風(fēng)電場安全生產(chǎn)標(biāo)準(zhǔn)化建設(shè)應(yīng)用研究

【摘要】:隨著我國風(fēng)電建設(shè)的快速發(fā)展,風(fēng)電機組故障頻發(fā),且呈上升趨勢,風(fēng)電場安全管理不到位是其重要原因之一。風(fēng)電場如何加強安全管理、確保電力安全生持續(xù)穩(wěn)定是目前急需解決的課題。風(fēng)電企業(yè)開展安全生產(chǎn)標(biāo)準(zhǔn)化評級達標(biāo)活動,有利于加強風(fēng)電場安全生產(chǎn)規(guī)范化建設(shè),預(yù)防生產(chǎn)安全事故,夯實安全生產(chǎn)基礎(chǔ),建立自我約束、持續(xù)改進的安全生產(chǎn)長效機制,促進風(fēng)力發(fā)電行業(yè)的穩(wěn)定、快速發(fā)展。 我國在風(fēng)電企業(yè)推行安全生產(chǎn)標(biāo)準(zhǔn)化的目的,是為了加強企業(yè)風(fēng)險管理和控制,完善安全生產(chǎn)管理標(biāo)準(zhǔn)、作業(yè)標(biāo)準(zhǔn)和技術(shù)標(biāo)準(zhǔn),確保一般事故隱患及時排查治理,重大事故隱患得到整治或監(jiān)控,職工安全意識和操作技能得到提高,在企業(yè)現(xiàn)行安全管理的基礎(chǔ)上,加強防范事故能力,提高本質(zhì)安全水平。 目前,我國風(fēng)電場安全管理制度還不十分完善,,技術(shù)監(jiān)督體系尚未完全建立,不論是組織管理、實施程序、監(jiān)管方式,還是標(biāo)準(zhǔn)化達標(biāo)評級,都需要不斷地探討和總結(jié)。本文將對《發(fā)電企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化規(guī)范及考核評級標(biāo)準(zhǔn)》(電監(jiān)安全[2011]23號)中核心要素進行分析和研究,在現(xiàn)有風(fēng)電場安全管理工作的基礎(chǔ)上,提出我國風(fēng)電場企業(yè)在安全生產(chǎn)標(biāo)準(zhǔn)化建設(shè)中的實施模式,促進企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化建設(shè)工作的深入開展,同時為風(fēng)電企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化推行工作提供借鑒。
[Abstract]:With the rapid development of wind power construction in China, wind turbine failures occur frequently and are on the rise. One of the important reasons is that the safety management of wind farm is not in place. How to strengthen the safety management of wind farm is one of the important reasons. At present, it is urgent for wind power enterprises to carry out standardized grading activities for production safety, which is conducive to strengthening the construction of standardization of production safety in wind farms and preventing production safety accidents. In order to promote the stability and rapid development of wind power industry, it is necessary to consolidate the foundation of production safety, establish self-restraint and continuously improve the long-term mechanism of safety production. The purpose of standardizing production safety in wind power enterprises in our country is to strengthen enterprise risk management and control, to improve safety production management standards, operating standards and technical standards, and to ensure the timely investigation and management of hidden dangers of general accidents. The hidden dangers of major accidents have been rectified or monitored, and the safety consciousness and operation skills of the staff and workers have been improved. On the basis of the present safety management of enterprises, the ability of preventing accidents and improving the essential safety level have been strengthened. At present, the safety management system of wind farms in our country is not very perfect, and the technical supervision system has not yet been fully established, whether it is organizational management, implementation procedures, supervision methods, or standardised ratings. In this paper, we will analyze and study the core elements of "Standardization of production Safety and Assessment and rating Standard of Power Generation Enterprises" (electricity Supervision Safety [2011] 23), and on the basis of the existing wind farm safety management work, This paper puts forward the implementation mode of wind farm enterprises in the construction of production safety standardization in order to promote the further development of safety production standardization construction in enterprises and at the same time provide reference for the implementation of safety production standardization in wind power enterprises.
