【摘要】：隨著我國經(jīng)濟及運輸行業(yè)的發(fā)展，近年來高速鐵路不斷發(fā)展壯大，高速鐵路調(diào)度指揮系統(tǒng)作為高速鐵路列車運行的指揮中樞在保證列車的安全、高速、正點運行方面具有重要的作用，目前我國對高速鐵路調(diào)度指揮安全保障的研究主要集中在設(shè)備設(shè)施條件上，對安全管理人員隊伍的建設(shè)尚未開展充分研究。本文針對高速鐵路高速度、高密度、高技術(shù)、高要求等特點對調(diào)度指揮提出的新的嚴峻挑戰(zhàn)，分析建立一支高素質(zhì)的調(diào)度隊伍對實現(xiàn)調(diào)度指揮的重要性，，同時強調(diào)各項規(guī)章制度的制定是調(diào)度安全指揮的依據(jù)，加強相關(guān)制度的建設(shè)是高速鐵路安全保障體系必不可少的條件。 文章根據(jù)我國高速鐵路調(diào)度指揮安全的發(fā)展需要，在分析國內(nèi)外高速鐵路調(diào)度指揮安全保障體系現(xiàn)狀的基礎(chǔ)上，結(jié)合我國既有線調(diào)度指揮安全保障體系和當前高速鐵路調(diào)度指揮安全保障體系的具體實踐，發(fā)現(xiàn)我國高鐵調(diào)度指揮安全保障體系存在的問題，提出適應我國高鐵發(fā)展的基于現(xiàn)代安全管理思想的調(diào)度指揮安全保障體系，并給出安全保障體系的具體內(nèi)容及安全管理方法。
[Abstract]:With the development of economy and transportation industry in China, high-speed railway has been developing and expanding in recent years. As the command center of high-speed railway train operation, high-speed railway dispatching command system ensures the safety and high speed of train.At present, the research on the safety and security of the dispatch command of high-speed railway in China is mainly focused on the equipment and facilities, and the construction of the safety management team has not been fully studied.This paper analyzes the importance of establishing a high quality dispatching team to realize the dispatch command, aiming at the new severe challenge to the dispatch command brought by the characteristics of high speed, high density, high technology and high requirement of high speed railway.At the same time, it is emphasized that the establishment of rules and regulations is the basis for dispatching safety command, and strengthening the construction of relevant systems is an essential condition for the safety guarantee system of high-speed railway.According to the needs of the development of the dispatching and security of high-speed railway in China, this paper analyzes the present situation of the security system of the dispatching command of the high-speed railway at home and abroad.Combined with the actual practice of China's existing railway dispatching command and security guarantee system and the current high-speed railway dispatching command and security guarantee system, the problems of our country's high-speed railway dispatching command and security guarantee system are found.This paper puts forward the dispatching command security guarantee system based on the modern safety management thought which is suitable for the development of high-speed railway in China, and gives the concrete contents and safety management methods of the safety assurance system.
