公路應(yīng)急管理體系構(gòu)建和能力評(píng)價(jià)研究

【摘要】:公路作為現(xiàn)代交通運(yùn)輸體系的重要組成部分,作為社會(huì)經(jīng)濟(jì)發(fā)展的“先行官”,對(duì)國民經(jīng)濟(jì)的持續(xù)發(fā)展起著十分重要的作用。隨著我國公路總里程、汽車保有量、公路客貨運(yùn)量和周轉(zhuǎn)量的不斷增加,公路通達(dá)深度和網(wǎng)絡(luò)化程度的不斷提高,隨之增多的突發(fā)事件,對(duì)公路運(yùn)營階段的應(yīng)急管理形成了嚴(yán)峻考驗(yàn)。如何高效、快速處置突發(fā)事件,保證公路安全暢通就成為各級(jí)公路管理機(jī)構(gòu)和收費(fèi)公路公路經(jīng)營單位面臨的十分迫切問題。建立全面、科學(xué)、高效的公路應(yīng)急管理體系和全面、科學(xué)的評(píng)價(jià)公路管理機(jī)構(gòu)和收費(fèi)公路經(jīng)營單位應(yīng)急管理綜合能力,已經(jīng)成為目前公路行業(yè)安全生產(chǎn)管理工作中新的研究課題。本文對(duì)公路應(yīng)急管理體系構(gòu)建和應(yīng)急管理綜合能力評(píng)價(jià)進(jìn)行初步研究。 首先,介紹了公路突發(fā)事件應(yīng)急管理的研究背景,以及我國公路應(yīng)急管理的發(fā)展形勢和面臨的問題,闡明了論文研究內(nèi)容、方法和采用的技術(shù)路線。 其次,介紹了公路突發(fā)事件的定義、分類和特點(diǎn),以及應(yīng)急管理的定義和原則,闡述了響應(yīng)與恢復(fù)基礎(chǔ)型的傳統(tǒng)應(yīng)急管理和預(yù)防及風(fēng)險(xiǎn)減緩基礎(chǔ)型的現(xiàn)代應(yīng)急管理的差別后,介紹了美國和德國應(yīng)急管理的特點(diǎn),提出了國外應(yīng)急管理經(jīng)驗(yàn)對(duì)我國應(yīng)急管理體系建設(shè)的啟示。 然后,從全過程風(fēng)險(xiǎn)管理理論出發(fā),建立了公路應(yīng)急管理體系,將公路應(yīng)急管理的周期劃分為減災(zāi)、備災(zāi)、應(yīng)急響應(yīng)、恢復(fù)重建4個(gè)階段,并詳細(xì)分析、論述了各階段的具體工作內(nèi)容。 最后,提出理論檢驗(yàn)評(píng)估的重要性,對(duì)現(xiàn)行的方法進(jìn)行歸納總結(jié)。根據(jù)構(gòu)建的四階段公路應(yīng)急管理體系,建立了包含防災(zāi)減災(zāi)能力、應(yīng)急準(zhǔn)備能力、應(yīng)急響應(yīng)能力、恢復(fù)重建能力在內(nèi)的公路應(yīng)急管理綜合能力評(píng)價(jià)模型并確定了各項(xiàng)指標(biāo)。然后通過改進(jìn)的層次分析法-G1法確定指標(biāo)體系權(quán)重,并根據(jù)此評(píng)價(jià)指標(biāo)體系,采用線性加權(quán)求和法對(duì)X區(qū)域國省道公路應(yīng)急管理綜合能力進(jìn)行打分評(píng)價(jià),驗(yàn)證了模型的可行性和實(shí)用性。通過分析,從公路行業(yè)應(yīng)急管理角度,對(duì)加強(qiáng)X區(qū)域國省道公路應(yīng)急管理能力建設(shè)提出了建議。
[Abstract]:As an important part of modern transportation system, highway plays an important role in the sustainable development of national economy. With the increase of the total mileage of the highway, the quantity of the vehicle, the volume of passenger and cargo transportation and the turnover of the highway, the depth of highway access and the degree of networking are increasing, and the number of unexpected events is increasing. The emergency management of highway operation stage has formed a severe test. How to deal with emergencies efficiently and quickly, and how to ensure the safety and unimpeded of highway becomes a very urgent problem for highway management organizations and toll road management units at all levels. Establish a comprehensive, scientific and efficient highway emergency management system and comprehensive, scientific evaluation of highway management institutions and toll road management units emergency management comprehensive capacity, It has become a new research topic in the safety production management of highway industry. This paper makes a preliminary study on the construction of highway emergency management system and the evaluation of comprehensive ability of emergency management. Firstly, this paper introduces the research background of highway emergency management, the development situation and problems of highway emergency management in China, and expounds the research contents, methods and technical route adopted in this paper. Secondly, it introduces the definition, classification and characteristics of highway emergencies, as well as the definition and principles of emergency management, and expounds the differences between traditional emergency management and prevention based on response and restoration and modern emergency management based on risk mitigation. This paper introduces the characteristics of emergency management in the United States and Germany, and puts forward the enlightenment of the experience of foreign emergency management to the construction of emergency management system in China. Then, based on the whole process risk management theory, the highway emergency management system is established. The period of highway emergency management is divided into four stages: disaster reduction, disaster preparedness, emergency response, recovery and reconstruction. The concrete work contents of each stage are discussed. Finally, the importance of theoretical testing and evaluation is put forward, and the current methods are summarized. According to the four-stage highway emergency management system, a comprehensive evaluation model of highway emergency management capacity, including disaster prevention and mitigation capacity, emergency preparedness capacity, emergency response capacity and reconstruction ability, was established and the indexes were determined. Then the weight of the index system is determined by the improved Analytic hierarchy process (AHP) -G1 method, and according to the evaluation index system, the comprehensive capacity of the provincial highway emergency management in the X region is evaluated by the linear weighted summation method. The feasibility and practicability of the model are verified. From the point of view of emergency management of highway industry, the paper puts forward some suggestions on strengthening the capacity of provincial highway emergency management in X region.
