基于績效棱柱的道路運輸企業(yè)安全指標體系研究

【摘要】:近年來,我國重(特)大交通事故頻繁發(fā)生,道路運輸安全生產(chǎn)形勢日趨嚴峻。對道路運輸企業(yè)開展安全研究是一項緊迫而又具有重大意義的研究課題。由于傳統(tǒng)的道路運輸企業(yè)安全研究缺乏科學的指標分析工具而導致指標與戰(zhàn)略之間沒有承接,缺乏邏輯性。文章首次將績效棱柱理論引入道路運輸安全領域,運用其嚴密的邏輯和彈性的框架,結合道路運輸企業(yè)安全管理的特殊性,嘗試性地將指標確立的重點放在企業(yè)內部的安全戰(zhàn)略、安全流程和安全能力維度上,確立道路運輸企業(yè)三個縱向維度下的安全因素。另一方面,在對重大交通事故原因、交通政策分析的基礎上,借鑒其它行業(yè)安全因素,得出道路運輸企業(yè)中的駕駛員、車輛、綜合管理三個橫向層面下影響運輸安全的重要因素。將橫向、縱向因素結合初步設計出二維安全指標集,,該指標集包含33個底層指標。通過118份問卷調查,運用SPSS因子分析對其驗證,結果表明33個底層指標縱向維度相關性高可以保留,且橫向層面相關性由駕駛員、車輛、綜合管理三個層面分解為駕駛員、車輛、風險管理和日常安全管理四個層面。文章最終確立了四個橫向層面與三個縱向維度相結合的道路運輸企業(yè)安全指標集。通過第二輪專家問卷調查,請10位專家對指標、維度和層面分別進行權重對比打分,運用層次分析法計算得出駕駛員層面權重占48.7%,車輛層面權重占22.9%,風險管理層面權重占18.0%,日常管理層面權重占10.3%;戰(zhàn)略權重49.3%,流程31.2%,能力19.6%;得出一套科學規(guī)范且可行性強的道路運輸企業(yè)安全指標體系。筆者構建的道路運輸企業(yè)安全指標體系不僅能夠作為企業(yè)駕駛員部門、車輛管理部門、綜合管理部門和風險管理部門的橫向安全指標,也能為企業(yè)提供從高層管理到基層運營的縱向考評指標?朔藗鹘y(tǒng)道路運輸企業(yè)安全指標的單一性和缺乏關聯(lián)性的問題,對企業(yè)安全生產(chǎn)管理具有一定的指導意義和應用價值。
[Abstract]:In recent years, heavy traffic accidents occur frequently in China, and the situation of road transportation safety is becoming more and more serious. It is an urgent and significant research topic for road transportation enterprises to carry out safety research. Because the traditional road transportation enterprise safety research lacks the scientific index analysis tool, resulting in the index and the strategy does not undertake, lacks the logic. This paper introduces the performance prism theory into the field of road transport safety for the first time, applies its strict logic and elastic framework, and combines the particularity of road transport enterprise safety management. This paper tries to lay emphasis on the internal safety strategy, safety process and safety capability of the enterprise, and establish the safety factors under the three vertical dimensions of road transport enterprises. On the other hand, on the basis of analyzing the causes of major traffic accidents and traffic policies, and drawing lessons from the safety factors of other industries, it is concluded that drivers and vehicles in road transport enterprises, Integrated management of three horizontal levels of transport safety under the important factors. The two-dimensional safety index set is designed by combining the horizontal and longitudinal factors. The index set consists of 33 underlying indexes. SPSS factor analysis was used to verify the results of 118 questionnaires. The results showed that the high correlation of the longitudinal dimension of 33 bottom indicators could be maintained, and the horizontal correlation was decomposed into driver, vehicle and integrated management from three levels, the driver, the vehicle and the comprehensive management. Vehicle, risk management and daily safety management four levels. Finally, the paper establishes the road transport enterprise safety index set which combines four horizontal levels and three vertical dimensions. Through the second round of expert questionnaires, 10 experts were asked to compare the weights of indicators, dimensions and levels. The weight of driver level is 48.7%, vehicle level is 22.9%, risk management level is 18.0, daily management level is 10.3; strategic weight is 49.3%, process is 31.2, ability is 19.6b; and a set of scientific norms is feasible. Strong road transportation enterprise safety index system. The road transportation enterprise safety index system constructed by the author can not only be used as the horizontal safety index of the driver department, the vehicle management department, the comprehensive management department and the risk management department of the enterprise. Can also provide for enterprises from top management to grass-roots operation of vertical evaluation indicators. It overcomes the problems of the singularity and lack of relevance of the traditional road transportation enterprise safety index, and has certain guiding significance and application value for the enterprise safety production management.
