基于模糊理論的高速鐵路安全風(fēng)險(xiǎn)評(píng)價(jià)及相關(guān)應(yīng)用設(shè)計(jì)

【摘要】:近年來高速鐵路在我國大力發(fā)展,為人們的出行帶來了便捷、促進(jìn)了國民經(jīng)濟(jì)的發(fā)展。但與此同時(shí)由于高速鐵路建成時(shí)間短、新技術(shù)、新裝備多、系統(tǒng)復(fù)雜性增大、相關(guān)管理經(jīng)驗(yàn)不足、配套管理培訓(xùn)體系還不完善等特點(diǎn),其面臨的安全風(fēng)險(xiǎn)問題比較多。為了最大限度的消除風(fēng)險(xiǎn)、保障鐵路運(yùn)輸?shù)陌踩?鐵路部門開始大力推行安全風(fēng)險(xiǎn)管理,強(qiáng)調(diào)風(fēng)險(xiǎn)意識(shí),建立安全風(fēng)險(xiǎn)管理體系。 風(fēng)險(xiǎn)評(píng)價(jià)是風(fēng)險(xiǎn)安全管理的重要環(huán)節(jié),有什么樣的風(fēng)險(xiǎn)認(rèn)識(shí)就有什么樣的風(fēng)險(xiǎn)防控水平。本文通過模糊綜合評(píng)價(jià)方法,針對(duì)高速鐵路系統(tǒng)安全建立多重評(píng)價(jià)指標(biāo),進(jìn)行安全風(fēng)險(xiǎn)評(píng)價(jià),找到系統(tǒng)薄弱環(huán)節(jié),得出安全管理的建議。 首先,運(yùn)用事故樹分析法和事件樹分析法對(duì)鐵路常見事故進(jìn)行了邏輯分析和原因整理。結(jié)合相關(guān)理論,辨識(shí)了造成鐵路事故的三類危險(xiǎn)源。 其次,結(jié)合危險(xiǎn)源情況采用系統(tǒng)安全理論,分析羅列出對(duì)高速鐵路安全造成影響的人的不安全行為因素、設(shè)備的不安全狀態(tài)、環(huán)境和管理的不安全因素。在此基礎(chǔ)上采用層次分析法計(jì)算指標(biāo)權(quán)重,建立安全風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。 然后,根據(jù)獲得的京滬高鐵風(fēng)險(xiǎn)源數(shù)據(jù),整理出風(fēng)險(xiǎn)因素,結(jié)合京滬高鐵安全背景資料和事故資料,采用專家打分法確定評(píng)價(jià)指標(biāo)隸屬度。最后進(jìn)行模糊計(jì)算,獲得安全評(píng)價(jià)值,得出安全薄弱環(huán)節(jié)及相關(guān)建議。 最后,根據(jù)安全評(píng)價(jià)的建議,建立京滬高速鐵路風(fēng)險(xiǎn)源數(shù)據(jù)管理信息系統(tǒng),采用信息化手段管理風(fēng)險(xiǎn)源數(shù)據(jù),并將信息系統(tǒng)整理的數(shù)據(jù)作為安全風(fēng)險(xiǎn)管理和安全風(fēng)險(xiǎn)評(píng)價(jià)的參考數(shù)據(jù)。
[Abstract]:In recent years, high-speed railway has been developing vigorously in our country, which brings convenience to people and promotes the development of national economy. But at the same time, due to the characteristics of short construction time, new technology, new equipment, increasing system complexity, lack of relevant management experience and imperfect supporting management training system, the high-speed railway is faced with many safety risk problems. In order to eliminate risks and ensure the safety of railway transportation, railway departments began to carry out safety risk management, emphasizing risk awareness and establishing safety risk management system. Risk assessment is an important part of risk safety management. Based on the fuzzy comprehensive evaluation method, this paper establishes multiple evaluation indexes for the safety of high-speed railway system, evaluates the safety risk, finds the weak links of the system, and draws the suggestion of safety management. Firstly, the logical analysis and cause analysis of common railway accidents are carried out by means of accident tree analysis and event tree analysis. Combined with relevant theories, three kinds of dangerous sources of railway accidents are identified. Secondly, the unsafe behavior factors of people, the unsafe state of equipment, and the unsafe factors of environment and management are analyzed and listed according to the system safety theory. On the basis of this, AHP is used to calculate the index weight, and the index system of safety risk evaluation is established. Then, according to the risk source data of Beijing-Shanghai high-speed railway, the risk factors are sorted out, combined with the safety background data and accident data of Beijing-Shanghai high-speed railway, the expert scoring method is used to determine the degree of membership of the evaluation index. Finally, the fuzzy calculation is carried out, the safety evaluation value is obtained, and the safety weak link and related suggestions are obtained. Finally, according to the suggestion of safety evaluation, the risk source data management information system of Beijing-Shanghai high-speed railway is established, and the risk source data is managed by means of information technology. The data collected by the information system is used as the reference data for security risk management and security risk assessment.
