【摘要】：2013年以來(lái)，全國(guó)各地安全生產(chǎn)事故多發(fā)頻發(fā)，習(xí)近平總書(shū)記親自做了重要批示，李克強(qiáng)總理親自部署了安全大檢查及“回頭看”活動(dòng)，安全生產(chǎn)工作首次被各地政府?dāng)[到了各項(xiàng)重心工作的首要位置。按照國(guó)家、省、市的總體部署和“黨政同責(zé)、一崗雙責(zé)”工作要求，鄭州市各級(jí)各部門(mén)層層加壓，明確主要領(lǐng)導(dǎo)責(zé)任，強(qiáng)化安全隱患排查，終于取得了不錯(cuò)的成績(jī)。 但是，鄭州市正處于新型城鎮(zhèn)化、經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型的關(guān)鍵時(shí)刻，生產(chǎn)建設(shè)活動(dòng)急劇增多，而各級(jí)安全生產(chǎn)監(jiān)管部門(mén)的工作人員僅有726人，算上其他各行業(yè)主管部門(mén)、鄉(xiāng)鎮(zhèn)辦、社區(qū)的兼職人員，也只有3681人。連續(xù)高強(qiáng)度的安全生產(chǎn)專(zhuān)項(xiàng)活動(dòng)，讓從事安全生產(chǎn)監(jiān)管工作的人員不堪重負(fù)，根本無(wú)法顧及轄區(qū)所有生產(chǎn)經(jīng)營(yíng)場(chǎng)所�！皡^(qū)域大、工廠多、人手少，活難干；責(zé)任大、工作忙、進(jìn)步慢，不想干”已經(jīng)成為安全生產(chǎn)監(jiān)管部門(mén)從上到下的共同感受。為了完成2013年河南省政府下達(dá)的安全生產(chǎn)責(zé)任目標(biāo)，鄭州市果斷采取措施停業(yè)停產(chǎn)停建部分違規(guī)企業(yè)、全部地方煤礦、兼并重組煤礦和部分在建重點(diǎn)項(xiàng)目，全市工業(yè)經(jīng)濟(jì)發(fā)展、生產(chǎn)經(jīng)營(yíng)活動(dòng)受到很大影響。臨時(shí)、突擊性的高壓手段必然難以持久，鄭州市安全生產(chǎn)形式勢(shì)必難以“長(zhǎng)治久安”。 通過(guò)對(duì)鄭州市近年來(lái)安全生產(chǎn)監(jiān)管機(jī)制的研究，鄭州市在強(qiáng)化現(xiàn)有的安全生產(chǎn)監(jiān)管方式，強(qiáng)化對(duì)違規(guī)違法企業(yè)的懲處力度、提高對(duì)各級(jí)各部門(mén)責(zé)任領(lǐng)導(dǎo)的處理強(qiáng)度上積攢了很多成功的經(jīng)驗(yàn)，值得進(jìn)一步深入應(yīng)用。此外，如果在安全生產(chǎn)監(jiān)管體制上尋求突破，，進(jìn)一步明確企業(yè)的安全生產(chǎn)責(zé)任，明確行業(yè)主管部門(mén)的安全生產(chǎn)監(jiān)管職責(zé)，并將各級(jí)安全監(jiān)管機(jī)構(gòu)的職責(zé)進(jìn)一步改進(jìn)，或許能夠突破當(dāng)前鄭州市安全生產(chǎn)工作面臨的瓶頸，使安全生產(chǎn)工作邁上一個(gè)新臺(tái)階，對(duì)政府機(jī)構(gòu)改革、提高行政效率、打造服務(wù)型政府也是一種有益的嘗試。
[Abstract]:Since 2013, there have been frequent accidents in production safety throughout the country. General Secretary Xi Jinping has personally given important instructions. Premier Li Keqiang has personally deployed safety checks and "look back" activities. For the first time, the work of safety in production has been placed at the top of the central work by the local governments. According to the overall arrangement of the state, province and city and the work requirements of "the party and government share the same responsibility, one post and two responsibilities", the various departments at all levels in Zhengzhou City are under pressure at various levels. Clear the main leadership responsibility, strengthen safety hidden trouble investigation, finally achieved good results. However, Zhengzhou is at the critical moment of a new type of urbanization and the transformation of its economic structure. Production and construction activities have increased sharply. However, there are only 726 people working in supervision departments of production safety at all levels, including other departments in charge of various industries and township offices. There are only 3,681 part-time workers in the community. The continuous high-intensity special activities on safety production have overwhelmed the personnel engaged in the work of safety supervision and management, and they simply cannot take into account all the production and operation sites in the jurisdiction. "the area is large, there are many factories, and there are fewer people," he said. Work is hard to do; responsibility is big, work is busy, progress is slow, do not want to do "has become the safety of production supervision departments from the top to the bottom of the common feeling." in order to achieve the safety of production responsibility goals issued by the Henan Province government in 2013, Zhengzhou City has resolutely taken measures to shut down, shut down, suspend production, stop some illegal enterprises, all local coal mines, merge and reorganize coal mines and some key projects under construction. The industrial economy of the whole city has developed, and production and business activities have been greatly affected. The high-pressure means of attack must be hard to last, and the safety production form of Zhengzhou is bound to be difficult to keep the peace for a long time. Through the study of the mechanism of supervision over production safety in Zhengzhou in recent years, Zhengzhou is strengthening the existing modes of supervision over production safety and strengthening the punishment of illegal enterprises. It has accumulated a lot of successful experience in improving the handling intensity of responsible leaders at all levels and departments, and it is worth further application. In addition, if we seek a breakthrough in the supervision system of production safety, we can further clarify the responsibility of enterprises for production safety. By clarifying the responsibility of the competent department in charge of the industry for the supervision of production safety, and by further improving the responsibilities of the safety supervision bodies at all levels, it may be possible to break through the bottleneck faced by the safety production work in Zhengzhou at present and raise the work of safety production to a new level. It is also a beneficial attempt to reform government institutions, improve administrative efficiency and build service-oriented government.
