【摘要】：國家施行安全生產(chǎn)行政監(jiān)管最終目的是為了保護(hù)國家和人民的生命及財(cái)產(chǎn)安全,促進(jìn)國家的經(jīng)濟(jì)又快又好的穩(wěn)健發(fā)展,最終,維護(hù)整個(gè)社會的和諧安定。但是,隨著經(jīng)濟(jì)全球化進(jìn)程的加快、科學(xué)技術(shù)的突飛猛進(jìn)和工業(yè)化的快速發(fā)展,安全生產(chǎn)問題已不僅限于某一個(gè)國家或地區(qū),它已成為國際共同的話題,反映著一個(gè)國家或國家穩(wěn)健發(fā)展的良好形象。如此以來,我國現(xiàn)行的安全生產(chǎn)行政監(jiān)管已經(jīng)逐漸無法符合加速發(fā)展的新局勢,而在對石油企業(yè)進(jìn)行安全生產(chǎn)監(jiān)管的過程中,行政監(jiān)管機(jī)構(gòu)也面臨著新的監(jiān)管問題,如何在我國石油企業(yè)安全生產(chǎn)行政監(jiān)管做出創(chuàng)新已是時(shí)代所需。 本文首先通過文獻(xiàn)分析法,搜集、整理、分析、歸納和總結(jié)與石油安全生產(chǎn)行政監(jiān)管相關(guān)的專著、期刊文獻(xiàn)、學(xué)位論文等等,對石油安全生產(chǎn)行政監(jiān)管相關(guān)概念進(jìn)行界定,明確研究對象及研究范圍。在此基礎(chǔ)上,通過系統(tǒng)動力學(xué)方法,根據(jù)石油企業(yè)安全生產(chǎn)行政監(jiān)管存在常態(tài)和非常態(tài)兩種行政監(jiān)管狀態(tài)的特征,提出了構(gòu)建石油企業(yè)安全生產(chǎn)行政監(jiān)管網(wǎng)絡(luò)式動態(tài)聯(lián)動組織架構(gòu)的初步設(shè)想,然后,梳理了各部門職責(zé),并提出如何設(shè)置監(jiān)管機(jī)構(gòu)、對監(jiān)管主體的要求以及行政監(jiān)管方式與內(nèi)容的建議。其次,根據(jù)石油企業(yè)安全生產(chǎn)行政監(jiān)管過程劃分了事前、事中和事后三個(gè)行政監(jiān)管階段,明確了在不同行政監(jiān)管階段需要采用不同的行政監(jiān)管機(jī)制,分析了石油企業(yè)安全生產(chǎn)行政監(jiān)管機(jī)制的運(yùn)行方式。最后,根據(jù)石油企業(yè)安全生產(chǎn)行政監(jiān)管的特點(diǎn),研究了石油企業(yè)安全生產(chǎn)行政監(jiān)管機(jī)制運(yùn)行的五大支撐體系。 其中石油安全生產(chǎn)行政監(jiān)管機(jī)制的運(yùn)行是本文的核心,不管是石油安全生產(chǎn)行政監(jiān)管網(wǎng)絡(luò)式聯(lián)動組織架構(gòu)設(shè)計(jì),還是石油企業(yè)安全生產(chǎn)行政監(jiān)管五大支撐體系的建立,都是圍繞這一核心內(nèi)容進(jìn)行研究的。
[Abstract]:The ultimate purpose of the administrative supervision of safe production is to protect the life and property safety of the country and the people, to promote the rapid and sound development of the country's economy, and finally to maintain the harmony and stability of the whole society. However, with the acceleration of the process of economic globalization, the rapid development of science and technology and the rapid development of industrialization, the problem of production safety is not limited to a certain country or region, and it has become a common international topic. Reflect a country or the good image of a country's steady development. Since then, the current administrative supervision of production safety in our country has gradually failed to meet the new situation of accelerated development, and in the process of supervising the production safety of oil enterprises, the administrative regulatory bodies are also faced with new regulatory problems. How to make innovation in our country's petroleum enterprise safety administrative supervision has been the need of the times. First of all, through literature analysis, collection, collation, analysis, induction and summary of related monographs, periodicals, dissertations, and so on, this paper defines the concepts related to the administrative supervision of oil production safety. Clear research object and scope. On this basis, through the method of system dynamics, according to the characteristics of normal and abnormal administrative supervision state of safety production administrative supervision in petroleum enterprises, This paper puts forward the tentative idea of constructing the network dynamic linkage organization structure of the safety production administrative supervision in petroleum enterprises, and then combs the responsibilities of various departments, and puts forward how to set up the supervision organization. The requirements of the main body of supervision, as well as the administrative supervision of the way and content of the proposal. Secondly, according to the process of administrative supervision of production safety in oil enterprises, there are three stages of administrative supervision before, during and after the process. It is clear that different administrative supervision mechanisms should be adopted in different stages of administrative supervision. This paper analyzes the operation mode of the administrative supervision mechanism of production safety in petroleum enterprises. Finally, according to the characteristics of the administrative supervision of production safety in petroleum enterprises, five supporting systems for the operation of the administrative supervision mechanism of production safety in oil enterprises are studied. Among them, the operation of petroleum production safety administrative supervision mechanism is the core of this paper, whether it is the design of the network linked organization structure of petroleum production safety administrative supervision, or the establishment of the five supporting systems of petroleum enterprises' safety production administrative supervision. It is around this core content to carry on the research.
