山區(qū)高速公路分離式路基段突發(fā)事件應(yīng)急管理資源配置研究

【摘要】:隨著高速公路的快速發(fā)展與我國汽車保有量逐年增長,高速公路安全問題也日益突出。山區(qū)高速公路分離式路基段與其他道路相比,,其應(yīng)急救援限制因素更多,其安全管理問題更為突出,應(yīng)急管理也更為復(fù)雜。因此在加強(qiáng)與完善高速公路應(yīng)急管理工作的同時,必須有針對性地對山區(qū)高速公路分離式路基段的應(yīng)急管理進(jìn)行相應(yīng)研究。而應(yīng)急資源配置是應(yīng)急管理工作能有效進(jìn)行的基礎(chǔ)和保障,因此,開展山區(qū)高速公路分離式路基段的應(yīng)急管理資源配置研究有著重要的理論意義和實(shí)用價(jià)值。 論文在調(diào)研基礎(chǔ)上根據(jù)山區(qū)高速公路分離式路基段的特點(diǎn),分析了山區(qū)高速公路分離式路基段的應(yīng)急管理制約因素及可利用應(yīng)急資源,并從以下兩個方面對山區(qū)高速公路分離式路基段應(yīng)急管理資源配置進(jìn)行研究: 一個方面對應(yīng)急資源點(diǎn)的布局進(jìn)行研究。論文的應(yīng)急資源點(diǎn)布局方法選擇以綜合效益最大為目標(biāo)的0-1規(guī)劃模型,并根據(jù)應(yīng)急管理制約因素,以相應(yīng)權(quán)重形式考慮到模型中,最后選擇改進(jìn)的貪婪算法求解模型。 另一個方面是對應(yīng)急交通資源的配置進(jìn)行研究。突發(fā)事件后通常會產(chǎn)生疏散事故點(diǎn)附近阻塞交通流和保障應(yīng)急資源交通流盡快抵達(dá)事故點(diǎn)的兩個交通需求,論文選用情景分析法對交通資源進(jìn)行合理配置,從而達(dá)到有效解決兩個交通需求的目的,并通過實(shí)例進(jìn)行實(shí)例演示。 論文針對山區(qū)高速公路分離式路基段的特殊情況,對應(yīng)急資源點(diǎn)的布局和應(yīng)急交通資源的配置進(jìn)行研究,提出了應(yīng)急資源點(diǎn)布局及交通資源的配置方法,豐富了山區(qū)高速公路安全管理相關(guān)理論,為高速公路管理部門開展山區(qū)高速公路分離式路基段的應(yīng)急管理資源配置提供參考。
[Abstract]:With the rapid development of expressway and the increase of automobile ownership in China, the safety problem of expressway is becoming more and more serious.Compared with other roads, the isolated subgrade section of mountain expressway has more emergency rescue constraints, more prominent safety management problems and more complex emergency management.Therefore, while strengthening and perfecting the emergency management of expressway, it is necessary to study the emergency management of separated subgrade section of expressway in mountainous area.Emergency resource allocation is the basis and guarantee of emergency management. Therefore, it is of great theoretical significance and practical value to carry out the research on emergency management resource allocation of separated subgrade section of mountain expressway.On the basis of investigation and investigation, according to the characteristics of separated subgrade section of mountain expressway, the paper analyzes the restricting factors of emergency management and the utilization of emergency resources of separated subgrade section of mountain expressway.And from the following two aspects of the mountain highway separate subgrade section emergency management resources allocation research:One aspect studies the layout of emergency resource points.The emergency resource point layout method in this paper selects the 0-1 programming model with the maximum comprehensive benefit as the goal, and according to the constraints of emergency management, considers the model in the form of corresponding weights, and finally selects the improved greedy algorithm to solve the model.Another aspect is to carry on the research to the emergency transportation resources allocation.After an emergency, there are usually two traffic needs, namely, blocking traffic near the evacuation accident point and ensuring emergency resources. The traffic flow can reach the accident site as soon as possible. This paper chooses scenario analysis method to allocate traffic resources reasonably.In order to achieve the purpose of effectively solving the two traffic needs, and through an example to demonstrate.In view of the special situation of separated subgrade section of mountain expressway, this paper studies the layout of emergency resource points and the allocation of emergency traffic resources, and puts forward the layout of emergency resource points and the allocation method of traffic resources.It enriches the relevant theories of highway safety management in mountainous area and provides a reference for expressway management department to carry out emergency management resource allocation of separated subgrade section of mountain expressway.
