【摘要】：為了研究化工過程定量風(fēng)險(xiǎn)評(píng)價(jià)進(jìn)展以及對(duì)風(fēng)險(xiǎn)準(zhǔn)則進(jìn)行比較分析,通過梳理定量風(fēng)險(xiǎn)評(píng)價(jià)的發(fā)展歷程,從方法來源、法律法規(guī)進(jìn)展以及軟件技術(shù)發(fā)展3個(gè)方面,逐一分析各國的發(fā)展情況,并結(jié)合英國、荷蘭、美國與中國個(gè)人和社會(huì)可接受風(fēng)險(xiǎn)準(zhǔn)則的比較結(jié)果,分析各國風(fēng)險(xiǎn)準(zhǔn)則的異同。此外,闡述了德國和日本化工過程安全控制的準(zhǔn)則內(nèi)容。結(jié)果表明:我國定量風(fēng)險(xiǎn)評(píng)價(jià)技術(shù)起步相對(duì)較晚,但實(shí)施導(dǎo)則、風(fēng)險(xiǎn)準(zhǔn)則的制定以及評(píng)價(jià)軟件的開發(fā),標(biāo)志著我國定量風(fēng)險(xiǎn)評(píng)價(jià)方法理論體系的發(fā)展較為完備。
[Abstract]:In order to study the progress of quantitative risk assessment in chemical process and to compare and analyze the risk criterion, through combing the development course of quantitative risk assessment, this paper discusses the development of quantitative risk assessment from three aspects: method source, law and regulation development and software technology development. This paper analyzes the development of each country one by one, and analyzes the similarities and differences of individual and social acceptable risk criteria between the United Kingdom, the Netherlands, the United States and China. In addition, the contents of safety control criteria for chemical processes in Germany and Japan are described. The results show that the quantitative risk assessment technology starts relatively late in our country, but the implementation guidelines, the formulation of risk criteria and the development of evaluation software indicate that the theoretical system of quantitative risk assessment methods in China is relatively complete.
