【摘要】：近幾年來,我國社會經(jīng)濟在經(jīng)歷了歷史轉(zhuǎn)型之后獲得了突飛猛進(jìn)的發(fā)展,人們生活水平和生活質(zhì)量的日益提升是其外在表現(xiàn)之一。高生活質(zhì)量推動了人們安全工作意識、健康意識的提升,人們對工作環(huán)境和安全生產(chǎn)的要求越來越高,安全問題受到廣泛關(guān)注。在我國安全生產(chǎn)監(jiān)管體系中,基層安全生產(chǎn)監(jiān)管隊伍是安全保障的執(zhí)行主體,其直接面對各類生產(chǎn)經(jīng)營單位,因此基層安全生產(chǎn)監(jiān)管隊伍的建設(shè)水平直接影響其執(zhí)法效果,進(jìn)而決定了安全生產(chǎn)監(jiān)管工作的效果與質(zhì)量。從安全生產(chǎn)監(jiān)管工作實踐經(jīng)驗來看,不斷強化基層安監(jiān)執(zhí)法隊伍建設(shè)是解決安全生產(chǎn)問題的基礎(chǔ)思路。要破解當(dāng)前全國安全生產(chǎn)工作的難題,應(yīng)從如何加強基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)著手。鹿城區(qū)地處溫州市中心市區(qū),安全生產(chǎn)形勢"牽一發(fā)而動全身",安全生產(chǎn)監(jiān)管工作責(zé)任重大。本文結(jié)合溫州市鹿城區(qū)基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)的現(xiàn)狀和筆者從事基層安全生產(chǎn)監(jiān)管工作多年的工作經(jīng)驗,對溫州市鹿城區(qū)基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)的一系列問題進(jìn)行了系統(tǒng)研究。在研究過程中,通過文獻(xiàn)研究法、實地調(diào)查法、實例研究法等研究方法,對溫州市鹿城區(qū)基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)的現(xiàn)狀有了一定的了解。研究發(fā)現(xiàn),當(dāng)前溫州市鹿城區(qū)基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)中存在隊伍不穩(wěn)定、專業(yè)素質(zhì)低、主觀能動性不強、責(zé)任重待遇低等問題;運用公共管理方面相關(guān)理論,分析溫州市鹿城區(qū)基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè)問題產(chǎn)生的原因;在借鑒國外發(fā)達(dá)國家先進(jìn)經(jīng)驗的基礎(chǔ)上,研究認(rèn)為,加強基層安全生產(chǎn)監(jiān)管執(zhí)法隊伍建設(shè),一是要明確安監(jiān)機構(gòu)職能,理順管理體制;二是要建立權(quán)責(zé)清晰的責(zé)任追究制度;三是要完善考評機制;四是要加大經(jīng)費投入改善人員待遇;五是要提高業(yè)務(wù)素質(zhì);六是要加強對社會中介機構(gòu)的監(jiān)管。
[Abstract]:In recent years, the social economy of our country has obtained the rapid development after experiencing the historical transformation. The improvement of people's living standard and quality of life is one of its external manifestations.The high quality of life has promoted people's consciousness of safety and health. People have higher and higher demands on working environment and safe production, and safety problems have been paid more and more attention.In the safety production supervision system of our country, the grass-roots safety production supervision team is the executive body of safety guarantee, and it faces all kinds of production and management units directly, so the construction level of the basic level safety production supervision team directly affects its law enforcement effect.Furthermore, it determines the effect and quality of production safety supervision.From the practical experience of safety supervision, strengthening the construction of law enforcement team is the basic idea to solve the problem of production safety.In order to solve the problem of national work safety, we should start with how to strengthen the construction of grass roots safety production supervision and law enforcement team.Lucheng District is located in the city center of Wenzhou.This paper combines the present situation of the construction of the law enforcement team of the basic level production safety supervision in Lucheng District, Wenzhou City, and the author's many years' work experience in the grass-roots work of production safety supervision.In this paper, a series of problems about the construction of law enforcement team of basic level production safety supervision in Lucheng District of Wenzhou City are systematically studied.In the course of the research, through the methods of literature research, field investigation, case study and other research methods, the present situation of the construction of the law enforcement team of the basic level production safety supervision in Lucheng District of Wenzhou City has been understood to a certain extent.The study found that there are some problems in the construction of the basic level safety production supervision and law enforcement team in Lucheng District, Wenzhou City, such as unstable contingent, low professional quality, low subjective initiative, low responsibility and heavy treatment, and so on.This paper analyzes the causes of the problems in the construction of the law enforcement team of the basic level production safety supervision in Lucheng District, Wenzhou City, and, on the basis of drawing lessons from the advanced experiences of the developed countries abroad, studies and thinks that the construction of the law enforcement team of the basic level safety production supervision and enforcementFirst, it is necessary to clarify the functions of the security supervision institutions and to rationalize the management system; second, to establish a clear accountability system; third, to improve the evaluation mechanism; fourth, to increase funds to improve the treatment of personnel; and 5 to improve the professional quality;Sixth, it is necessary to strengthen the supervision of social intermediary institutions.
