【摘要】：煙草企業(yè)提供的稅收是我國(guó)財(cái)政收入的重要支柱，在國(guó)民經(jīng)濟(jì)中占有舉足輕重的位置，煙草企業(yè)的對(duì)社會(huì)的影響力不容忽視；煙葉及其制品卷煙屬于易燃品，其生產(chǎn)加工過(guò)程中存在諸多不安全因素；最重要的是，伴隨著煙草行業(yè)改革和發(fā)展步伐的不斷加快，煙草企業(yè)安全管理方面的矛盾也日趨凸現(xiàn)，企業(yè)的安全管理工作進(jìn)入瓶頸期。以此同時(shí)，煙草安全文化建設(shè)也被提上重要日程，并逐漸發(fā)揮出巨大的潛力。安全文化建設(shè)正在逐步引導(dǎo)企業(yè)由原來(lái)的剛性管理模式向“軟管理”模式轉(zhuǎn)變，對(duì)于企業(yè)安全文化建設(shè)水平的評(píng)估是對(duì)這種引導(dǎo)力的檢測(cè)，通過(guò)評(píng)價(jià)可以加深企業(yè)對(duì)安全管理缺陷的理解，激勵(lì)其不斷改進(jìn)和發(fā)展企業(yè)安全文化，，提升安全管理水平。 第一，在大量查閱、收集文獻(xiàn)和資料的基礎(chǔ)上，闡述了安全文化的發(fā)展脈絡(luò)，安全文化的含義、層次結(jié)構(gòu)和功能，并簡(jiǎn)要分析了安全文化與企業(yè)文化的區(qū)別和聯(lián)系； 第二，在總結(jié)國(guó)內(nèi)外關(guān)于企業(yè)安全文化評(píng)價(jià)指標(biāo)和評(píng)價(jià)方法的基礎(chǔ)上，選用層次分析法（AHP）作為確定指標(biāo)權(quán)重的計(jì)算方法，并在計(jì)算過(guò)程中引入眾值理論，使所得結(jié)果更加合理。同時(shí)借鑒模糊評(píng)價(jià)原理，構(gòu)建了基于AHP的煙草工業(yè)企業(yè)安全文化模糊綜合評(píng)價(jià)模型； 第三，通過(guò)現(xiàn)狀調(diào)研與理論知識(shí)相結(jié)合，提出了從安全觀念文化、安全制度文化、安全行為文化和安全物質(zhì)文化四個(gè)方面選取27個(gè)二級(jí)評(píng)價(jià)指標(biāo)對(duì)煙草工業(yè)企業(yè)安全文化進(jìn)行評(píng)價(jià)，并使用改進(jìn)的層次分析法確定各級(jí)指標(biāo)的權(quán)重； 最后，以某煙廠為實(shí)例，運(yùn)用建立的模糊綜合評(píng)價(jià)模型對(duì)其進(jìn)行評(píng)價(jià)，采用現(xiàn)場(chǎng)安全監(jiān)管人員和專家打分確定模糊矩陣，通過(guò)判斷矩陣和模糊矩陣的計(jì)算，最終得出評(píng)價(jià)結(jié)果為：安全觀念文化、安全制度文化、安全行為文化、安全物質(zhì)文化均處于第四層級(jí)“員工互助”階段，所得評(píng)價(jià)結(jié)果企業(yè)實(shí)際狀況比較吻合。
[Abstract]:The tax revenue provided by tobacco enterprises is an important pillar of our country's fiscal revenue and occupies a pivotal position in the national economy. The influence of tobacco enterprises on society cannot be ignored. There are many unsafe factors in the process of production and processing. The most important thing is that with the rapid reform and development of the tobacco industry, the contradictions in the safety management of tobacco enterprises are becoming increasingly prominent. The enterprise safety management work enters the bottleneck period. At the same time, the construction of tobacco safety culture has been put on the important agenda, and gradually exert great potential. The construction of safety culture is gradually leading enterprises to change from the original rigid management mode to the "soft management" mode. The evaluation of the level of enterprise safety culture construction is the test of this kind of guiding force. Evaluation can deepen the understanding of safety management defects, encourage them to continuously improve and develop the safety culture of enterprises, and improve the level of safety management. First, on the basis of consulting a large number of documents and collecting documents and materials, this paper expounds the development of safety culture, the meaning, hierarchy and function of safety culture, and briefly analyzes the difference and relation between safety culture and corporate culture. Secondly, on the basis of summarizing the evaluation index and evaluation method of enterprise safety culture at home and abroad, the analytic hierarchy process (AHP) is chosen as the calculation method to determine the index weight, and the theory of common value is introduced in the calculation process, which makes the result more reasonable. At the same time, the fuzzy comprehensive evaluation model of safety culture of tobacco industry enterprise based on AHP is constructed by referring to the fuzzy evaluation principle. Thirdly, through the combination of current situation investigation and theoretical knowledge, this paper puts forward the concept culture of safety, the culture of safety system, Four aspects of safety behavior culture and safety material culture were selected to evaluate the safety culture of tobacco industry enterprises, and the weight of the indexes was determined by the improved analytic hierarchy process (AHP). Finally, taking a tobacco factory as an example, the fuzzy comprehensive evaluation model is used to evaluate the fuzzy matrix. The fuzzy matrix is determined by the safety supervisor and expert, and the judgment matrix and fuzzy matrix are calculated. Finally, the evaluation results are as follows: safety concept culture, safety system culture, safety behavior culture, safety material culture are in the fourth level of "employee mutual assistance" stage, the results of the evaluation results are consistent with the actual situation of the enterprise.
