【摘要】：電力行業(yè)在國民經(jīng)濟(jì)中所處的地位,決定了電力企業(yè)同其他的行業(yè)的企業(yè)在安全生產(chǎn)的責(zé)任方面有著很大的不同,電力企業(yè)的安全生產(chǎn)事故不僅關(guān)系到本企業(yè)聲譽(yù)與經(jīng)濟(jì)效益,同時(shí)也會(huì)給社會(huì)生產(chǎn)、人民生活乃至社會(huì)穩(wěn)定帶來很大影響。近年來,我國電力企業(yè)生產(chǎn)中電網(wǎng)事故起數(shù)、設(shè)備事故起數(shù)來說呈現(xiàn)總體下降趨勢(shì),但是人身傷亡事故數(shù)和死亡人數(shù)卻有所抬頭。人是安全管理的核心,一切安全管理手段與安全文化的出發(fā)點(diǎn)和落腳點(diǎn)。電力企業(yè)已經(jīng)意識(shí)到了入因安全是未來安全生產(chǎn)的重要研究方向,但是由于當(dāng)前對(duì)于人因安全的研究成果較少,且多集中于違章與誤操作。因此,開展對(duì)人因安全的研究具有十分重要的研究價(jià)值和現(xiàn)實(shí)意義。 本文通過中外文獻(xiàn)綜述,建立電力企業(yè)人因安全的影響因素模型,并通過專家法確定了工作壓力因素、人文關(guān)懷因素、注意力、思維力、記憶力、情緒體驗(yàn)為最重要的影響,隨后論文針對(duì)其中最為重要的認(rèn)知能力和組織因素進(jìn)行研究。通過安全職業(yè)適性的方法研究認(rèn)知能力,通過崗位分析、工作日志、專家法、儀器測(cè)量等,驗(yàn)證了認(rèn)知能力可評(píng)價(jià)性,并確立敏感指標(biāo)的等級(jí)。以安全應(yīng)力中的壓力與情緒兩個(gè)組織因素作為切入點(diǎn),對(duì)電力企業(yè)員工進(jìn)行問卷調(diào)查,運(yùn)用結(jié)構(gòu)方程模型驗(yàn)證了安全應(yīng)力影響因素模型,得出了各因素與安全應(yīng)力的相關(guān)系數(shù)。最后將研究結(jié)果應(yīng)用于電力企業(yè)的人因安全管理對(duì)策中,提出構(gòu)建基于員工安全促進(jìn)計(jì)劃的安全管理模式。通過對(duì)員工安全促進(jìn)計(jì)劃原則、開展模式、功能、應(yīng)用技術(shù)等詳細(xì)介紹,希望通過一攬子的管理手段,提升電力企業(yè)的人因安全水平。 本文有四個(gè)創(chuàng)新點(diǎn)。第一,在分析了人因安全影響因素的基礎(chǔ)上,構(gòu)建了電力企業(yè)人因安全影響因素理論模型。運(yùn)用三角模糊層次分析法,判定了不同影響因素的權(quán)重,從而確定了電力企業(yè)生產(chǎn)中影響人因安全的七大因素。 第二,使用特殊職業(yè)適性的測(cè)評(píng)方法,通過對(duì)調(diào)研和測(cè)量數(shù)據(jù)的統(tǒng)計(jì)與分析,首次在電力企業(yè)員工中確定并驗(yàn)證了安全職業(yè)適性中認(rèn)知能力：注意力、記憶力、思維力、知覺力和預(yù)想力,并確定了其中能力指標(biāo)的評(píng)價(jià)等級(jí)。 第三,特別關(guān)注了電力企業(yè)的安全應(yīng)力,開發(fā)了安全應(yīng)力影響因素的測(cè)量工具,并經(jīng)過嚴(yán)格的信度和效度分析,可以作為企業(yè)安全應(yīng)力影響因素測(cè)量的重要手段。應(yīng)用統(tǒng)計(jì)分析法,研究了安全應(yīng)力與影響因素之間的量化關(guān)系,提出假設(shè)并驗(yàn)證了關(guān)系模型。 第四,在人因安全管理對(duì)策應(yīng)用中,從國外流行的員工援助計(jì)劃得到啟示,開發(fā)了符合中國國情與電力企業(yè)現(xiàn)狀的員工安全促進(jìn)計(jì)劃；提出了“以人為本”的人因安全管理對(duì)策模式、員工促進(jìn)計(jì)劃應(yīng)用技術(shù)及人因心理應(yīng)急措施。
[Abstract]:The position of electric power industry in the national economy determines that electric power enterprises are different from other enterprises in the responsibility of production safety. The safety accidents of electric power enterprises are not only related to the reputation and economic benefits of the enterprises. At the same time, it will also have a great impact on social production, people's life and even social stability. In recent years, the number of power network accidents and the number of equipment accidents in the production of electric power enterprises in China have shown an overall downward trend, but the number of casualties and deaths has increased. Human is the core of safety management. The electric power enterprise has realized that the safety of the reason is the important research direction of the safety production in the future, but because of the present research result of the human safety is relatively few, and mostly focus on the violation of the regulations and misoperation. Therefore, the research on human security has very important research value and practical significance. In this paper, a model of factors influencing human safety in electric power enterprises is established through literature review at home and abroad. The factors of working stress, humanistic concern, attention, mental capacity, memory and emotional experience are identified as the most important factors by expert method. Then the thesis focuses on the most important cognitive ability and organizational factors. The cognitive ability was studied by the method of safety occupational suitability, and the evaluability of cognitive ability was verified by post analysis, work log, expert method and instrument measurement, and the grade of sensitive index was established. Based on the two organizational factors of stress and emotion in safety stress, a questionnaire survey was conducted on the employees of electric power enterprises. The structural equation model was used to verify the model of influencing factors of safety stress, and the correlation coefficient between each factor and safety stress was obtained. Finally, the research results are applied to the human safety management strategy of electric power enterprises, and a safety management model based on employee safety promotion plan is proposed. Through the detailed introduction of employee safety promotion plan principle, development mode, function, application technology and so on, it is hoped that the human safety level of electric power enterprise can be improved through a package of management measures. There are four innovations in this paper. Firstly, based on the analysis of the factors affecting human safety, a theoretical model of human safety factors in electric power enterprises is constructed. By means of triangular fuzzy analytic hierarchy process, the weight of different influencing factors is determined, and the seven factors that affect human safety in the production of electric power enterprises are determined. Secondly, by using the special occupational suitability test method, through the statistics and analysis of the survey and measurement data, the cognitive ability of safety occupational suitability is first identified and validated in the employees of power enterprises: attention, memory, thinking ability. Perceptual power and anticipatory power were determined, and the evaluation grade of the ability index was determined. Thirdly, it pays special attention to the safety stress of the electric power enterprise, develops the measuring tool of the influence factor of the safety stress, and through the strict reliability and validity analysis, it can be used as the important means to measure the influencing factor of the safety stress in the enterprise. The quantitative relationship between safety stress and influencing factors is studied by means of statistical analysis, and the hypothesis is put forward and the relationship model is verified. Fourthly, in the application of the human safety management strategy, the employee safety promotion plan, which is in line with the situation of China and the electric power enterprise, has been developed from the popular employee assistance plan abroad. This paper puts forward the "people-oriented" human safety management countermeasure mode, staff promotion plan application technology and human psychological emergency measures.
