【摘要】：近年來,國內(nèi)和國際社會(huì)頻頻發(fā)生重大安全事故,給人們的工作和生活造成了很大的影響。我國的安全方針是重在預(yù)防,重特大事故的頻發(fā)以及嚴(yán)重的事故后果,對(duì)事故應(yīng)急救援有了更高的要求。我國關(guān)于應(yīng)急救援的發(fā)展現(xiàn)狀是在面對(duì)大型安全事故時(shí)不少地區(qū)都開始探索區(qū)域應(yīng)急聯(lián)動(dòng),因而成立了京津冀,江浙滬,粵港澳等新的特大城市都市圈。在這種區(qū)域應(yīng)急聯(lián)動(dòng)救援機(jī)制下,應(yīng)急救援過程中更需要多個(gè)部門之間的互相合作;如何讓不同的部門在參與應(yīng)急救援行動(dòng)時(shí),不僅能充分發(fā)揮自身優(yōu)勢(shì),順利完成本部門的工作,同時(shí)能更好的配合其他參與部門,使得救援工作可以更好的開展成為救援研究的重點(diǎn)。協(xié)同學(xué)研究的內(nèi)容是與外部環(huán)境有物質(zhì)或能量交換的系統(tǒng),如何通過自系統(tǒng)內(nèi)部相互作用使系統(tǒng)達(dá)到有序狀態(tài);將協(xié)同學(xué)應(yīng)用于事故應(yīng)急救援的研究,可以使參與救援的各部門相互配合,減少因部門之間發(fā)生沖突或競(jìng)爭(zhēng)引起的救援成本的浪費(fèi),從而減少救援成本、提高救援效率。因此本文將以協(xié)同學(xué)為理論依據(jù),以我國現(xiàn)有的應(yīng)急救援過程中存在的問題為現(xiàn)實(shí)依據(jù),將具體的問題分類、抽象化,進(jìn)而建立應(yīng)急救援的協(xié)同學(xué)模型;運(yùn)用模型分析天津港爆炸事故、黃島輸油管爆炸事故等幾個(gè)典型的事故,找出這些事故發(fā)生發(fā)展過程中應(yīng)急救援措施的不足之處,為以后應(yīng)急救援行動(dòng)的開展提出優(yōu)化建議。
[Abstract]:In recent years, serious safety accidents occur frequently in the domestic and international community, which have a great impact on people's work and life.The safety policy of our country is to focus on prevention, the frequent occurrence of serious accidents and the serious consequences of accidents, which has higher requirements for emergency rescue of accidents.The present situation of emergency rescue in China is that many regions have begun to explore the regional emergency linkage in the face of large-scale safety accidents, and thus established a new megalopolis such as Beijing-Tianjin-Hebei, Jiangsu, Zhejiang, Shanghai, Guangdong, Hong Kong and Macao.Under this kind of regional emergency response and rescue mechanism, the mutual cooperation among various departments is even more needed in the emergency rescue process; how to make different departments participate in emergency rescue operations, not only can they give full play to their own advantages,The successful completion of the work of this department, at the same time can better cooperate with other participating departments, so that the rescue work can be better carried out as the focus of rescue research.The content of Synergetics research is the system with material or energy exchange with the external environment, how to make the system in an orderly state through the internal interaction of the system, and how to apply the Synergetics to the research of accident emergency rescue.All the departments involved in the rescue can cooperate with each other and reduce the waste of the rescue cost caused by the conflict or competition among the departments, thus reducing the rescue cost and improving the rescue efficiency.Therefore, based on the theory of Synergetics and the problems existing in the process of emergency rescue in our country, this paper classifies and abstracts the specific problems, and then establishes the collaborative model of emergency rescue.This paper analyzes several typical accidents such as Tianjin Port explosion accident, Huangdao Oil Pipeline explosion accident and so on, finds out the shortcomings of the emergency rescue measures in the course of the occurrence and development of these accidents, and puts forward some optimization suggestions for the future emergency rescue action.
