【摘要】：近年來(lái)，隨著社會(huì)的發(fā)展，石油企業(yè)海外社會(huì)安全受到政府和社會(huì)公眾越來(lái)越廣泛的關(guān)注和重視。20世紀(jì)90年代國(guó)際上一些大石油公司在石油勘探開(kāi)發(fā)多年工作經(jīng)驗(yàn)積累基礎(chǔ)上，形成了完整的安全評(píng)價(jià)體系，并逐步為各國(guó)石油公司所接受，成為國(guó)際石油界安全評(píng)價(jià)共同遵守的規(guī)則。中國(guó)石油行業(yè)從1997年推行安全評(píng)價(jià)體系以來(lái)取得了許多寶貴經(jīng)驗(yàn)和良好績(jī)效。隨著中國(guó)石油企業(yè)海外項(xiàng)目的迅猛發(fā)展，為了實(shí)現(xiàn)“建設(shè)具有國(guó)際競(jìng)爭(zhēng)力的跨國(guó)石油公司”的戰(zhàn)略目標(biāo)，在安全評(píng)價(jià)方面，就必須要學(xué)習(xí)國(guó)際大石油公司安全脆弱性評(píng)估經(jīng)驗(yàn)，發(fā)展建立具有中國(guó)石油企業(yè)特色的安全脆弱性模式。 本文主要內(nèi)容是研究安全脆弱性評(píng)估的要素、建立與實(shí)施安全脆弱性評(píng)估的原則、方法/步驟和實(shí)例的應(yīng)用。其中安全脆弱性評(píng)估分析的要素主要包括可能性、嚴(yán)重性、吸引力、威脅、脆弱性等，安全脆弱性評(píng)估的實(shí)施步驟主要包括資產(chǎn)特性分析、威脅分析、脆弱性分析、風(fēng)險(xiǎn)分析、對(duì)策分析。 通過(guò)對(duì)國(guó)內(nèi)外風(fēng)險(xiǎn)評(píng)價(jià)方法和社會(huì)安全脆弱性相關(guān)技術(shù)的比對(duì)、分析，研究適用于中國(guó)石油國(guó)際業(yè)務(wù)社會(huì)安全威脅識(shí)別技術(shù)；通過(guò)對(duì)社會(huì)安全脆弱性影響因素的比較、分析，研究中國(guó)石油國(guó)際業(yè)務(wù)社會(huì)安全脆弱性影響因素指標(biāo)體系；通過(guò)國(guó)際業(yè)務(wù)社會(huì)安全脆弱性評(píng)價(jià)技術(shù)的研究，，為中國(guó)石油行業(yè)國(guó)際業(yè)務(wù)社會(huì)安全威脅的辨識(shí)提供科學(xué)指導(dǎo)，為海外項(xiàng)目社會(huì)安全脆弱性的評(píng)價(jià)提供技術(shù)支持。從而降低風(fēng)險(xiǎn)，為中國(guó)石油海外煉化項(xiàng)目的安全生產(chǎn)保駕護(hù)航。為中國(guó)石油企業(yè)海外項(xiàng)目的戰(zhàn)略的實(shí)現(xiàn)和進(jìn)一步改進(jìn)海外社會(huì)安全提供指南。
[Abstract]:In recent years, with the development of society, the overseas social safety of petroleum enterprises has been paid more and more attention by the government and the public. It has formed a complete safety evaluation system, and gradually accepted by oil companies of various countries, has become a common rule of international oil industry safety evaluation. Since the implementation of the safety evaluation system in 1997, China's petroleum industry has gained a lot of valuable experience and good performance. With the rapid development of overseas projects of Chinese oil enterprises, in order to realize the strategic goal of "building multinational oil companies with international competitiveness", it is necessary to learn from the experience of safety vulnerability assessment of large international oil companies in terms of safety evaluation. To develop and establish a security vulnerability model with the characteristics of Chinese oil enterprises. The main content of this paper is to study the elements of security vulnerability assessment, to establish and implement the principles, methods / steps and the application of examples of security vulnerability assessment. The main elements of security vulnerability assessment analysis include possibility, severity, attractiveness, threat, vulnerability, etc. The implementation steps of security vulnerability assessment mainly include asset characteristics analysis, threat analysis, vulnerability analysis, risk analysis, etc. Countermeasure analysis By comparing the risk assessment methods at home and abroad with the related technologies of social security vulnerability, the paper studies the identification technology of social security threat suitable for PetroChina International Business, and analyzes the factors affecting social security vulnerability through the comparison of the factors that affect the social security vulnerability. This paper studies the index system of the influencing factors of the social safety vulnerability of China Petroleum International, and provides scientific guidance for the identification of the social security threat of the international business in China through the research of the assessment technology of the social security vulnerability of the international business. Provide technical support for assessment of social security vulnerability of overseas projects. In order to reduce the risk and protect the production safety of PetroChina overseas refining and chemical projects. To provide guidance for the strategic realization of overseas projects of Chinese oil enterprises and further improvement of overseas social security.
