wǎng)的安全可靠運行,有必要針對間歇性可再生能源并網(wǎng)后造成的安全性影響,對智能電網(wǎng)的安全狀況進行全面分析與評價,并提出符合電力行業(yè)特點的智能電網(wǎng)安全管控策略。本文基于安全管理理論,對基于可再生能源并網(wǎng)的智能電網(wǎng)安全管控進行系統(tǒng)、科學的研究。首先,歸納梳理了國內外關于可再生能源并網(wǎng)、智能電網(wǎng)發(fā)展、電網(wǎng)安全管理等相關研究內容。其次,闡述安全管理的相關理論,分析可再生能源發(fā)電與智能電網(wǎng)安全的關系,為研究智能電網(wǎng)安全管控策略奠定理論基礎。再次,介紹可再生能源并網(wǎng)的發(fā)展狀況和運行控制,探討可再生能源接入智能電網(wǎng)造成的安全性影響,進而全面分析智能電網(wǎng)安全的影響因素,為構建安全評價體系和制定安全管控策略提供依據(jù)。然后,引入安全監(jiān)控點的概念,建立智能電網(wǎng)安全的評價指標體系,利用可信性理論和改進的層次分析法構建智能電網(wǎng)安全評價模型,科學量化智能電網(wǎng)安全等級,并據(jù)此從安全影響因素中篩選出安全監(jiān)控點。在此基礎上,將智能電網(wǎng)安全評價指標體系和評價模型應用于華北地區(qū)某電網(wǎng)的安全評價中,通過實證分析驗證了評價體系的有效性和實用性。最后,從安全體系建設、安全風險監(jiān)控、安全管理水平三方面,針對性地提出了基于安全監(jiān)控點的智能電網(wǎng)安全管控策略。本文結合可再生能源發(fā)電間歇性、隨機性的特點,構建了基于可再生能源并網(wǎng)的智能電網(wǎng)安全評價體系,評價智能電網(wǎng)安全等級和篩選安全監(jiān)控點,最后針對安全監(jiān)控點提出了智能電網(wǎng)安全管控策略。安全評價體系的構建能夠科學、全面地衡量智能電網(wǎng)的安全水平,安全監(jiān)控點的篩選可輔助電力有關部門采取針對性的預防措施降低系統(tǒng)風險,安全管控策略的提出可為電力企業(yè)的安全生產(chǎn)、管理以及決策提供了切實可行的方法參考。
[Abstract]:Electric power is the foundation of the whole national economy, and power grid safety is the eternal theme of electric power industry. At present, the power grid construction in our country is showing the trend of high voltage, automation and large-scale networking. Power grid security will be affected by power supply, users, system change, application of new technology, natural disasters, external force damage and so on. Security risk management is more difficult and demanding. The construction of smart grid provides the necessary basic condition for the renewable energy generation to be connected to the grid. However, the large-scale intermittent renewable energy grid connection makes the operation and control of power system more complicated, and the security problems of power grid become more and more serious. In order to ensure the safe and reliable operation of the smart grid, it is necessary to analyze and evaluate the security situation of the smart grid in view of the security impact caused by the intermittent renewable energy grid. And put forward the smart grid security control strategy in line with the characteristics of the power industry. Based on the theory of security management, this paper makes a systematic and scientific research on the security control of smart grid based on renewable energy grid. Firstly, the related research contents of renewable energy grid connection, smart grid development, grid security management and so on are summarized. Secondly, the related theory of safety management is expounded, and the relationship between renewable energy generation and smart grid security is analyzed, which lays a theoretical foundation for the study of smart grid security management and control strategy. Thirdly, this paper introduces the development and operation control of renewable energy grid, discusses the security impact caused by the renewable energy access to smart grid, and then analyzes the influencing factors of smart grid security. It provides the basis for constructing the safety evaluation system and formulating the safety control strategy. Then, the concept of security monitoring point is introduced, the evaluation index system of smart grid security is established, and the security evaluation model of smart grid is constructed by using credibility theory and improved analytic hierarchy process, and the security grade of smart grid is scientifically quantified. According to this, the safety monitoring points were screened out from the safety influencing factors. On this basis, the smart grid security evaluation index system and evaluation model are applied to the security evaluation of a power grid in North China, and the effectiveness and practicability of the evaluation system are verified by empirical analysis. Finally, the security control strategy of smart grid based on security monitoring point is put forward from three aspects: security system construction, security risk monitoring and security management level. Based on the characteristics of intermittent and randomness of renewable energy generation, a security evaluation system of smart grid based on renewable energy grid connection is constructed in this paper, which can evaluate the security grade of smart grid and screen safety monitoring points. Finally, the security control strategy of smart grid is proposed for security monitoring points. The construction of safety evaluation system can scientifically and comprehensively measure the security level of smart grid, and the screening of safety monitoring points can assist relevant power departments to take targeted preventive measures to reduce the system risk. The safety control strategy can provide a practical reference for the production safety, management and decision making of electric power enterprises.
