【摘要】：降低洪災(zāi)社會(huì)脆弱度是緩解洪災(zāi)社會(huì)影響,建立洪水韌性的重要途徑。本文從敏感性、適應(yīng)性和暴露度3個(gè)方面構(gòu)建微觀尺度下的洪災(zāi)社會(huì)脆弱度評(píng)價(jià)指標(biāo)體系,以安康市4個(gè)濱河村莊為例,運(yùn)用基于熵權(quán)的綜合指數(shù)法評(píng)價(jià)農(nóng)戶的洪災(zāi)社會(huì)脆弱度,并通過(guò)BP神經(jīng)網(wǎng)絡(luò)分析厘清評(píng)價(jià)指標(biāo)與社會(huì)脆弱度之間的重要性關(guān)系,識(shí)別出洪災(zāi)社會(huì)脆弱度的主要影響因素。據(jù)此提出相應(yīng)的對(duì)策建議作為降低農(nóng)戶洪災(zāi)社會(huì)脆弱度的實(shí)踐依據(jù)。研究表明:(1)案例村調(diào)研樣本中近一半的農(nóng)戶處于高社會(huì)脆弱度等級(jí),由此推算,研究區(qū)有715個(gè)農(nóng)戶具有較高的洪災(zāi)社會(huì)脆弱度;(2)受訪者健康狀況、防汛信息渠道、避災(zāi)疏散方式、建筑質(zhì)量、是否有病殘人口、家庭收入多樣性、5歲以下幼兒比重和60歲以上老年人比重是農(nóng)戶社會(huì)脆弱度的主要影響因素;(3)基于農(nóng)戶視角的洪災(zāi)社會(huì)脆弱度評(píng)價(jià)能準(zhǔn)確地識(shí)別出脆弱度較高的農(nóng)戶,其結(jié)果在降低洪災(zāi)社會(huì)脆弱度方面更具有現(xiàn)實(shí)意義。
[Abstract]:Reducing the social vulnerability of flood is an important way to alleviate the social impact of flood and build flood resilience.In this paper, the evaluation index system of social vulnerability of flood disaster is constructed from three aspects of sensitivity, adaptability and exposure. Four riverside villages in Ankang City are taken as an example.The comprehensive index method based on entropy weight is used to evaluate the social vulnerability of farmers in flood disaster, and the importance relationship between evaluation index and social vulnerability is clarified by BP neural network analysis, and the main influencing factors of social vulnerability of flood disaster are identified.Accordingly, the corresponding countermeasures and suggestions are put forward as the practical basis for reducing the social vulnerability of farmers'flood disaster.The study shows that nearly half of the rural households in the case study sample are at a high social vulnerability level. From this, it is estimated that there are 715 rural households in the study area with a relatively high social vulnerability to flooding.) the health status of the interviewees and the flood control information channels are calculated.The way to avoid disasters, the quality of the building, whether there is a disabled population,Family income diversity: the proportion of children under 5 years old and the proportion of elderly people over 60 years old are the main influencing factors of social vulnerability of farmers. 3) the evaluation of social vulnerability of flood disaster based on the perspective of farmers can accurately identify the farmers with high vulnerability.The result has more practical significance in reducing the social vulnerability of flood disaster.
