【摘要】：近年來，隨著我國高速公路的快速發(fā)展，，高速公路突發(fā)事件的頻率也在不斷升高。它所產(chǎn)生的破壞性、危害性已經(jīng)給我國經(jīng)濟(jì)的發(fā)展、人民的生命安全、社會(huì)的穩(wěn)定帶來嚴(yán)重的影響。因此，對高速公路突發(fā)事件的快速響應(yīng)和正確處置顯得十分重要。 本論文以高速公路突發(fā)事件作為研究對象，借鑒了交通工程學(xué)、交通安全學(xué)、管理學(xué)、運(yùn)籌學(xué)、計(jì)算機(jī)科學(xué)、災(zāi)害學(xué)等學(xué)科的相關(guān)內(nèi)容，以交通工程學(xué)為基礎(chǔ)，建立起一套適合于我國高速公路的應(yīng)急管理信息系統(tǒng)（EMIS），為高速公路運(yùn)營管理部門提供分析、管理、決策的科學(xué)手段，力求以最短的時(shí)間將突發(fā)事件的危害后果控制在最小范圍內(nèi)。 本論文分為三部分，第一部分介紹了突發(fā)事件下高速公應(yīng)急管理的研究背景、國內(nèi)外研究現(xiàn)狀，給出了論文的研究方法、內(nèi)容和意義。第二部分首先介紹了高速公路突發(fā)事件和應(yīng)急管理的相關(guān)理論；接著提出13種突發(fā)事件評價(jià)指標(biāo)，并給出計(jì)算事件危害程度的科學(xué)方法；然后介紹應(yīng)急救援的相關(guān)理論，并把突發(fā)事件明確細(xì)分為9種類型，對每一種類型都建立起一個(gè)相應(yīng)的應(yīng)急救援流程方案。第三部分以基于C/S架構(gòu)的MVC設(shè)計(jì)模式為基礎(chǔ)，運(yùn)用MySQL+Java+JavaScript設(shè)計(jì)出一個(gè)高速公路應(yīng)急管理信息系統(tǒng)軟件，并結(jié)合具體的案例（以廣深高速公路為例），驗(yàn)證方法的可行性。
[Abstract]:In recent years, with the rapid development of the expressway in our country, the frequency of the sudden events of the expressway is also increasing. Its destructive and harmful effects have already given the development of our economy and the safety of the people's lives. The stability of the society has a serious impact, so it is very important to respond and deal with the emergency of expressway quickly. Based on traffic engineering, traffic engineering, traffic safety, management, operational research, computer science, disaster science and so on, this paper takes expressway emergencies as the research object, and draws lessons from traffic engineering, traffic safety science, management science, operational research, computer science, disaster science and so on. To set up a set of emergency management information system suitable for expressway in China, provide the scientific means of analysis, management and decision-making for highway operation and management department. Strive to minimize the consequences of unexpected events in the shortest possible time. This paper is divided into three parts. The first part introduces the research background of high-speed public emergency management under the emergency, the domestic and foreign research status, and gives the research method of the paper. The second part introduces the related theories of expressway emergency and emergency management, then puts forward 13 kinds of emergency evaluation indexes, and gives the scientific method to calculate the degree of emergency damage. Then the relevant theories of emergency rescue are introduced, and the emergency events are subdivided into 9 types, and a corresponding emergency rescue flow scheme is established for each type. The third part is based on the MVC design pattern based on C / S architecture. A software of expressway emergency management information system is designed with MySQL Java JavaScript, and the feasibility of the method is verified by taking Guangzhou-Shenzhen Expressway as an example.
