【摘要】：隨著山東半島藍(lán)色經(jīng)濟(jì)區(qū)正式上升為國家戰(zhàn)略、青島西海岸新區(qū)升級為國家級經(jīng)濟(jì)新區(qū),青島董家口港區(qū)正以前所未有的速度迅猛發(fā)展。 2009年3月1日,國家正式批復(fù)《董家口港區(qū)總體規(guī)劃》,將董家口港區(qū)定位為國家重要樞紐港——青島港的重要組成部分。港區(qū)規(guī)劃面積60.2平方公里、碼頭岸線長約35.3公里,泊位數(shù)112個,航道水深-20米,一個嶄新的億噸綜合性大港呼之欲出[]。隨著青島港董家口港區(qū)建設(shè)的全面鋪開,青島水域船舶交通安全風(fēng)險逐步加大,對提升海事監(jiān)管和服務(wù)工作水平提出了更高的要求。 本文通過分析在建的董家口港區(qū)的自然狀況、航道狀況、交通狀況等影響水運(yùn)安全的各項因素,并展望未來的發(fā)展規(guī)劃,通過層次分析法確定了影響董家口港區(qū)水域通航安全的評價指標(biāo)及權(quán)重,并采用模糊綜合評價的方法,對董家口港區(qū)水域通航安全狀況做出評價。 通過對董家口港區(qū)水域通航安全的評價,以期能更系統(tǒng)、更科學(xué)的評估董家口港區(qū)水域的通航安全狀況,為港口的建設(shè)和發(fā)展、為海事安全監(jiān)管工作提供借鑒和參考,為保障本轄區(qū)通航安全、通航效率及海洋環(huán)境作出貢獻(xiàn)。
[Abstract]:With the rise of the blue economic zone of Shandong Peninsula as a national strategy, the new area of Qingdao West Coast has been upgraded to a new national economic zone, and the Dongjiakou Port area of Qingdao is developing at an unprecedented speed. On March 1, 2009, the State formally approved the General Plan of Dongjiakou Port District, which positioned the Dongjiakou Port area as an important part of the important national hub port-Qingdao Port. The planned area of the port area is 60.2 square kilometers, the wharf coastline is about 35.3 kilometers, the number of berths is 112, the waterway depth is -20 meters, and a new comprehensive port of 100 million tons is ready to emerge []. With the construction of Dongjiakou Port in Qingdao Port spreading out in an all-round way, the risk of ship traffic safety in Qingdao waters is gradually increased, which puts forward higher requirements for improving the level of maritime supervision and service. This paper analyzes the natural condition, waterway condition and traffic condition of Dongjiakou Port area under construction, and looks forward to the future development plan. The evaluation indexes and weights affecting the navigable safety in Dongjiakou Port area are determined by AHP, and the navigable safety status in Dongjiakou Port area is evaluated by using the fuzzy comprehensive evaluation method. Through the evaluation of navigable safety in Dongjiakou Port area, in order to evaluate the navigable safety situation of Dongjiakou Port area more systematically and scientifically, and to provide reference and reference for the construction and development of port and maritime safety supervision, In order to ensure the safety of navigation, navigation efficiency and marine environment to contribute.
