基于安全氛圍診斷的社區(qū)安全評價方法研究

【摘要】:安全氛圍作為安全文化的可測量特征,能夠反映并預(yù)測企業(yè)和行業(yè)整體的安全績效水平。將安全氛圍診斷應(yīng)用到社區(qū)中,能夠比較客觀的描述社區(qū)安全狀態(tài)、安全管理進(jìn)程以及社區(qū)居民的安全行為對社區(qū)環(huán)境的影響。社區(qū)安全氛圍的測評為提高社區(qū)安全管理水平和安全績效提供了有利的幫助,也為政府職能部門推進(jìn)安全社區(qū)建設(shè)提供決策依據(jù),加快我國社會管理創(chuàng)新實踐與國際社區(qū)管理工作相銜接。 本文通過對以往研究結(jié)果的對比分析,,結(jié)合我國社區(qū)管理的實際情況,明確了社區(qū)安全氛圍的概念、含義、影響因素和研究方法。運用社區(qū)傷害與事故案例分析、專家訪談及現(xiàn)場問卷調(diào)查等方法,提出了社區(qū)安全氛圍構(gòu)成的10個要素,并設(shè)計出適合社區(qū)安全氛圍量化測評的調(diào)查問卷。運用spss統(tǒng)計分析軟件結(jié)合探索性因子分析和主成分分析的數(shù)學(xué)方法,提取出構(gòu)成社區(qū)安全氛圍的5個主要因子,即社區(qū)人員的安全認(rèn)識、社區(qū)人員的安全參與、管理層致力于安全的程度、社區(qū)安全實施、社區(qū)安全培訓(xùn)。運用安全管理學(xué)、組織行為學(xué)、統(tǒng)計學(xué)等理論,構(gòu)建了社區(qū)安全氛圍模型,以實現(xiàn)對因子結(jié)構(gòu)和要素組合的關(guān)系開展量化分析與解釋的目的。因子結(jié)構(gòu)和要素組合也可以客觀分析和解釋當(dāng)前安全管理的基本進(jìn)程和社區(qū)安全氛圍狀況。進(jìn)而得出社區(qū)安全氛圍作用機理,尋求針對社區(qū)安全氛圍評價的方法,驗證安全氛圍測評作為社區(qū)事故綜合預(yù)防方法的基本思想和技術(shù)路線。
[Abstract]:As a measurable feature of safety culture, safety atmosphere can reflect and predict the overall safety performance of enterprises and industries. The application of safety atmosphere diagnosis to the community can objectively describe the community safety status, the process of safety management and the impact of community residents' safety behavior on the community environment. The evaluation of community safety atmosphere not only provides favorable help for improving the level of community safety management and safety performance, but also provides decision-making basis for government departments to promote the construction of safe community. Speed up the practice of social management innovation and international community management work. Based on the comparative analysis of the previous research results and the actual situation of community management in China, this paper clarifies the concept, meaning, influencing factors and research methods of community safety atmosphere. By means of case analysis of community injuries and accidents, expert interviews and field questionnaires, this paper puts forward 10 elements of community safety atmosphere, and designs a questionnaire which is suitable for the quantitative evaluation of community safety atmosphere. By using the spss statistical analysis software combined with exploratory factor analysis and principal component analysis, five main factors which constitute the community safety atmosphere are extracted, that is, community personnel's safety understanding, community personnel's safety participation. Management commitment to safety, community safety implementation, community safety training. Based on the theories of safety management, organizational behavior and statistics, the model of community safety atmosphere is constructed in order to realize the purpose of quantitative analysis and explanation of the relationship between factor structure and factor combination. Factor structure and element combination can also objectively analyze and explain the basic process of current security management and the situation of community safety atmosphere. Then the mechanism of community safety atmosphere is obtained, and the method of community safety atmosphere evaluation is sought to verify the basic idea and technical route of community safety atmosphere assessment as a comprehensive prevention method of community accidents.
