高速公路應(yīng)急管理組織體系設(shè)計與評價研究

【摘要】:公路交通是中國綜合運(yùn)輸體系的重要組成部分,對中國經(jīng)濟(jì)的快速發(fā)展具有重要作用。隨著中國經(jīng)濟(jì)的快速發(fā)展和工業(yè)化進(jìn)程的進(jìn)一步加快,高速公路的建設(shè)規(guī)模也在逐年加大,但是高速公路的管理水平卻嚴(yán)重滯后于其發(fā)展規(guī)模。近年來,自然災(zāi)害、安全生產(chǎn)事故、公共衛(wèi)生事件時有發(fā)生,加之高速公路運(yùn)輸量逐年增加,高速公路應(yīng)急管理面臨嚴(yán)峻的安全形勢。交通運(yùn)輸部根據(jù)國務(wù)院的統(tǒng)一部署,于2009年4月修訂并發(fā)布了《公路交通突發(fā)公共事件應(yīng)急預(yù)案》,各省級行政區(qū)的交通主管部門根據(jù)本地實(shí)際情況也陸續(xù)制定了公路交通應(yīng)急預(yù)案或應(yīng)急保障處置方案。針對日益嚴(yán)峻的安全形勢,如何在保證高速公路現(xiàn)有發(fā)展速度的形勢下,,正確處理其建設(shè)規(guī)模與其組織管理能力不匹配的客觀矛盾,將是中國高速公路管理研究領(lǐng)域需要長期探索的重要問題。 本文在分析中國高速公路應(yīng)急管理組織體系現(xiàn)狀的基礎(chǔ)上,以河北省為例,將組織結(jié)構(gòu)作為一種社會系統(tǒng)進(jìn)行研究,以應(yīng)急管理組織體系的外部環(huán)境適應(yīng)能力為設(shè)計重點(diǎn),以期建立一個合理有效、綜合全面的高速公路應(yīng)急管理組織體系;本文利用組織結(jié)構(gòu)有序度來評價應(yīng)急管理組織體系的信息傳遞效率,選取組織柔性度指標(biāo)來描述應(yīng)急管理組織體系適應(yīng)內(nèi)外部環(huán)境的能力,以期得到客觀正確的評價結(jié)果。 研究結(jié)果表明,高速公路應(yīng)急管理組織體系應(yīng)從社會系統(tǒng)角度進(jìn)行構(gòu)建,高速公路應(yīng)急管理組織體系應(yīng)包括控制系統(tǒng)、操作系統(tǒng)和協(xié)調(diào)系統(tǒng),高速公路應(yīng)急管理組織體系應(yīng)分級為四級遞歸層次結(jié)構(gòu);本文構(gòu)建了基于熵理論的高速公路應(yīng)急管理組織體系評價模型,實(shí)例評價結(jié)果表明:經(jīng)過可生存性系統(tǒng)模型改造后的高速公路應(yīng)急管理組織體系更有利于快速準(zhǔn)確的傳遞信息,其組織結(jié)構(gòu)具有更好的靈活性和適應(yīng)能力,對內(nèi)外部環(huán)境有更強(qiáng)的適應(yīng)能力。
[Abstract]:Highway traffic is an important part of China's comprehensive transportation system and plays an important role in the rapid development of China's economy.With the rapid development of Chinese economy and the further acceleration of industrialization, the construction scale of expressway is also increasing year by year, but the management level of expressway lags behind its development scale seriously.In recent years, natural disasters, accidents in production safety, public health incidents have occurred from time to time, combined with the increase of expressway transport volume year by year, expressway emergency management is facing a severe security situation.According to the unified arrangement of the State Council, the Ministry of Transport,In April 2009, the Emergency Plan for Highway Traffic Emergencies was revised and published, and the traffic departments of the provincial administrative regions formulated the emergency plans or emergency protection schemes according to the actual local conditions.In view of the increasingly severe security situation, how to correctly deal with the objective contradiction between the construction scale and the ability of organization and management under the situation of guaranteeing the existing speed of highway development,It will be an important issue in the field of highway management research in China.Based on the analysis of the present situation of the emergency management organization system of expressway in China, taking Hebei Province as an example, this paper studies the organizational structure as a social system, and focuses on the adaptability of the external environment of the emergency management organization system.In order to establish a reasonable, effective and comprehensive expressway emergency management organization system, this paper uses the organization structure order degree to evaluate the efficiency of information transmission of the emergency management organization system.The index of organizational flexibility is selected to describe the ability of the emergency management organization system to adapt to the internal and external environment in order to obtain objective and correct evaluation results.The results show that the expressway emergency management organization system should be constructed from the perspective of social system, and the expressway emergency management organization system should include control system, operating system and coordination system.The emergency management organizational system of expressway should be classified into four levels of recursive hierarchy, and the evaluation model of expressway emergency management organizational system based on entropy theory is constructed in this paper.The evaluation results show that the expressway emergency management organization system after the survivability system model transformation is more conducive to the rapid and accurate transmission of information, and its organizational structure has better flexibility and adaptability.Have stronger adaptability to internal and external environment.
