石油企業(yè)員工行為安全審計(jì)方法與實(shí)證研究

【摘要】:在融多種不安全及危險(xiǎn)因素于一體的石油生產(chǎn)系統(tǒng)中,有85%以上的事故源于人的不安全行為。為了有效控制石油企業(yè)員工的“三違”行為,本文圍繞行為安全審計(jì)方法及實(shí)施流程開(kāi)展研究。 首先,本文將安全審計(jì)方法與行為管理其他方法進(jìn)行比較與分析,通過(guò)文獻(xiàn)梳理及對(duì)航空領(lǐng)域安全審計(jì)研究成果的歸納,闡明了行為安全審計(jì)定義,并闡述了石油企業(yè)行為安全審計(jì)概念等基本內(nèi)涵。 其次,以石油企業(yè)員工行為為對(duì)象,以風(fēng)險(xiǎn)管理理論和安全審計(jì)方法為基礎(chǔ),構(gòu)建了石油企業(yè)員工行為安全審計(jì)的內(nèi)容主體——即以中上層領(lǐng)導(dǎo)、班組長(zhǎng)及一線員工三類(lèi)員工為對(duì)象的包含管理、技術(shù)及操作三個(gè)層面的Bow-tie模型;基于所構(gòu)建的Bow-tie模型,編制了中國(guó)文化背景下的石油企業(yè)員工行為安全審計(jì)內(nèi)容檢測(cè)問(wèn)卷,結(jié)合對(duì)來(lái)自4個(gè)不同作業(yè)區(qū)的中上層領(lǐng)導(dǎo)層、班組長(zhǎng)層和一線員工層的部分員工進(jìn)行個(gè)體深度訪談,確定了問(wèn)卷的基本構(gòu)成;運(yùn)用SPSS16.0軟件對(duì)327個(gè)有效樣本的測(cè)驗(yàn)問(wèn)卷進(jìn)行信效度檢驗(yàn),完成石油企業(yè)員工行為安全審計(jì)內(nèi)容的探索性分析,從而初步確立了本文的石油企業(yè)員工行為安全審計(jì)內(nèi)容體系。第三,依據(jù)構(gòu)建的內(nèi)容體系運(yùn)用SEM方法,對(duì)石油企業(yè)員工行為安全審計(jì)內(nèi)容進(jìn)行 驗(yàn)證性實(shí)證分析,最終確定了石油企業(yè)員工行為安全審計(jì)內(nèi)容體系。最后,基于所確立的石油企業(yè)員工行為安全審計(jì)內(nèi)容體系,對(duì)石油企業(yè)員工行為安 全審計(jì)的OPPT(OrganizationProcessPeopleTool)流程管理進(jìn)行探索性設(shè)計(jì),并編制了石油企業(yè)三個(gè)對(duì)象層的員工行為安全審計(jì)清單;將所設(shè)計(jì)的石油企業(yè)員工行為安全審計(jì)清單對(duì)某石油企業(yè)包括采油、注汽、集輸、修井、基建、監(jiān)控等13個(gè)不同崗位的164名員工實(shí)施行為安全審計(jì)。研究結(jié)果表明,所構(gòu)建的石油企業(yè)員工行為安全審計(jì)內(nèi)容體系及審計(jì)清單合理,同時(shí),通過(guò)某石油企業(yè)實(shí)施行為安全審計(jì),,實(shí)現(xiàn)OPPT流程管理的試點(diǎn)應(yīng)用。
[Abstract]:More than 85% of accidents in oil production systems are caused by unsafe behavior. In order to effectively control the "three violations" behavior of the employees in petroleum enterprises, this paper focuses on the conduct safety audit method and implementation process. First of all, this paper compares and analyzes the safety audit method and other methods of behavior management, and clarifies the definition of behavior safety audit by combing the literature and summarizing the research results of aviation safety audit. And elaborated the petroleum enterprise behavior safety audit concept and so on basic connotation. Secondly, based on the theory of risk management and the method of safety audit, the main body of the safety audit of employees in petroleum enterprises is constructed, that is, the leadership of the upper and middle class. The Bow-tie model, which includes three levels of management, technology and operation, is developed based on the Bow-tie model, which is based on the Chinese culture background, and the questionnaire of staff safety audit content in petroleum enterprises under the background of Chinese culture, which includes three levels of management, technology and operation. The basic structure of the questionnaire was determined by conducting individual in-depth interviews with some of the employees from the upper and middle levels of the middle and upper levels, the group leaders and the front-line employees from four different operation areas. The reliability and validity of 327 valid sample questionnaires are tested by SPSS16.0 software, and the exploratory analysis of the content of employee behavior safety audit in petroleum enterprises is completed, and the content system of this paper is preliminarily established. Thirdly, according to the content system constructed, using SEM method, the content of safety audit of employees in petroleum enterprises is carried out. Confirmatory empirical analysis, the final determination of the content of staff safety audit system. Finally, based on the established content system of personnel behavior safety audit in petroleum enterprises, the safety of employees' behavior in petroleum enterprises is discussed. The whole audit OPPTT Organization process people tool process management is designed for exploratory design, and an audit list of employee behavior safety in three object layers of petroleum enterprises is worked out, and the designed list of employee behavior safety audit for a petroleum enterprise includes oil production, steam injection, etc. 164 employees in 13 different positions, such as transportation, workover, construction, monitoring and so on, carry out behavior safety audit. The research results show that the content system and audit list of employee behavior safety audit in petroleum enterprise are reasonable. At the same time, the pilot application of OPPT process management is realized through the implementation of behavior safety audit in a petroleum enterprise.
